MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb04/06/07[01] President Barroso calls for G8 progress on climate change and trade and highlights African developmentEuropean Commission President José Manuel Barroso has called for next week's G8 summit in Heiligendamm to commit to further urgent international action on climate change. He underlined that this commitment needs to extend to fast developing emerging economies, leaders of five of which will attend part of the summit. President Barroso also said it was time for the EU's partners to make the next move towards a successful end to the Doha trade round, responding to positive steps already taken by the Union. He welcomed the focus on development issues on the G8 agenda and called for Europe and the world to keep their promises to Africa.[02] EU-Canada Summit: 4 June 2007The forthcoming EU-Canada Summit will take place on 4 June in Berlin. The President of the European Commission, José Manuel Barroso, and Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will represent the European Commission, German Chancellor Angela Merkel, in her role as President of the Council, will host the Summit, the Secretary General/High Representative Solana will also attend. Canada will be represented by Prime Minister Stephen Harper. The agenda will include EU-Canada economic relations, such as bilateral trade and investment, global issues such as climate change and energy security, and regional issues where the EU and Canada, such as Afghanistan, Kosovo, and Sudan/Darfur. Regulatory co-operation and a future aviation agreement will also be discussed on Monday.[03] European Forum on the Rights of the Child created to look to the futureThe European Commission, today, is launching, in cooperation with the German Presidency of the European Union, a Forum on the Rights of the Child. This Forum, the first of its kind, will involve children and bring together stakeholders to exchange information and practice and take positive action for children and young people. 'Towards and EU strategy on the rights of the child,' adopted by the Commission on 4 July 2006, was the first step in the Commission's work on Children's rights. Today's Forum, in Berlin, is a further step.[04] Emissions trading: Commission adopts decision on Finland's national allocation plan for 2008-2012The European Commission today concluded the assessment of Finland's national plan for allocating carbon dioxide (CO2) emission allowances for the 2008-2012 trading period of the EU Emissions Trading Scheme (EU ETS). The Commission accepted Finland's national plan on condition that certain changes are made, including a reduction in the total number of emission allowances proposed. The cleared annual allocation is 37.6 million tonnes of CO2 allowances, 5.2 % less than Finland had proposed. The Emissions Trading Scheme ensures that greenhouse gas emissions from the energy and industry sectors covered are cut at least cost to the economy, thus helping the EU and its Member States to meet their emission commitments under the Kyoto Protocol.[05] La Commission publie une étude externe portant sur la proportionnalité entre capital et contrôle dans les sociétés européennes cotées en bourseLa Commission européenne a publié une étude externe portant sur la proportionnalité entre propriété et contrôle dans les sociétés européennes cotées en bourse. Toutefois, il semblerait que les investisseurs aient une perception négative des mécanismes qui permettent de tels écarts et qu’ils considèrent qu’une plus grande transparence faciliterait les décisions en matière d’investissement. L’étude a été réalisée par Institutional Shareholder Services Europe (ISS Europe), l’European Corporate Governance Institute (ECGI) et le cabinet juridique Shearman & Sterling.[06] Services Directive: Commission consults service providers on codes of conductThe European Commission is asking professional associations in the EU to provide information on their codes of conduct, either existing or in preparation, and to give their opinions on how best to develop codes of conduct at European level. Encouraging the development of such codes of conduct could contribute to the improvement of quality of service, which is an important aspect of the Services Directive, due to be implemented in Member States by end 2009. The consultation, which is in the form of an online questionnaire, is open until 30 July 2007.[07] "Lighten the load" campaign - tackling musculoskeletal disorders (work- related back pain)Musculoskeletal disorders (MSDs) are the most common work-related health problem in Europe, affecting millions of workers. Across the EU27, 25% of workers complain of backache and 23% report muscular pains. Lighten the load, the European Agency for Safety and Health at Work's 2007 campaign to tackle MSDs in the workplace, supports an integrated management approach with three key elements. First, employers, employees and government need to work together to tackle MSDs. Secondly, any actions should address the ‘whole load on the body’, which covers all the stresses and strains being placed on the body, environmental factors such as cold working conditions, and the load being carried. Thirdly, employers need to manage the retention, rehabilitation and return to work of employees with MSDs.[08] Green Paper on Urban Transport: citizens and stakeholders have high expectations for European urban transport policyThe consultations to prepare a new Green Paper on Urban Transport ended today with a major stakeholder conference in Brussels, "Towards a European policy for urban transport”. The event gathered around 350 participants from all sectors with an interest in urban transport. High level representatives from cities and from the European Institutions presented their expectations of the Green Paper, commented on results of the consultations, and addressed the added value of actions at European level.[09] La Commission propose des contingents tarifaires autonomes pour certains produits de la pêcheLa Commission européenne a présenté aujourd’hui une proposition relative l’ouverture de contingents tarifaires communautaires autonomes pour un certain nombre de produits de la pêche. These figures come from Eurostat.[11] Rédiffusion[12] President Barroso comments on President Bush's climate change initiativeResponding to the announcement by President Bush of a US initiative on Climate Change, European Commission President José Manuel Barroso said on 1 June: "I see President Bush's commitment to ambition for the G8 on climate change and his support for long term goals as a step in the right direction. It is well known that there are major differences between the EU and the US approaches to climate change. I have many times stressed the responsibility of the United States, as a major emitter of greenhouse gases, and the need to step up efforts. I am hopeful that the United States will use the G8 summit next week as an opportunity to make a contribution to the multilateral UN process we already have to face this global challenge.
