MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb17/09/07[01] Antitrust : Commission welcomes CFI ruling upholding Commission's decision on Microsoft's abuse of dominant market positionThe European Commission welcomes today's ruling by the Court of First Instance upholding the European Commission's 2004 decision on Microsoft's abuse of its dominant market position and confirming the totality of the fine imposed. In this decision, Microsoft was fined €497 million for infringing the EC Treaty rules on abuse of a dominant market position (Article 82) by leveraging its near monopoly in the market for PC operating systems onto the markets for work group server operating systems and for media players (see IP/04/382 and MEMO/04/70). This conduct hindered innovation in the markets concerned to the detriment of consumers. To put an end to this abusive behaviour, the Commission ordered Microsoft to disclose interoperability information which would allow non-Microsoft work group servers to achieve full interoperability with Windows PCs and servers and to offer a version of its Windows operating system without Windows Media Player. The Court's ruling confirms that the Commission was right to prohibit Microsoft's anti-competitive conduct which harmed competition to the detriment of consumers.[02] José Manuel Barroso sur l'arrêt du Tribunal de Première Instance dans l'affaire MicrosoftLe Président de la Commission européenne José Manuel Barroso s'est félicité aujourd'hui de l'arrêt du Tribunal de Première Instance dans l'affaire Microsoft. Elle entamera cette année des négociations avec les associations européenne et asiatique de constructeurs automobiles afin d'arriver un accord prévoyant de proposer le système automatique d'appel d'urgence embarqué paneuropéen (eCall) comme option standard pour toutes les voitures neuves partir de 2010. Par ailleurs, elle continuera encourager l'adoption d'autres technologies salutaires et chercher comment la technologie peut contribuer rendre les véhicules plus verts et plus sûrs.[04] EU-Mediterranean Finance Ministers discuss how best to increase growth and create jobsEuropean Union Finance Ministers met with their counterparts from the Southern Mediterranean rim in Porto on 15th September to discuss ways to achieve higher sustainable growth and create more jobs. While important challenges remain, in particular high levels of unemployment, a gradual but visible drive for change is currently underway in most Mediterranean countries. L'enquête montre aussi que le grand public se fie avant tout aux professions scientifiques et médicales pour obtenir des informations relatives la recherche dans ces domaines et que les institutions internationales, dont l'Union européenne, jouissent d'un plus grand crédit que les autorités régionales et nationales.[07] EU and Korean negotiators hold third round of FTA negotiationsEU and Korean negotiators will today begin their third round of FTA negotiations in Brussels. This round of talks will be led by senior officials from both sides. In July, the EU set the bar high by offering 100% tariff-free market access for Korean exporters to the EU market if Korea makes a similarly ambitious offer. The EU has never before taken such an ambitious position in a bilateral free trade negotiation. In return the EU is looking for substantial new access to the growing Korean market in key areas like automobiles, manufactured goods, investment and business services.[08] EU-Japan High Level Meeting on Competition PolicyEuropean Commissioner for Competition Neelie KROES met with the Chairman of the Japan Fair Trade Commission, Kazuhiko TAKESHIMA on 14 September to co- chair the EU-Japan High Level Meeting on Competition Policy.
