  • [01] La Commission lance un débat public sur la meilleure manière de promouvoir les espaces non-fumeurs

    La Commission européenne a adopté aujourd’hui un Livre vert intitulé "Vers une Europe sans fumée de tabac: les options stratégiques au niveau de l'Union européenne", afin de lancer une vaste consultation publique sur la meilleure manière de promouvoir les espaces non-fumeurs dans l'Union européenne. Le Livre vert examine les incidences sur la santé et la charge économique liées au tabagisme passif, l'adhésion du public aux interdictions de fumer, et les mesures prises jusqu'ici aux niveaux national et communautaire. Il vise à recueillir les avis des parties prenantes sur la portée des mesures de lutte contre le tabagisme passif. Il analyse les avantages et les inconvénients de mesures de différentes portées, notamment une interdiction totale de fumer dans tous les lieux publics fermés et plusieurs types de dérogations (pour les restaurants et les bars, par exemple). La Commission estime que la politique ayant la portée la plus large serait la plus bénéfique pour la santé publique. Enfin, la Commission invite les répondants à se prononcer sur l'option stratégique la plus appropriée pour favoriser le développement des espaces non-fumeurs : maintien du statu quo, mesures volontaires, coordination et échange de bonnes pratiques entre les Etats membres, recommandation de la Commission ou du Conseil, ou législation contraignante au niveau de l'UE. Les autres institutions de l’UE, les Etats membres et la société civile sont invités à soumettre leurs observations sur le Livre vert, jusqu'au 1er mai 2007. La Commission analysera alors les réponses et établira un rapport reprenant les principales conclusions de la consultation, avant d'envisager de nouvelles actions.

    [02] Commissioner Kovács welcomes Court ruling on pension taxation

    László Kovács, European Commissioner responsible for Taxation and Customs Union, welcomes today's ruling on a case concerning pension taxation. "I am very happy about today's Court ruling on pension taxation. The Court clearly rules against national tax rules not allowing tax deductibility of pension contributions paid to foreign funds, while they allow such tax deductibility for contributions paid to national funds. It is the culmination of almost six years of work by the Commission to create a single market for occupational pensions without tax obstacles. The Commission started this process with the Pension Taxation Communication of April 2001 (IP/01/575), and opened nine infringement cases. Since then, seven Member States already took the Commission's position into account and modified their legislation accordingly. I am happy that the Court confirmed the Commission's position today. I hope that the remaining Member States will take the ruling into account and also modify their legislation."

    [03] Blackout of November 2006 : important lessons to be drawn

    The final report on the incident of 4 November 2006, released today by the Union for the Coordination of Transmission of Electricity (UCTE), demonstrate that common action at European level is urgent. European Energy Commissioner Andris Piebalgs stated: "Europe should draw lessons from this Blackout that left millions of Europeans in various Member States without electricity and develop stronger network security standards".

    [04] La Commission autorise le projet d'acquisition de PLI par Philips

    La Commission européenne a donné son aval, en vertu du règlement communautaire sur les concentrations, au projet d'acquisition de Partners in Lighting (PLI), groupe belge producteur de luminaires, par Philips, fabricant néerlandais de produits électriques. La Commission a conclu que l'opération n'entraverait pas significativement l'exercice d'une concurrence effective dans l'Espace économique européen ou une partie substantielle de celui-ci.

    [05] Commission clears proposed acquisition of Corus by Companhia Siderurgica Nacional

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Corus Group plc (Corus), a manufacturer of carbon steel and aluminium products based in Europe by the Brazilian Companhia Siderurgica Nacional (CSN). The Commission's investigation has found that the proposed transaction would not impede effective competition in the European Economic Area or any substantial part of it, as the parties' activities only overlap to a limited extent.

    [06] Danuta Hübner attends the Microsoft Government Leaders Forum in Edinburgh

    European Regional policy Commissioner, Danuta Hübner, addresses today the Microsoft Government Leaders Forum held in the Parliament in Edinburgh, Scotland. The Forum on "Engaging Citizens to Meet 21st Century Challenges – Mapping the Way Ahead" will analyse how central, local and regional governments are dealing with the challenges related to making the most of Europe's greatest resource: its citizens. The forum will also focus on the role that information and communication technologies (ICTs) play in regional innovation and development.

    [07] Le groupe interinstitutionnel de surveillance propose des améliorations dans l'élaboration de la règlementation sur les services financiers

    Le groupe interinstitutionnel de surveillance (GIS) a publié son second rapport intermédiaire sur le processus "Lamfalussy", une approche réglementaire à quatre niveaux pour l'élaboration de la réglementation sur les services financiers, qui vise à donner à l'UE les moyens de réagir rapidement et avec souplesse face à l'évolution des marchés financiers, afin de parvenir à une plus grande intégration des marchés et à une meilleure compétitivité. Sur la base de l'analyse de son premier rapport intermédiaire et des éléments fournis par les parties prenantes, le second rapport intermédiaire du groupe formule quelques recommandations préliminaires pour améliorer encore ce processus, qui s'avère globalement être une réussite. Le second rapport intermédiaire est ouvert à la consultation publique jusqu'au 26 mars 2007.
