[01] Budget 2006 : l'amélioration de la qualité des dépenses de l'UE se
confirme
Les données financières les plus récentes relatives à l'exercice 2006
confirment l'évolution budgétaire positive de l'Union européenne. Un
financement accru en faveur de la compétitivité a été possible grâce Ã
une nouvelle modernisation des dépenses ; des améliorations dans le suivi
et la planification ont maintenu le taux d'exécution budgétaire à un
niveau historiquement élevé ; et la hausse substantielle de la part du
budget destinée aux pays de l'UE 10 a permis le développement de leur
participation aux politiques de l'UE. Le document intitulé «Budget de
l'UE 2006 - Rapport financier», publié aujourd'hui, démontre que l'Union
européenne continue de se consacrer aux programmes pour la croissance et
l'emploi.
[02] Les Journées européennes de l'emploi rassembleront des milliers
d'employeurs et de demandeurs d'emploi
Aujourd'hui a lieu le lancement des Journées de l'emploi 2007, une
initiative à l'échelle européenne qui se déroulera jusqu'au 29
septembre. Ces Journées de l'emploi rassembleront des demandeurs d'emploi
et des recruteurs à plus de 50 manifestations partout en Europe, dans plus
de 230 villes. Elles visent à sensibiliser aux horizons qui s'ouvrent aux
personnes partant travailler dans d'autres pays de l'Europe et à donner aux
employeurs et aux demandeurs d'emploi des occasions de recrutement direct.
Elles s'inscrivent dans le prolongement des salons européens de l'emploi,
une action couronnée de succès qui a attiré 150.000 visiteurs.
[03] Commission informed of Bluetongue in the UK
The European Commission has been informedon 22 September by the UK
veterinary authorities of a suspicion of bluetongue in cattle in the United
Kingdom near Ipswich in Suffolk. A bovine animal presenting clinical
symptoms of bluetongue was found positive to bluetongue virus laboratory
tests. Further investigations and laboratory testing are currently being
performed at the Community Reference Laboratory in Pirbright, Surrey, to
identify the strain (serotype) involved in this outbreak.
[04] Commission clears acquisition of Abbey Life by Deutsche Bank
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of the Abbey Life Group,
namely Abbey Life Assurance Company Limited, Abbey Life Trustee Services
Limited and Abbey Life Services Limited (together Abbey Life) of the UK by
Deutsche Bank AG of Germany. Deutsche Bank is a commercial bank operating
worldwide. Abbey Life is a life insurance business. The operation was
examined under the simplified merger review procedure.
[05] Commission approves proposed acquisition of Kemira GrowHow by Yara,
subject to commitments
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of Finnish mineral fertiliser producer Kemira GrowHow
by Yara of Norway, also a fertiliser company, subject to commitments. In
view of the remedies proposed by the parties, the Commission concluded that
the operation would not significantly impede effective competition in the
European Economic Area (EEA) or any substantial part of it.

La Commission européenne a autorisé, en vertu du règlement (CE) sur les
concentrations, le projet de prise de contrôle conjoint de l'opérateur de
télécommunications mobiles autrichien One par l'opérateur de
télécommunications français France Télécom et la société
d'investissement privée Mid Europa Partners ("MEP"), basée au Royaume-
Uni. La Commission est parvenue à la conclusion que l'opération
n'entraverait pas de manière significative une concurrence effective dans
l'Espace économique européen (EEE) ou une partie substantielle de celui-
ci.
[07] Cohesion policy 2007-2013 : jobs and growth drive Latvian plan and
priorities
Latvia has reached agreement with the Commission on its National Strategic
Reference Framework (NSRF) for 2007-2013 that strongly features measures to
promote job creation and growth. European Regional policy Commissioner
Danuta Hübner and Employment and social affairs Commissioner VladimÃr Å
pidla have agreed the framework, in which Latvia sets out its national plan
and priorities for Cohesion Policy over the next seven years. The Latvian
authorities describe how they plan to invest €4.53 billion in line with
the Lisbon Strategy for growth and jobs.
[08] Baltic cross-border cooperation highlighted during Danuta Hübner's
visit to Latvia
Danuta Hübner, European Commissioner for Regional Policy, is in Latvia 24-
25 September to give the keynote speech at a conference entitled: "United
by Borders" at the invitation of Mr Aigars Å tokenbergs, Latvian Minister
for Regional Development. Cross-border cooperation in the Baltic Sea
countries and neighbouring Russia and Belarus are the topic of the
conference, and about 400 participants are expected.
[09] Commission plans €11 million in humanitarian aid for African flood
victims
The European Commission has drawn up a package of humanitarian aid to help
victims of the floods in Africa. The funds have been earmarked to support
urgent relief operations, emergency measures against the spread of disease
and livelihood recovery in the worst hit areas. The flooding, brought on by
torrential rains, has led to the isolation of many villages across the
continent and hundreds of thousands of people have been displaced.
[10] Industrial new orders down by 4.0% in euro area
The euro area (EA13) industrial new orders index fell by 4.0% in July 2007
compared with June 2007. The index rose by 4.5% in June. EU27 new orders
decreased by 3.9% in July 2007, after an increase of 5.3% in June.
Excluding ships, railway & aerospace equipment industrial new orders fell
by 0.1% in the euro area, but rose by 0.8% in the EU27 in July 2007. In
July 2007 compared with July 2006, industrial new orders increased by 10.9%
in the euro area and by 13.2% in the EU27. Total industry excluding ships,
railway & aerospace equipment grew by 11.7% in the euro area and by 13.7%
in the EU27. These estimates are released by Eurostat.
