MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb16/11/06[01] Services financiers : la Commission expose sa vision pour la modernisation du marché des fonds d'investissement de l'UELa Commission européenne a exposé sa vision pour la modernisation du cadre communautaire pour les fonds d'investissement. Ces fonds, qui représentent aujourd'hui plus de €5.500 milliards d'actifs, offrent aux consommateurs un accès abordable des investissements gérés par des professionnels. Les améliorations, qui sont présentées dans un Livre blanc, vont simplifier la directive actuelle sur les fonds d'investissement pour assurer aux investisseurs des informations utiles quant aux coûts et aux performances lors du choix de fonds, et permettre plus facilement aux professionnels du secteur de réduire leurs coûts et de tirer profit de leur spécialisation dans tout le marché unique. A la suite d'études supplémentaires sur le rapport coût/efficacité et sur la protection des investisseurs, la Commission prévoit de proposer ces changements l'automne 2007 sous la forme de modifications de la directive actuelle. Dans l'intervalle, la Commission examinera l'opportunité d’apporter des modifications similaires en ce qui concerne d'autres types de fonds, en particulier les fonds de placement immobilier, qui ne sont pas couverts par la réglementation communautaire actuelle.[02] 5,000 sites now registered under the European Union Environmental Management Audit SchemeThe hydro power plant in Terni, Italy, is the 5,000th site to be registered under the European Union's Environmental Management Audit Scheme (EMAS). EMAS is a scheme which helps companies and other organisations to evaluate, report and improve their environmental performance. The Terni plant is the 28th site to be registered by Italian energy firm Endessa Italia Spa which joins the growing number of organisations who are voluntarily committing to improving their environmental performance. EMAS registrations have increased at an average annual rate of 10% since December 2003. Many are coming from the industrial sector but a sizeable share also originating from the service sector, including leading European corporations and public authorities. On 13 November, EMAS-registered organisations with the best environmental communication campaign were rewarded by the Commission at an awards ceremony in Athens.[03] Better emission control of heavy duty vehicles : new global electronic On-Board Diagnostic systemsTo better measure the emissions of heavy duty vehicles such as trucks and buses a new worldwide On-Board Diagnostic System was approved yesterday in the UN/ECE organisation that deals with harmonising standards on a global scale. On-board diagnostics (OBD) are electronic systems which monitor the emissions performance of vehicles, including special warning signals. These systems are required by regulators around the world to ensure that vehicles continue to have good in-use emissions performance and to alert the driver to any malfunction. A new Global Technical Regulation (GTR) sets out On- Board Diagnostic performance requirements to which engine manufacturers must comply when developing new engines.[04] La Commission autorise l'acquisition de Gerflor par AXALa Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l'entreprise française Gerflor SAS (Gerflor) par AXA LBO III (AXA) également de France. They included 22 regions in the United Kingdom, seven in Italy, five in Austria, four in the Netherlands, both regions in Ireland, one region each in Belgium and the Czech Republic, as well as Luxembourg. At the other extreme, 23 regions had a rate of 18.0% or higher, i.e. double that of the EU25: eight regions each in Poland and Germany, four in France (all of the Overseas Departments), two in Slovakia and one in Spain. The data on regional unemployment, compiled on the basis of the EU Labour Force Survey, are taken from a report published by Eurostat. "Europe's farmers need to be innovative if they are to remain at the cutting edge," said Commissioner Fischer Boel. "I have been tremendously impressed by the quality of projects I have seen in the context of this award. It gives me real confidence in the future of European agriculture. Our young farmers are our future and I look to them for ideas on how to move the Common Agricultural Policy forward in the years to come. Their input will be crucial as the Commission prepares its 'Health Check' of the CAP in 2008 and the Mid-Term Review of the Financial Perspectives." The prize will be handed over in connection with a conference "Innovation as a Tool to Increase Competitiveness in the EU's Agricultural Sector", which has been organised by the European Council of Young Farmers (CEJA) and Groene Kring in Bruges and is co-financed by the European Commission. The winning project has been picked by a jury that consisted of representatives from agricultural, environmental and consumer interests. The selection of the best project was based on a range of criteria such as sustainability, environmental protection, impact on the local community, economic performance and market orientation. After the announcement, Ms Fischer Boel will deliver a keynote speech on innovation in the agriculture sector and participate in a press conference.
