Le commissaire europĂ©en Ă la santĂ©, Markos Kyprianou, a prĂ©sentĂ© aujourd'hui les rĂ©sultats de la consultation au Conseil informel des ministres de la SantĂ©, rĂ©uni Ă Aix-la-Chapelle (Allemagne). Les contributions soulignent la nĂ©cessitĂ© d’une meilleure information des patients, afin de permettre Ă ces derniers de choisir en toute connaissance de cause parmi l’offre de soins de tous les Etats membres, et d'une plus grande clartĂ© des dĂ©marches Ă accomplir. Un fort consensus se dĂ©gage Ă©galement de la consultation, selon lequel la qualitĂ© et la sĂ©curitĂ© des soins de santĂ© devraient ĂŞtre garanties par le pays dans lequel le traitement est prodiguĂ©.[02] Commission postpones introduction of rules on maximum cabin baggage sizeThe European Commission has decided to postpone the implementation of rules on maximum cabin baggage size, as more time is needed to reassess the advantages and disadvantages they entail, notably regarding air security and passengers' comfort.[03] Une Ă©tude concernant les marchĂ©s de l'Ă©lectricitĂ© confirme les rĂ©sultats de l'enquĂŞte sectorielle de la CommissionLa Commission europĂ©enne vient de publier une Ă©tude approfondie rĂ©alisĂ©e par un consultant extĂ©rieur qui constate que les prix des combustibles ont participĂ© Ă l'augmentation des prix de l'Ă©lectricitĂ© dans l'UE depuis 2003, et que les prix de gros de l'Ă©lectricitĂ© sont nettement plus Ă©levĂ©s que ce que l'on pourrait attendre de marchĂ©s parfaitement concurrentiels. The destruction or disruption of such infrastructure could entail the loss of lives, the loss of property, a collapse of public confidence and morale in the EU. If disruption does occur the effects must be controlled and minimised.[06] EU-Russia relations : Council approves conclusion of agreements on visa facilitation and readmission of illegal immigrantsOn 19 April, the Justice and Home Affairs Council approved the conclusion of two agreements on visa facilitation and readmission of illegal immigrants, which should enter into force on 1st June 2007. These agreements had been signed on 25 May 2006 and mark a milestone in the EU's relations with Russia, opening the way for easier travel and people-to- people contact across Europe, while fighting illegal migration.[07] Financial services : Commission consults on facilitating cross-border investment by expert investors (private placement)The European Commission has published a call for evidence regarding the functioning in EU Member States of private placement regimes, under which securities can be sold privately to a limited number of eligible investors. The Commission White Paper on investment funds identified the absence of a common approach to private placement as a possible stumbling block to mutually beneficial transactions between financial professionals. Reactions from all interested stakeholders are invited before 30 June 2007. A first discussion on these issues will be held on the occasion of the UCITS open hearing on 26 April 2007. Responses to this consultation will contribute to the Commission's assessment on the need and potential options for a European private placement regime scheduled for end 2007.[08] Initiative mondiale pour l'efficacitĂ© Ă©nergĂ©tique : Andris Piebalgs Ă la confĂ©rence UE-G8 Ă BerlinM. Andris Piebalgs, membre de la Commission europĂ©enne, reprĂ©sentera la Commission Ă la confĂ©rence UE-G8 sur l'efficacitĂ© Ă©nergĂ©tique qui se tient aujourd'hui Ă Berlin, oĂą il interviendra pour dĂ©crire les stratĂ©gies et les objectifs en matière d'efficacitĂ© Ă©nergĂ©tique Ă l'Ă©chelon de l'UE. L'objectif de la confĂ©rence est de promouvoir le dialogue concernant des solutions fondĂ©es sur le marchĂ© pour agir sur la demande, et de soutenir le processus d'Ă©laboration de politiques visant Ă amĂ©liorer l'efficacitĂ© Ă©nergĂ©tique.[09] Des partenaires europĂ©ens rĂ©unis pour un dĂ©bat animĂ© sur la flexicuritĂ©Aujourd'hui, plus de 400 reprĂ©sentants de travailleurs et d'employeurs, d'ONG et d'instances gouvernementales rencontreront la Commission europĂ©enne pour dĂ©battre de la politique dite de flexicuritĂ©. La flexicuritĂ© allie des politiques actives du marchĂ© du travail, des conditions contractuelles souples, des structures d'Ă©ducation et de formation tout au long de la vie et des systèmes modernes de protection sociale. C'est une approche qui permet de faire face aux enjeux de la mondialisation et du vieillissement dĂ©mographique en mettant Ă la disposition des travailleurs et des employeurs de meilleurs instruments pour gĂ©rer le changement. Les conclusions de ce dĂ©bat d'aujourd'hui alimenteront la rĂ©flexion de la Commission en vue de l'Ă©laboration d'une communication politique sur la flexicuritĂ© pour la fin du mois de juin.[10] Danuta HĂĽbner in Castilla-La Mancha (Spain) : Knowledge Society and Sustainable Development for an increased convergence with EuropeEuropean Regional policy Commissioner Danuta HĂĽbner is visiting the Spanish central region of Castilla-La Mancha. She met M. JosĂ© MarĂa Barreda, the President of the Regional Government (Junta de Comunidades), and the regional media. The Commissioner meets today the social partners and visits two projects co-funded by the European Regional Development Fund (ERDF) : the former convent "Madre de Dios" in the regional capital of Toledo, which has been refurbished to host the Faculty of Law and Social Sciences of the Regional University, and research projects that are being implemented in the European Business and Innovation Centre of Talavera de la Reina.[11] Joe Borg visits MoroccoJoe Borg, European Commissioner for Fisheries and Maritime Affairs, arrives in Morocco tonight for a three-day visit, during which he will meet with Prime Minister Jettou, Fisheries Minister Laenser and other political leaders, fisheries managers and stakeholders, and tour a number of maritime and fisheries facilities. This is the first time that Mr Borg has visited Morocco since taking up his post as Fisheries Commissioner. A new 4-year Fisheries Partnership Agreement (FPA) between the European Union and Morocco came into force last March (MEX/07/0306 and MEMO/07/93). Commissioner Borg will discuss with his Moroccan partners how closer cooperation between the EU and Morocco can help strengthen sustainable fisheries, not only under the FPA but also in regional fisheries organisations and other international fora. Mr Borg will also inform and update them of the move towards a maritime policy for the EU and of the state of the consultation process on this policy in which he will invite Morocco to take part.[12] Bio4EU : a comprehensive study on the status of biotechnology applications in EuropeToday will see the discussion at a Symposium in Brussels of a recent report by the European Commission's in-house scientific service, DG Joint Research Centre, which maps the applications of biotechnology in Europe and their contribution to achieving economic growth, environmental protection and the advancement of public health. Reflecting some of the major goals of the European Union, the study also touches on areas where biotechnological applications have raised great interest for European citizens, such as new medical treatments.[13] Commission approves proposed creation of an aluminium extrusion joint venture by Alcoa and OrklaThe European Commission has cleared under the EU Merger Regulation the proposed creation of a joint venture by Alcoa and Orkla's subsidiary Sapa in the field of aluminium soft alloy extrusions.
