MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb26/01/07[01] Renforcer la sécurité maritime en EuropeLes accidents maritimes survenus récemment au sud de l'Angleterre et en Italie illustrent qu'il est nécessaire de progresser rapidement sur les propositions faites par la Commission européenne pour renforcer la sécurité maritime dans les eaux européennes. La Commission avait proposé dès novembre 2005, sur l'initiative du vice-Président Jacques Barrot, un nouveau paquet de mesures législatives en matière de sécurité maritime visant à la fois à améliorer le volet prévention des accidents et à mieux traiter les conséquences d'un accident maritime.[02] EU-Afghanistan Troika : Benita Ferrero-Waldner to present package worth over €600 millionThe European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will attend the EU-Afghanistan Ministerial Troika meeting in Berlin on 29th January. The agenda includes implementation of the Afghanistan Compact, the EU contribution to improving law and order in the country, counter-narcotics, and regional developments including Afghan-Pakistan relations. The Commissioner will take the opportunity to present her plans for the next four years, with proposals for a package worth €600 million for Afghanistan for 2007-2010, with a focus on three key priority areas : reform of the justice sector; rural development including alternatives to poppy production; and health. The Commission remains one of the top donors in Afghanistan and one of the very few giving a multi-year commitment.[03] Avian Influenza : Hungarian measures endorsedA European Commission proposal to approve the protection, surveillance and buffer zones set up the Hungarian authorities in response to the recent outbreak of highly pathogenic avian influenza, and to add them to the Annex of Decision 2006/415/EC Decision 2006/415/EC (concerning certain protection measures in relation to highly pathogenic avian influenza of the subtype H5N1 in poultry in the Community) was endorsed by Member States today. At the Standing Committee on the Food Chain and Animal Health, the Hungarian delegation updated delegations on the confirmed outbreak of the disease in the south east of the country earlier this week. The birds on the infected farm were culled immediately upon detection of the virus and there are no poultry at all within a 1 km radius of the outbreak point. Movement restrictions have been implemented in the protection and surveillance zones and biosecurity measures have been stepped up. All tests carried out by the Hungarian authorities so far indicate that the highly pathogenic H5N1 virus was responsible for the outbreak. The origin of the virus is still being investigated, with wild birds being considered as a strong possibility. Further analysis of samples from the infected geese is currently being carried out by the Community Reference Laboratory for Avian Influenza, which is expected to confirm the sub-type in the coming days. During today's meeting, the Commission reminded Member States of the importance of maintaining the heightened surveillance and biosecurity measures that they have in place, in order to reduce the risk of avian influenza to the greatest degree possible.For more information, see: <a href="http://ec.europa.eu/dgs/health_consumer/dyna/influenza/index.cfm">http://ec.europa.eu/dgs/health_consumer/dyna/influenza/index.cfm [04] Commission : Kobe agreement by regional fisheries organisations will step up protection for world tuna stocksThe European Commission has welcomed the measures agreed this morning, at a meeting in Kobe of the five world tuna fisheries management organisations, to step up the fight against illegal fishing activities, responsible for overfishing of tuna throughout the world. The Commission, which negotiates on behalf of the Union, will continue its work to encourage the regional fisheries management organisations (RFMOs) concerned to speedily implement these measures. The agreement includes the establishment of a global list of tuna vessels currently registered on the respective lists of the five organisations concerned along with a global black list of the vessels registered as engaging in illegal fishing activities, the setting up of a system to monitor catches from the vessels to the markets and a tightening of the measures regulating the transhipment of tuna at sea. The presentation of scientific advice will be standardised throughout the tuna RFMOs on the line recently agreed by the International Commission for the Conservation of Atlantic Tunas (ICCAT). The RFMOs will undertake a performance review within the next 12-18 months by RFMO members and external experts. Another joint meeting of the tuna RFMOs will be held in January 2009 in Spain. In identifying the priorities, the Commission stressed the need to develop measures to combat illegal, unreported and unregulated (IUU) activities.
