of today's Commission meeting
[01] Reforming the Budget, Changing Europe - launch of the consultation on
the Budget Review 2008/9
What should be the structure and direction of the European Union's spending
priorities to meet the challenges of the globalised world in the next
decade and beyond? What is the best way of providing the resources
necessary to fund EU policies? These fundamental and other more technical
questions are to guide a broad consultation on the future of EU finances
launched today by the European Commission. An open debate, to which all
interested parties at local, regional, national and European levels are
invited, will shape the Commission's work on the Budget Review to be
proposed in 2008/9.
[02] La Commission adopte une nouvelle communication consacrée aux
régions ultrapériphériques (RUP)
La Commission européenne entend réaffirmer l'importance qu'elle accorde
aux sept régions ultrapériphériques de l'Union (les Açores, Madère,
les quatre départements français d'outre-mer et les Canaries) en adoptant
aujourd'hui une communication intitulée "Evolution et bilan de la
stratégie pour les régions ultrapériphériques". Ce document dresse un
bilan des actions menées depuis la dernière communication en 2004, et
propose de nouvelles mesures pour l'avenir de ces régions.
[03] Commission recommends abrogation of excessive deficit procedure for
the United Kingdom
The European Commission has decided to recommend that the Ecofin Council
abrogate the Excessive Deficit Procedure (EDP) for the United Kingdom. Its
budget deficit for the financial year 2006/07 fell below 3% of GDP, due to
an improvement in the structural balance. Further fiscal consolidation is
forecast in 2007/08 and 2008/09.
[04] La Commission confirme l'échéance de 2008 pour la correction du
déficit public excessif de la République tchèque
La Commission européenne a proposé aux ministres des finances
européens (ECOFIN) de recommander à la République tchèque de corriger
son déficit excessif en 2008 au plus tard, un objectif parfaitement
réalisable compte tenu de la croissance économique soutenue que connaît
le pays. La République tchèque a enregistré un déficit de 2,9% du PIB
en 2006, mais la situation budgétaire s'est de nouveau dégradée cette
année, mettant en péril la réalisation de l'objectif de ramener le
déficit sous le seuil de 3% en 2008, comme le Conseil ECOFIN l'avait
recommandé en 2004. Les ministres des finances devraient examiner ce
projet de recommandation lors de leur réunion d'octobre.
[05] La Commission suspend sa décision de traduire pour la deuxième fois
la France devant la Cour de justice européenne dans un cas relatif à la
pollution par les nitrates de points de captage d'eau potable en Bretagne
La France a pris des mesures pour mettre en Å“uvre son plan d'action de
mars 2007 visant à assurer que les concentrations en nitrates de tous les
points de captages d'eau potable demeurant non-conformes ne dépassent pas
50 mg/l à la fin de 2009, conformément à la directive sur les eaux de
surface. La France doit exécuter la décision de la Cour dans l'affaire C-
266/99 du 8 mars 2001, qui faisait référence à 37 points de captages
d'eau potable. Neuf de ces points sont actuellement non-conformes aux dites
dispositions communautaires. Ils sont tous situés en Bretagne et se
nomment comme suit: Arguenon, Bizien, Gouessant, Guindy, Ic, Urne
(département des Côtes D'Armor); Aber Wrac'h et Horn (département du
Finistère) et Echelles (département de l'Ille-et-Vilaine).
[06] Commission approves Irish Afforestation Grant and Premium Scheme
The European Commission has authorised Ireland to pay national aid worth
more than €900 million over the period 2007 to 2013 to encourage
afforestation. Ireland has the second lowest rate of forest cover in the
European Union, at just 10% of the country's total land area. The primary
objective is to bring the level up to 17% of land area.
[07] La Commission ouvre une enquête approfondie sur un projet de
subvention en faveur de Volvo Cars Gent
La Commission européenne a entamé une enquête approfondie pour établir
si la subvention de €6,02 millions que la région flamande prévoit
d'accorder pour soutenir les actions de formation de Volvo Cars Gent est
compatible avec les règles du traité CE relatives aux aides d'Etat. La
Commission devra déterminer si l'aide est réellement de nature Ã
encourager l'entreprise à mener des activités de formation supplémentaires.
Si Volvo avait de toute façon mis en place les activités de formation en
question, l'aide ne serait pas nécessaire et constituerait de ce fait une
aide au fonctionnement, en principe interdite. L'ouverture d'une enquête
approfondie donne aux parties intéressées la possibilité de présenter
leurs observations sur les mesures proposées. Cela ne préjuge en rien de
l'issue de la procédure.
[08] Commission opens formal investigation against Germany concerning
possible subsidies to Deutsche Post
The European Commission has opened a formal investigation against Germany
to assess whether compensation received by Deutsche Post AG (DPAG) is
compatible with EC Treaty state aid rules (Article 87). The investigation
will focus on whether DPAG was overcompensated for carrying out its
universal service obligation, in addition to the aid already found to be
incompatible in a 2002 Commission decision (see IP/02/890). The opening of
an investigation procedure gives interested parties the opportunity to
comment on the measures under assessment. It does not prejudge the outcome
of the investigation.
[09] La Commission approuve le régime italien de réduction fiscale dit
"cuneo fiscale"
La Commission européenne a autorisé, en vertu des règles du traité CE
relatives aux aides d'Etat, la mesure fiscale dite "cuneo fiscale" adoptée
par l'Italie. Le régime permet de déduire divers éléments aux fins du
calcul de la taxe régionale applicable à tous les types d'activités
économiques (IRAP). La Commission a conclu qu'à la suite de certaines
modifications apportées par les autorités italiennes, le "cuneo fiscale"
était désormais une mesure générale qui, de ce fait, ne constituait pas
une aide d'Etat.
[10] Commission approves Czech aid for combined transport
The European Commission has decided to authorise Czech aid to encourage the
development of combined transport through subsidies for the purchase of
certain types of wagons.
[11] Commission authorises the extension of aid to combined transport in
Austria
The European Commission has decided to authorise the extension of the
reduced interest loan scheme operated by the Austrian State Fund ERP for
combined transport infrastructure and equipment. This decision is aimed at
shifting freight transport from the roads on to other, less congested and
more environmentally-friendly modes of transport.
[12] La Commission ouvre une enquête sur les aides à l'aéroport italien
d'Alghero
La Commission européenne a décidé d'ouvrir une procédure formelle
d'examen à propos d'aides qui auraient été octroyées par la région de
Sardaigne et par SOGEAAL SpA, l'entreprise publique qui gère l'aéroport
d'Alghero, à différentes compagnies aériennes, ainsi que d'aides qui
auraient été octroyées par la région de Sardaigne à SOGEAAL SpA. Cette
enquête permettra à la Commission de déterminer si ces aides sont
conformes aux règles communautaires sur les aides d'Etat.
[13] Commission opens an investigation into the Polish tonnage tax scheme
for international maritime transport
The European Commission has decided to open a formal investigation into
certain aspects of a measure by the Polish authorities, whereby entities
liable for taxes in Poland and engaged in international maritime
transportation could change the tax base for their operating profits. Under
the notified measure, companies fulfilling certain criteria could opt for a
tonnage tax based on the net tonnage of their fleet, in place of the usual
corporation tax levied on the profits derived from their maritime
activities. The notified scheme was scheduled to run for ten years (from
2007).
[14] La Commission européenne nomme les coordinateurs pour quatre projets
énergétiques prioritaires
La Commission européenne a nommé aujourd’hui quatre coordinateurs de
projets dans le domaine de l'énergie qui auront pour mission de suivre et
de faciliter la mise en Å“uvre de projets prioritaires. Ces coordinateurs
seront chargés de la connexion à haute tension entre la France et
l'Espagne, des connexions des éoliennes offshore de la Baltique et de la
Mer du Nord, du gazoduc Nabucco et de la connexion électrique entre
l'Allemagne, la Pologne et la Lituanie.

[15] Strengthening and monitoring measures for integration policies in the
EU : Commission adopts the Third Annual Report on Migration and Integration
The European Commission adopted today its 'Third Annual Report on Migration
and Integration', which analyses actions taken on admission and integration
of third-country nationals at EU and national level, providing an overview
of policy developments and helping to evaluate and strengthen integration
measures.
[16] Pour des entreprises concurrentielles : la Commission et les Etats
membres proposent un programme commun destiné aux petites entreprises Ã
forte intensité de recherche
Les PME (petites et moyennes entreprises) ayant des activités de R&D
(recherche et développement) sont les entreprises vedettes de l'Europe.
Pour répondre à leurs besoins spécifiques, la Commission
européenne a adopté aujourd'hui EUROSTARS, un nouveau programme commun
avec 27 pays EUREKA, destiné à financer des partenariats en matière de
R&D avec des PME actives dans la recherche. La contribution de la
Commission s'élève à €100 millions. En outre, 22 Etats membres de l'UE
et 5 pays associés au 7e PC fourniront conjointement €300 millions
supplémentaires, ce qui portera l'investissement total à €400 millions
en six ans. Cela entraînera aussi des financements privés de l'ordre de
€400 millions, soit un montant total estimé à €800 millions en faveur
des PME européennes ayant des activités de R&D. Grâce à EUROSTARS, les
pays participants mettront en commun leurs programmes nationaux et leurs
dépenses de recherche destinés aux PME, ce qui débouchera sur une
meilleure utilisation des fonds, plus efficace.
[17] Member States agree to transitional measures for Bulgarian milk and
meat establishments
The Standing Committee on the Food Chain and Animal Health has voted in
favour of granting transitional periods to 378 meat and 208 milk
establishments in Bulgaria, so that they have more time to make the
necessary improvements to meet EU structural requirements. Prior to
accession, the Bulgarian authorities did not request transitional periods
for these establishments, as other accession countries had done for the
establishments in their territories which had not yet met EU standards.
Moreover, the Bulgarian implementation of EU control rules was not
satisfactory. Therefore, a restrictive measure had to be taken against all
Bulgarian milk and meat establishments, preventing them from partaking in
intra-Community trade. An exemption from this restrictive measure was only
granted to a small number of establishments which were able to provide
specific guarantees and which were checked by the EU's Food and Veterinary
Office. Progress has now been made in Bulgaria's implementation of EU
control rules, and therefore the restrictive measure will now be repealed.
Bulgarian milk and meat establishments will be given until the end of 2009
to upgrade to EU structural standards. In light of this new situation, the
Standing Committee also agreed to adapt the decision concerning
transitional measures for the quality of raw milk in dairies (see
IP/06/1641). Establishments in transition are allowed to continue selling
their products on the Bulgarian market, but will not be allowed to send
them to other Member States, and their products will carry a specific mark
to identify them. The situation in Bulgaria is now similar to that of other
new Member States after accession.
[18] Member States agree to new traceability rules for animal by-products
At the Standing Committee for the Food Chain and Animal Health on 11Â
September, Member States endorsed a proposal by the Commission which aims
to improve the traceability of animal by-products through identification
and marking systems. According to the proposal, the Animal By-Products
Regulation (EC) No 1774/2002 should be amended so that any animal by-
products (ABP) being moved from one Member State to another must be kept in
colour-coded packaging or vehicles. There will be pre-set colours to be
used, depending on the type of ABP being moved. These are: Black for
Category 1 material such as carcasses from which specified risk material
has not been removed, yellow for Category 2 material such as fallen stock,
and green for Category 3 material such as meat fit for human consumption
but removed from the food chain for commercial reasons. Member States will
be allowed to introduce complementary colour-coding systems for animal by-
products transported only at national level. The rules for the commercial
documentation that must accompany any ABP being transported within the EU
will also be altered slightly to further enhance traceability. In addition,
today's decision will make it compulsory to mark meat-and-bone meal and
animal fat from rendering plants which process Category 1 and 2 animal by-
products. The marking substance glyceroltriheptanoate (GTH) must be used to
do this. Member States can introduce additional national marking
requirements for other animal by-products (such as Category 3 meat / normal
slaughterhouse waste) which will remain within their territories. The
Commission will now formally adopt this Decision, and it will enter into
effect on 1 July 2008.
[19] Enregistrement de quatre dénominations de produits agricoles
La Commission européenne a ajouté quatre dénominations de produits
agricoles et alimentaires à la liste des appellations d'origine protégées
(AOP) et indications géographiques protégées (IGP). Il s'agit des
produits italiens "Castagna Cuneo" (IGP) et "Asparago Bianco di Bassano"
(AOP), du mollusque espagnol "Mejillón de Galicia" ou "Mexillón de
Galicia" (AOP) et, pour la première fois, d'un produits d'un pays tiers:
"Café de Columbia"' (AOP). Les quatre dénominations s'ajoutent à la liste
d'environ 800 produits déjà protégés en vertu de la législation sur
la protection des indications géographiques, des appellations d'origine et
des spécialités traditionnelles. Des renseignements sur les produits de

[20] Euro area labour cost rose by 2.5% - EU27 up by 3.2%
Total hourly labour costs in the euro area (EA13) rose at an annual rate of
2.5% in nominal terms up to the second quarter of 2007, compared with 2.3%
for the previous quarter. In the EU27, the annual rise was 3.2% up to the
second quarter of 2007, compared with 3.6% for the previous quarter. The
two main components of labour costs are wages & salaries and non-wage
costs. In the euro area, wages & salaries grew at an annual rate of 2.5% up
to the second quarter of 2007, and non-wage costs by 1.8%, compared with
2.3% and 1.9% respectively for the first quarter of 2007. In the EU27,
wages & salaries rose by 3.3% and the non-wage component by 2.5%. For the
previous quarter the corresponding rates were 3.8% and 2.7%. A breakdown by
economic activity shows that in the euro area hourly labour costs rose at
an annual rate of 2.7% in industry, 3.2% in construction and 2.2% in
services up to the second quarter of 2007. In the EU27, labour costs grew
by 3.2% in industry and by 3.3% in both construction and services. These
figures come from Eurostat.
[21] Hausse de 0,6% de la production industrielle dans la zone euro
La production industrielle corrigée des variations saisonnières a
augmenté de 0,6% dans la zone euro (ZE13) et de 0,4% dans l'UE27 en
juillet 2007 par rapport à juin 2007. En juin, la production était restée
stable dans la zone euro et avait augmenté de 0,1% dans l'UE27. En juillet
2007, par rapport à juillet 2006, la production industrielle a progressé
de 3,7% dans la zone euro et de 3,5% dans l'UE27. Ces estimations sont
publiées par Eurostat.
