To strengthen its actions in favour of children and young people, the Commission adopted a Communication "Towards an EU strategy on the rights of the child" on 4 July 2006 which advocated the setting up of a "European Forum for the Rights of the Child" as an instrument for promoting the effective exchange of information and good practices and establishing a network of stakeholders in this field. Elle doit entrer en vigueur d'ici à la fin de l'année 2007.[04] Commission clears acquisition of UK Electricity generation business by IPR and MitsuiThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Deeside Power Development Company Limited, Rugeley Power Limited, International Power IQ Limited (Indian Queens) and International Power Fuel Company Limited (IPFC), all of the UK, by International Power plc (IPR) of the UK and Mitsui & Co., Ltd. of Japan. IPR is active in electricity generation both in the UK and countries outside the EU. Mitsui trades in various commodity businesses worldwide. Deeside, Rugeley and Indian Queens generate electricity in the UK. IPFC is active in coal and biomass purchasing. The operation was examined under the simplified merger review procedure.[05] ASEM Foreign Ministers meet to further Asia-Europe relationsThe 8th ASEM Foreign Ministers' meeting will be held in Hamburg on 28-29 May 2007. Foreign Ministers or their representatives from 43 Asian and European ASEM countries, as well as the Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner and ASEAN Secretary General Ong Keng Yong as well as the High Representative Javier Solana will attend the meeting which takes place every two years.
