[01] Commission proposes stronger partnership to improve access to foreign
markets for EU business
Embargo 13h00 The European Commission has adopted the Communication 'Global
Europe: A Stronger Partnership to deliver Market Access for European
Exporters'. This strategy for breaking down trade barriers abroad and
creating new export opportunities is part of the Commission's new Global
Europe trade policy framework. The centre-piece of this new approach is a
new decentralised partnership between the Commission, Member States and
business on the ground in third countries where local expertise makes trade
barriers easier to identify and tackle.
[02] Commission fines members of beer cartel in The Netherlands over €273
million
The European Commission has fined the Dutch brewers Heineken, Grolsch and
Bavaria a total of €273,783,000 for operating a cartel on the beer market
in The Netherlands, in clear violation of EC Treaty rules that outlaw
restrictive business practices (Article 81). The Commission's decision
names the Heineken group, Grolsch and Bavaria, together with the InBev
group which also participated in the cartel. Beer consumption is around 80
litres per capita in The Netherlands. Between at least 1996 and 1999, the
four brewers held numerous unofficial meetings, during which they
coordinated prices and price increases of beer in The Netherlands. InBev
received no fines as they provided decisive information about the cartel
under the Commission's leniency programme.

En adoptant un Livre vert sur le sujet, la Commission européenne lance
aujourd'hui une consultation publique ouverte sur le règlement (CE) n°
1049/2001 relatif à l'accès du public aux documents du Parlement européen,
du Conseil et de la Commission.

[04] Bibliothèque numérique européenne : les experts se penchent sur le
droit d'auteur
Le groupe d'experts de haut niveau sur les bibliothèques numériques de
l'UE, auquel participent notamment des responsables de la British Library,
de la Deutsche Nationalbibliothek, de la Fédération des éditeurs
européens et de Google, présentera cet après-midi à la Commission
européenne un rapport consultatif sur la problématique du droit d'auteur.
Le groupe examinera également aujourd'hui les moyens d'assurer un accès
plus ouvert à la recherche scientifique et d'améliorer la coopération
entre le secteur public et le secteur privé. Les travaux du groupe de haut
niveau s'inscrivent dans le cadre des efforts déployés par la Commission
européenne pour mettre en ligne l'abondant patrimoine culturel et
scientifique de l'Europe. Dans cette optique, le groupe fournit des avis Ã
la Commission dans le domaine de la numérisation, de l'accessibilité en
ligne et de la conservation numérique du matériel culturel.
[05] Inventors of the year awards 2007 : biodegradable plastics, airbags
and medicinal breakthroughs
(! embargo 19h00 CET !) The inventors of eco-friendly biodegradable
plastics, the airbag's sensor technology, anti-Aids drugs and treatments
for autoimmune disorders are the winners of the European Inventor of the
Year 2007 awards. The Bosch Process, for instance, paved the way for the
life-saving airbag, while Crixivan, a protease inhibitor, has
revolutionised HIV treatment. Catia Bastioli became the first female award-
winner for inventing biodegradable plastics obtained from starch, a
renewable raw material. The award in the Lifetime Achievement category went
to Professor Marc Feldmann, who identified the role of cytokines in the
treatment of autoimmune disorders. Günter Verheugen, Vice-President of the
Commission, and Alain Pompidou, President of the European Patent Office,
paid tribute to the winners in the presence of 600 guests during a
ceremonial gala held this evening at Munich's International Congress
Centre.
[06] Higher education : first-ever conference for Tempus students
On 19-21 April 2007, around 150 students will participate in the first-ever
Tempus Student Conference. The majority of the participants will be coming
from Tempus partner countries and from a variety of regions and
universities. They have a wide range in their fields of studies, their
experience with the Tempus programme and local student activities. The
conference will focus on the dissemination of good practices, the
involvement of students in higher education reforms and the students' input
towards the new Tempus IV programme. Tempus is an EU funding programme to
support the modernisation of higher education in Eastern Europe, Central
Asia, the Western Balkans and the Mediterranean region. More information

[07] Février 2007 comparé à janvier 2007 : la production dans le secteur
de la construction en hausse de 0,9% dans la zone euro ; hausse de 0,6%
dans l'UE27
Dans le secteur de la construction, la production corrigée des variations
saisonnières a progressé de 0,9% dans la zone euro (ZE13) et de 0,6% dans
l'UE27 en février 2007 par rapport au mois précédent. En janvier, la
production avait augmenté de 0,3% dans la zone euro et de 0,6% dans
l'UE27. Par rapport à février 2006, la production a enregistré en
février 2007 une hausse de 10,4% dans la zone euro et de 9,2% dans l'UE27,
après des hausses de 9,1% dans la zone euro et de 9,2% dans l'UE27 en
janvier. Ces premières estimations sont diffusées par Eurostat.
