MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb07/11/06[01] President Barroso and the President of Azerbaijan sign a Memorandum of Understanding on energy partnershipThe President of the European Commission José Manuel Barroso and the President of Azerbaijan, Mr Ilham Aliyev, met today in Brussels and signed a memorandum of Understanding (MoU) aimed at the establishment of an energy partnership between the EU and the Republic of Azerbaijan, included since 2004 into the European Neighbourhood Policy (ENP). The implementation of the memorandum will allow achieving a better integration of Azerbaijan into European energy markets, strengthening EU energy security – thanks to supplies from the Caspian basin – and developing a more efficient energy demand management in Azerbaijan.[02] "Je ferais mieux de l'éteindre !" Dans certains cas, le prix d'un tel appel peut même dépasser €12.[03] Commission clears acquisition of CCS by FleetCorThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of CCS Česk společnost pro platební karty a.s. (CCS) of the Czech Republic by FleetCor Technologies Inc. (FleetCor) of the US. FleetCor provides fuel payment management services in North America and, through its subsidiary CH Jones Holding Ltd, in the UK. CCS provides fuel payment management services in the Czech Republic and Slovakia. The operation was examined under the simplified merger review procedure.[04] Clearing and settlement : Charlie McCreevy welcomes industry's new Code of Conduct(! embargo 13h00 !) The European Commission has welcomed the clearing and settlement industry's new Code of Conduct ("Code"), and considers it an important first step towards an integrated and efficient post-trading market in the EU. The measures detailed in the Code aim at enhancing transparency and increasing competition in the post-trading sector. The signatories of the Code will have to gradually implement these measures, all of which will need to be in place by 1 January 2008. A strict monitoring process will ensure that the measures are implemented properly and on time.[05] Commission reviews 2006 fishing possibilities for North Sea spratToday the European Commission has adopted a Regulation setting the total allowable catch (TAC) for sprat in the North Sea for 2006 at 175,000 tonnes. The Council Regulation on TACs for 2006, adopted last December, had set a preliminary TAC for sprat of 282,700 tonnes while providing for the Commission to revise this TAC in the light of in-season scientific advice. On the basis of the scientific advice provided by the International Council for the Exploration of the Sea (ICES), the Commission's advisory committee, the Scientific, Technical and Economic Committee (STECF), concludes that the 2005 year class, which will dominate catches in 2006, is very weak. It therefore recommends that catches of sprat be kept below the level of actual catches in 2005, when around 200,000 tonnes of fish were taken thanks to the strong 2004 year class. Following consultation with the Member States, the Commission has therefore set the TAC for 2006 at 175,000 tonnes. This TAC will cover all fisheries, including those already carried out, and includes the quotas allocated to Norway and the Faroe Islands. Sprat is a short-lived species and its population shows large annual fluctuations. The sprat stock in the North Sea is largely composed of two year classes, with one-year-old fish predominating. Scientific advice therefore relies heavily on in-year survey data. Ces premières estimations sont publiées par Eurostat.[07] Autre matériel diffuséMobile roaming charges : frequently asked questionsEuro 5 and 6 will reduce emissions from cars Speech by Peter Mandelson : "Europe and China: partnership, competition and leadership" at Tsinghua University (Beijing) Speech by Siim Kallas : "Presentation of the European Court of Auditors' 2005 Annual Report" at the ECOFIN Council Speech by Danuta Hübner : "EU Cohesion policy - state of play" to EP
