Jacques Barrot, vice-président de la Commission européenne, a inauguré
aujourd’hui, en compagnie d'Alessandro Bianchi, ministre italien des
transports, et de Susanna Huovinen, son homologue finlandaise, la
quatrième conférence de Vérone sur la sécurité routière. Plus de 30
délégations ministérielles d'Europe et d’ailleurs se prêteront à un
débat d’idées sur les pistes d’innovation en matière de sécurité
routière. Cette conférence est un événement important pour promouvoir
la sécurité routière, compte tenu notamment de l'objectif fixé,
à savoir une réduction de 50% du nombre d’accidents mortels d’ici Ã
2010.
[02] Telecommunications: Broadband markets in Luxemburg will be further
opened to competition
In a letter sent on 30 October 2006 to the telecom regulator of Luxembourg,
Institut Luxembourgeois de Régulation (“ILR”), the European
Commission welcomes a regulatory measure proposed by ILR at the end of
September that will give new market entrants high-speed access to end-
customers (or bit-stream access) via the broadband networks of
Luxembourg’s telecom incumbent EPT (Entreprise des Postes et
Télécommunications). The Commission welcomes in particular that the
remedy proposed requires bit-stream access regardless of the technology
used by EPT (ADSL2, ADSL2+ and VDSL). Furthermore, the Commission invites
the regulator of Luxembourg to ensure that the remedy applied is effective
in ensuring competition to the benefit of consumers.
[03] New legislation on aviation security comes into force on Monday 6
November.
On Monday 6 November the new European Regulation on aviation security will
come into force. This Regulation, which was adopted on 4 October 2006, is
designed to protect civil aviation against the threat of home-made liquid
explosives. It strictly limits the quantity of liquids that passengers can
carry past screening points at airports and then on-board aircraft, while
making certain exemptions for small quantities, for medicines and special
dietary requirements and for liquids bought at airport shops, such as
alcoholic drinks and cosmetics. The Regulation applies to all airports in
the European Union. The leaflet which is used by the industry to inform

[04] Joe Borg to hear responses to Green Paper on Maritime Policy in
Toscany
On Monday, European Commissioner for Fisheries and Maritime Affairs, Mr Joe
Borg, will be in Livorno, Italy, to attend a seminar entitled "Governance
and the future EU maritime policy: which role for the Regions?", organised
by the Conference of Peripheral Maritime Regions (CPMR). Commissioner Borg
will launch the proceedings with a keynote address on the state of play of
the Commission's work on developing a Maritime Policy for the Union. Mr
Borg's speech will be followed by an initial response to the Green Paper
from the CPMR, and a presentation of the opinion given prior to the
publication of the Green Paper by the EU Committee of the Regions. In his
speech, Mr Borg will recall the strong support which the CPMR has given the
Commission since the idea of a Green Paper on an integrated maritime policy
was first mooted and encourage the stakeholders to continue to play a
leading role in the consultation process, which will run until next summer.
The seminar will look at the ways in which regions have acted as initiators
of integrated policy proposals and at interregional cooperation in the
specific context of the Mediterranean. The Green Paper focuses on the need
for a holistic approach to maritime activities in which the economic,
social and environmental dimensions are intrinsically linked. Addressing
these various aspects under a Maritime Policy would act as a driving force
for sustainable development and prosperity. Commissioner Borg will stress
the importance of extensive collaboration and consultation with
stakeholders at all levels especially the maritime regions, which will be
the most direct beneficiaries of any future maritime policy. The CPMR is an
independent network established in 1973 to improve collaboration between
Europe's maritime regions. This seminar is the 3rd major event dedicated to
the Commission's Green Paper which the CPMR has organised.
[05] September 2006 - Euro area unemployment stable at 7.8% - EU25
unchanged at 8.0%
Euro area seasonally-adjusted unemployment stood at 7.8% in September 2006,
unchanged compared to August3. It was 8.5% in September 2005. The EU254
unemployment rate was 8.0% in September 2006, the same as August3. It was
8.7% in September 2005. In September 2006, the lowest rates were registered
in Denmark (3.5%), the Netherlands (4.0%), Ireland (4.2%), Estonia (4.4%)
and Austria (4.7%). Unemployment rates were highest in Poland (14.1%),
Slovakia (12.8%), Greece (9.0% in the second quarter of 2006), France
(8.9%) and Germany5 (8.7%). These figures come from Eurostat.

[07] Danuta Hübner agrees with Chinese National Development and Reform
Commission an ambitious roadmap for cooperation in regional policy
Regional policy Commissioner Danuta Hübner met today in Brussels Chinese
First Vice-Minister Du Ying from the National Development and Reform
Commission to take forward the EU-China Regional policy dialogue launched
last May in Beijing. Both parties agreed to strengthen bilateral co-
operation and on the exchange of information on policies contributing to
growth, competitiveness and employment. Three main actions were agreed for
further cooperation in 2007: a high level seminar in Brussels to associate
most relevant Chinese and EU stakeholders in the field of regional policy;
a comprehensive study on definition of Chinese regions, regional statistics
and multi-level governance and partnership mechanisms and the promotion of
exchange of officials.
[08] Mergers: Commission clears planned acquisition of Bayer Diagnostics by
Siemens
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of Bayer Diagnostics, the diagnostic division of Bayer
Healthcare, a business unit of Bayer AG of Germany, by Siemens AG of
Germany. The Commission concluded that the transaction would not
significantly impede effective competition in the European Economic Area
(EEA) or any substantial part of it.
