    [01] Commission presents its recommendation on the continuation of Turkey’s accession negotiations

    Following the announcement by the Finnish Presidency that diplomatic efforts to ensure that Turkey meets its obligations under the Ankara Protocol have not bear fruit, the European Commission has decided to put forward its recommendation on the continuation of Turkey's accession negotiations.

    [02] La Commission inflige aux producteurs/négociants en caoutchouc synthétique des amendes d'un montant de €519 millions pour avoir participé une entente portant sur la fixation des prix

    La Commission européenne a infligé des amendes pour un montant total de €519 millions cinq groupes d'entreprises pour leur participation une entente visant fixer les prix et répartir les clients pour certains types de caoutchouc synthétique (le caoutchouc butadiène - BR et le caoutchouc styrène-butadiène fabriqué par polymérisation en émulsion – ESBR) en violation de l'interdiction de ce type de pratiques prévue par le traité CE (article 81). Des sociétés appartenant aux groupes Eni, Bayer, Shell, Dow, Unipetrol et Trade-Stomil ont constitué une entente de 1996 2002 au moins. Les caoutchoucs synthétiques BR et ESBR sont largement utilisés dans la production de pneumatiques et d'autres biens de consommation. Les amendes infligées ENI, Shell et Bayer ont été majorées, car ces sociétés avaient déj été condamnées pour avoir participé des ententes (bien que Bayer soit exemptée d'amende, ayant bénéficié d'une immunité pleine et entière pour avoir été la première dévoiler l'existence de cette entente la Commission). Globalement, l'amende est la deuxième par ordre d'importance jamais infligée par la Commission dans une affaire d'entente. Elle porte €1, 843 milliards le montant total des amendes infligées cette année dans des affaires portant sur des ententes - un nouveau record annuel pour la Commission.

    [03] Strengthening the comprehensive European migration policy and providing new impetus

    The European Commission today presents two Communications on migration. The first one reinforces the framework for developing a comprehensive European migration policy and the second covers maritime borders management.

    [04] Simplification et meilleur contrôle public : l'UE adopte ses nouvelles règles financières

    Un accord définitif a été dégagé pour réformer la gestion du budget de l'Union européenne et pour simplifier l'accès aux financements de l'UE. Ces nouvelles règles, qui reposent sur une proposition de la Commission européenne, ont été adoptées par le Parlement européen et les Etats membres. Elles contribueront dynamiser la mise en œuvre des programmes de l'UE relevant du cadre financier 2007-2013.

    [05] EU Health Programme : Markos Kyprianou welcomes Council political agreement

    Today in Brussels the Health Ministers Council reached a political agreement on the EU Health Programme 2007-2013. A formal common position will have to be adopted by the Council in early 2007, and the programme will have to go through the European Parliament in second reading. The programme sets the framework for the Commission's funding of projects relating to health between 2007-13 and will be part of a broader EU health strategy to be put forward by the Commission next year. The proposed budget is €365.6 million. The programme's objectives are: improving citizens' health security; promoting health ; generating and disseminating health information and knowledge.

    [06] Commission clears acquisition of by Swiss Steel by S+B

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Swiss Steel AG of Switzerland by Schmolz + Bickenbach KG (S+B) of Germany. S+B produces and distributes specialty steel products. Swiss Steel produces carbon steel and specialty steel products. The operation was examined under the simplified merger review procedure.

    [07] Commission completes €1 billion pledge to Afghanistan

    In 2002 the European Commission pledged €1 billion over five years to support the reconstruction and development process in Afghanistan. Today the final commitments to realize this pledge have been approved. Decisions today cover support to provincial governance, to improve service delivery to the local population (€10.6 million), to be implemented in the framework of Provincial Reconstruction Teams ; and support for the Afghanistan Variety and Seed Industry Development Project (€10 million). With these two decisions the commitment of the €1 billion is complete. Around 80% of the money committed is already disbursed, making Afghanistan first class example of efficient and rapid action by the European Commission.

    [08] The EU and the countries of the Black Sea and Caspian Sea regions agree on a common energy strategy

    The Energy Ministerial Conference of the "Baku Initiative" that brings together the EU countries and the governments of the Caspian and Black Sea regions was held today in Astana, Kazakhstan. The Ministerial Conference agreed on a new Energy Road Map which sets out a long-term plan for enhanced energy cooperation between all partners. Its implementation will pave the way for a comprehensive legal and regulatory framework governing an integrated EU-Black Sea-Caspian Sea common energy market based on the EU acquis.

    [09] Commission proposes renewing support scheme to fisheries sector in outermost regions

    The European Commission has proposed to renew the compensation scheme for additional costs incurred in marketing certain fishery products from the EU outermost regions for the period 2007-2013. This proposal differs in a number of ways from the current compensation scheme which expires at the end of 2006. It has been guided by the conclusions of a Commission report on the application of the current scheme. This report concludes that while the previous scheme had a positive impact on the competitiveness of the sector, there was scope to make the new scheme more efficient and more targeted. The new compensation scheme will provide the same level of funding as its predecessor, namely €15 million a year. The regions concerned, which remain the same as under the current scheme, are the Azores, Madeira, the Canary Islands, and the French departments of Guiana and Réunion.

    [10] Mariann Fischer Boel in Egypt to take stock of EU-Mediterranean farm trade negotiations

    The European Commissioner for Agriculture and Rural Development, Mariann Fischer Boel, will participate in the 6th Meeting of the Ministers of Agriculture of the member countries of the International Centre for Advanced Mediterranean Agronomic Studies that will take place on the 2nd December in Cairo. The Commissioner will deliver a speech on the development of trade in agriculture between the countries in the Barcelona process which fall under the European Neighbourhood Policy (Algeria, Egypt, Israel Jordan, Lebanon, Morocco, Palestinian Authority, Syria, Tunisia), the reform process of the Common Agricultural Policy, rural development issues and the state of the Rabat Roadmap negotiations (liberalisation of trade in agriculture, processed agriculture products and fisheries between the EU and the southern Mediterranean countries). At the same time, she intends to have several bilateral meetings with the participating Ministers from the region, notably the Egyptian Minister of Agriculture and Land Reclamation Mr Amin Abaza and Minister of Trade and Industry Mr Rachid Mohammed Rachid. She will also meet the agro-food industry in order to exchange views on the sector.

    [11] November 2006 : Business Climate Indicator for the euro area reaches an all-time high

    After levelling off in October, the Business Climate Indicator (BCI) for the euro area picked up again in November, to record its highest ever level. This suggests that industrial production growth will remain strong in the fourth quarter of 2006. The increase of the BCI results from increases in industry managers' assessments of the production trend observed in recent months and in their production expectations for the months ahead as well as improvements in their appraisal of total order books. Managers' views on export order books and on stocks of finished products remained unchanged.

    [12] November 2006 : economic sentiment strengthens further in the EU and remains stable in the euro area

    The Economic Sentiment Indicator in the EU continued to rise in November, reaching its highest level since the beginning of 2001, while it remained broadly stable in the euro area. The indicator rose by 1.6 points in the EU and by 0.1 point in the euro area, to 113.1 and 110.3 respectively. In both areas, sentiment has been on an upward trend since mid-2005.

    [13] Premières estimations pour le troisième trimestre 2006 : le PIB de la zone euro en hausse de 0,5% et celui de l'UE25 de 0,6% ; +2,7% et +2,9% respectivement par rapport au troisième trimestre 2005

    Au cours du troisième trimestre 2006, le PIB de la zone euro a augmenté de 0,5% et celui de l'UE25 de 0,6% par rapport au trimestre précédent, selon les premières estimations publiées par Eurostat. Au cours du deuxième trimestre 2006, les taux de croissance avaient été de +1,0% tant dans la zone euro que dans l'UE25. En comparaison avec le troisième trimestre 2005, le PIB corrigé des variations saisonnières de la zone euro a enregistré une croissance de 2,7% et celui de l'UE25 de 2,9%, contre respectivement +2,8% et +3,0% au trimestre précédent.

    [14] Flash estimate - November 2006 : Euro area inflation estimated at 1.8%

    Euro area annual inflation is expected to be 1.8% in November 2006 according to a flash estimate issued by Eurostat. It was 1.6% in October. Euro area inflation is measured by the Monetary Union Index of Consumer Prices (MUICP). To compute the MUICP flash estimates, Eurostat uses early price information relating to the reference month from Member States for which data are available as well as early information about energy prices. The flash estimation procedure for the MUICP combines historical information with partial information on price developments in the most recent months to give a total index for the euro area. No detailed breakdown is available. Experience has shown the procedure to be reliable (15 times exactly anticipating the inflation rate, 8 times differing by 0.1 and once differing by 0.2, in January 2005, over the last two years).     [15] Jacques Barrot récompense les lauréats de la sécurité routière

    Le 29 novembre 2006, Jacques Barrot, vice-président de la Commission européenne, en charge des transports a remis les Prix d'Excellence dans le cadre de la Charte européenne de la sécurité routière. Ces prix récompensent les six organisations ayant présenté, chacune dans sa catégorie, les meilleurs engagements contribuant l'objectif global : sauver 25.000 vies par an d'ici 2010. Les vainqueurs ont été choisis, après une évaluation indépendante effectuée par les services de la Commission, parmi plus de 500 signataires de la Charte.

    [16] Vladimir pidla attends avant-première of mobility film "Quand le travail voyage"

    Under the banner of the European Year for Workers' Mobility (EYWM), Vladimír pidla, European Commissioner for Employment, Social Affairs and Equal Opportunities will attend the avant-première of the film "Quand le travail Voyage" in Paris Cité Internationale today. The 52-minute documentary has been co-produced by the Commission, a Paris-based production company (Ex Nilho) and the broadcaster ARTE television. It is one of the 31 projects which benefited from co-financing as part of the EYWM. Commissioner pidla said: "One of the main aims of the European Year was to raise awareness. The film will look at six workers who took on the challenge of mobility in different ways, providing an opportunity for a rich and lively debate." The screening of the film will be followed by a debate where guests and residents of the Cité – mostly young people and students – will have the chance to discuss and debate issues linked to mobility. 350-400 participants are expected to attend.
