  • [01] L'Europe garantit l'accès au transport aérien des personnes à mobilité réduite

    C'est demain qu'entrent en vigueur certaines des nouvelles règles qui donneront aux personnes handicapées ou âgées un accès au transport aérien comparable à celui dont jouissent les autres voyageurs quand ils prennent l'avion depuis un aéroport de l'Union européenne. La Commission attend de ces mesures une réponse efficace aux besoins d'une partie importante de la population, qui ne cesse d’augmenter avec le vieillissement démographique de l'Europe.

    [02] Commission proposes to remove restrictions on radio spectrum for innovative wireless services

    The European Commission today proposes measures to make it easier and more lucrative for mobile operators in Europe to offer and develop innovative wireless technologies. By opening radio spectrum for advanced mobile data and multimedia services (such as 3G services that allow video streaming and fast downloads on a mobile handset), the Commission proposals, if they become law, will increase the number and choice of wireless services available, and will expand their geographic coverage to the benefit of all European citizens. The new EU measures will also reduce network deployment costs for Europe's wireless communications industry.

    [03] Les sanctions infligées aux Etats membres contrevenant à la réglementation dans le domaine de la pêche ne sont pas suffisamment dissuasives

    La Commission européenne a publié aujourd'hui sa communication annuelle sur les rapports envoyés par les Etats membres concernant les infractions graves aux règles de la politique commune de la pêche (PCP) en 2005. Si le nombre de cas d'infractions décelés a légèrement augmenté entre 2004 et 2005, passant de 9.660 à 10.443, le montant moyen des amendes infligées a diminué de manière significative, passant de €2.272 en 2004 à €1.548 en 2005. La Commission s'inquiète du fait que les informations fournies par les Etats membres demeurent insuffisantes pour garantir la transparence complète de l'application des règles de la PCP. Elle est également préoccupée par le fait que les taux de détection et l'ampleur des sanctions appliquées restent bien trop insuffisants pour dissuader efficacement ceux qui sont décidés à enfreindre les règles. Des débats ont été engagés avec les Etats membres concernant les changements à apporter à la législation communautaire et aux procédures nationales pour améliorer la situation actuelle.

    [04] Commission clears acquisition of Focus by Promontoria

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of FW No.4 Limited (FW4) and thereby the operating companies of the Focus DIY Group (Focus) of the UK by Promontoria Holding IV B.V. (Promontoria) of The Netherlands, controlled by Cerberus Group (Cerberus) of the US. Cerberus is a private equity investment company. Focus and FW4 are DIY and gardening retailers with business activities limited to the UK. The operation was examined under the simplified merger review procedure.

    [05] Commission clears proposed acquisition of Esso Hungary, Czech Republic and Slovakia by Eni

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition by Eni of Italy of Esso Hungaria, Esso Ceska and Esso Slovensko together with certain assets and contracts of ExxonMobil relating to the lubricants business in these countries ("Lubs Assets and Contracts"). The Commission's investigation has found that the proposed transaction would not impede effective competition in the European Economic Area or any substantial part of it.

    [06] La Commission approuve le projet d'acquisition de Solétanche par Vinci Construction

    La Commission européenne a autorisé, en vertu du règlement sur les concentrations de l'UE, l'acquisition du contrôle exclusif de la société Solétanche SA, entreprise française principalement active dans le secteur de la construction, par le groupe français Vinci. Après examen, la Commission est parvenue à la conclusion que l'opération envisagée n'entraverait pas de manière significative l'exercice d'une concurrence effective dans l’Espace économique européen ou dans une partie substantielle de celui-ci.

    [07] Sri Lanka : Commission provides €15 million for conflict victims and refugees in Tamil Nadu

    The European Commission has allocated a €15 million humanitarian package to help conflict-affected people in Sri Lanka and Sri Lankan refugees in Tamil Nadu, India. This new allocation, including a specific €3 million for food aid activities, will cover basic needs such as shelter, water, sanitation, food security and healthcare. Funds are channelled through the European Commission Humanitarian Aid department (ECHO) under the responsibility of Commissioner Louis Michel.

    [08] Préférant ne pas attendre une nouvelle tragédie, la Commission consacre 18 millions € à la préparation aux catastrophes

    Conformément à l'engagement qu'elle a pris de soutenir la réduction des risques de catastrophe, la Commission européenne a débloqué une enveloppe d'aide humanitaire de €18 millions, pour renforcer la capacité de réponse des communautés vulnérables vivant dans les Caraïbes, en Amérique du Sud et en Asie du Sud, afin qu'elles puissent se préparer et se protéger plus efficacement contre les catastrophes naturelles. Ces fonds seront alloués par l'intermédiaire du service d'aide humanitaire de la Commission européenne (ECHO), sous la responsabilité directe du membre de la Commission Louis Michel. Par ces décisions DIPECHO (Disaster Preparedness ECHO), la Commission se montre soucieuse de respecter les engagements qu'elle a pris de renforcer la capacité de réponse des communautés exposées aux catastrophes naturelles, conformément au cadre d'action de Hyogo pour 2005-2015.

    [09] Proceedings of the "Consultation on EU Agri-Food Export Interests" now available on the internet

    The "Consultation on EU Agri-Food Export Interests" was held on 25 June 2007 in Brussels, with the participation of 78 exporters, covering almost all food and agri sectors and from a wide range of Member States. This was put in the context of the Community's negotiations towards Free Trade Agreements (FTAs) with several countries and regions all around the world. After the opening by Commissioner Mariann Fischer Boel, trade exporters presented their positions in respect of the different sectors/products and third markets. This exchange provided a good overview on the current situation and outlined challenges for our export interests. While welcoming this Commission initiative, participants were very keen to express their priorities, but were also interested in listening to the representatives of other sectors. They asked the Commission to maintain a proactive policy in promoting Community export interests, including through tariff reduction, removal of tariff barriers (including SPS) and promotion activities.     [10] L'UE27 a enregistré un déficit des échanges courants de €32,0 milliards

    Selon les dernières révisions, le compte des opérations courantes de l'UE27 avec les pays tiers a enregistré un déficit de €32,0 milliards au premier trimestre 2007, contre un déficit de €36,2 milliards au premier trimestre 2006 et un déficit de €18,1 milliards au quatrième trimestre 2006. Au premier trimestre 2007, par rapport au premier trimestre 2006, un déficit légèrement plus faible a été enregistré pour le compte des biens (€-49,5 milliards contre €-50,6 milliards), alors que l'excédent du compte des services s'est accru (€+15,2 milliards contre €+11,2 milliards). L'excédent du compte des revenus a augmenté (€+17,6 millards contre €+16,7 milliards), de même que le déficit du compte des transferts courants (€-15,3 milliards contre €- 13,5 milliards). Ces données provisoires, publiées par Eurostat.
