MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb21/11/06[01] Réforme du sucre : Mariann Fischer Boel appelle à de nouveaux efforts en faveur de la restructuration du secteur communautaire du sucreMme Mariann Fischer Boel, membre de la Commission européenne chargé de l'agriculture et du développement rural, a demandé lundi aux ministres de l'agriculture et au secteur du sucre que de nouveaux efforts soient déployés pour que le processus de restructuration de ce secteur aboutisse. Un élément fondamental de la réforme du secteur communautaire du sucre entrée en vigueur le 1er juillet 2006 a été l'établissement d'un fonds de restructuration financé par les producteurs de sucre et destiné à contribuer au processus de restructuration nécessaire pour renforcer la compétitivité du secteur. L'objectif est de supprimer quelque 6 millions de tonnes de quota afin de garantir l'équilibre du marché après une période de transition de quatre ans. Au cours de la première année d'application, près de 1,5 million de tonnes de quota ont été libérées dans le cadre du régime de restructuration. La date limite de dépôt des demandes pour 2007/2008 est le 31 janvier 2007, mais, étant donné que les consultations avec les parties intéressées pourraient durer jusqu'à 45 jours, les intentions en matière de restructuration doivent être annoncées d'ici début décembre. Malheureusement, les intentions déclarées de renonciation aux quotas pour 2007/2008 ne représentent pour le moment que 0,7 million de tonnes, ce qui est bien inférieur au volume nécessaire pour équilibrer le marché.[02] EU-Belarus : new message to the people of BelarusToday, European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner is launching a document setting out what the EU could bring to Belarus, were Belarus to engage in democratisation and respect for human rights and rule of law. The document is being transmitted to the Belarus authorities today both in Minsk and Brussels. It contains concrete examples of how the people of Belarus could gain from a rapprochement between the EU and Belarus within the framework of the European Neighbourhood Policy (ENP). Due to the current political conditions, it has so far not been possible for the EU to offer to Belarus the full advantages of the ENP, which are already enjoyed by other countries in the region including Ukraine and Moldova. The paper makes clear that "the people of Belarus are the first victims of the isolation imposed by the country's authorities, and will be the first to reap the benefits on offer to a democratic Belarus".[03] ENP at work : Ukraine and Moldova to strengthen border cooperationToday Ukraine and Moldova will sign in the presence of the European Commissioner for External Relations and European Neighbourhood Policy agreements which commit the two sides to step up their exchange of information on movement of goods and people across their shared border. This will improve controls on the Transnistrian section of border which cannot be adequately controlled on the Moldovan side at present. The agreements set up an automated system for exchanging pre-arrival information on cargo crossing their shared border, and for the exchange of information among border and customs services of the two countries. The agreements are the result of discussions in trilateral format with the EU, and the countries' cooperation with the EU Border Assistance Mission (EUBAM).[04] Commission clears joint venture between NLMK and DufercoThe European Commission has granted clearance under the EU Merger Regulation to a joint venture between OJSC Novolipetsk Steel (NLMK) of Russia and Duferco Participations Holding Ltd (Duferco) of Guernsey, the Channel Islands. NLMK and Duferco will acquire joint control of various companies (the JV Companies) currently under the sole control of Duferco and its affiliates. NLMK produces and sells carbon steel semi-finished and finished flat products and electrical steel products. Duferco produces and sells carbon steel semi-finished and finished flat and long products, and buys and resells electrical steel, stainless steel and high-alloy steel. The JV Companies are active in the production and processing of carbon steel semi-finished and finished flat and long products. The operation was examined under the simplified merger review procedure.[05] Stronger together in ICT : Europe to pool private, national and EU research efforts in order to become more competitiveFor the first time ever, the European Union is changing the method of financing key technological research by launching Joint Technology Initiatives (JTIs). The idea for JTIs came from the European Commission and was supported by EU Heads of State and Government at their recent informal summit in Lahti (Finland). JTIs will pool the resources of private industry, EU and national programmes to pursue ambitious common research objectives. The first JTI to be launched in early 2007 will be ARTEMIS. The ARTEMIS JTI will steer Europe's research in embedded computing systems, which are increasingly essential for many key industrial sectors. This initiative will act as a beacon for further such initiatives to follow. Industrial leaders and national and EU research experts are meeting today in Helsinki to further discuss this new method of European research funding.[06] Recherche : €9 milliards pour les technologies de l'information et des communicationsL'UE prévoit d'investir plus de €9 milliards pour la recherche dans le domaine des technologies de l'information et des communications (TIC). The Commissionner welcomed this initiative taken by the Finnish Presidency.[08] Crime prevention : Commission organises a high level conference on identity theft and payment fraudOn 22 and 23 November 2006, the European Commission organises in Brussels the Conference "Maintaining the integrity of identities and payments: Two challenges for fraud prevention".
