[02] Facilitating SMEs' access to EU programmes

Increasing the participation of small and medium-sized companies in EU- funded programmes was the topic of a SME stakeholder conference held today in Brussels. The conference took place at the eve of the start of new major EU funding programmes in January 2007 on promotion of entrepreneurship, innovation and research (CIP and Framework Programme 7 on research and development) and of the new programming period for the structural and cohesion funds with greater emphasis on the creation of growth and jobs in line with the renewed growth and jobs strategy. Commission Vice President Günter Verheugen and Commissioners Danuta Hübner and Janez Potočnik gave details on recent Commission action to facilitate SMEs' participation in these EU programmes. This includes the simplified rules and procedures to help SMEs to access funding for research and development from the 7th framework programme for research.

[04] EU and China launch Science and Technology Year

Today sees the launch of the China-EU Science and Technology year. Under the umbrella of the Year, activities will take place in China and the EU to promote cooperation across all fields of science and technology. These activities will include conferences, workshops, seminars, forums and exhibitions. The launch will take place during a policy forum in Brussels, where discussion will focus on current and future areas for cooperation such as health, energy, environment, food and biotechnology – all areas where there is mutual interest in cooperating. The Year is being launched by European Science and Research Commissioner Janez Potočnik and Chinese Vice-Minister for Science and Technology, Wu Zhongze.

[05] EU assistance to Lebanon switches from oil spill emergency to infrastructure and environmental rehabilitation

The Monitoring and Information Centre of the EU's Civil Protection Mechanism, known as the MIC, has closed its operations in Lebanon after 65 days of assistance in cleaning up oil spills. The oil spills were a result of the military conflict between Israel and Lebanon in July and August 2006. Virtually all the oil which had spilled into the Mediterranean and polluted the Lebanese coast during the conflict has been recovered. The oil spill experts sent by the MIC were seconded by Danish experts. Essential cleaning equipment was sent by Norway, France, Finland, Spain and Cyprus via the MIC. The MIC closely cooperated with the Regional Marine Pollution Emergency Response Centre for the Mediterranean (REMPEC), various UN agencies and the Ministry for Environment of Lebanon. Now that the emergency phase is over, rehabilitation can begin. To this end, the Commission recently adopted an exceptional complement of €10 million to the MEDA 2006 assistance programme for Lebanon to repair the infrastructure and rehabilitate the environment. The MIC is at the centre of the EU's Civil Protection Mechanism, which coordinates the civil protection response of 30 countries in the face of disasters both within and outside the EU. So far in 2006, the Mechanism has been set in motion to deal with the floods in Central and Eastern Europe, the earthquake in Indonesia and the forest fires in Spain. In previous years, it coordinated Europe's response to the tsunami in South-East Asia, hurricane Katrina in the US, the earthquake in Pakistan, forest fires in Portugal and floods in Romania and Bulgaria.

[06] Quarterly euro-area GDP growth projections suggest a more moderate GDP growth over the next three quarters

The dynamic factor model for quarterly GDP growth in the euro area, developed by the European Commission's Directorate General for Economic and Financial Affairs, projects GDP growth in the range of 0.4% to 0.8% for the third quarter of 2006 and 0.2% to 0.7% for the fourth quarter. The projected range for GDP growth in the first quarter of 2007 is 0.0% to 0.5%. Compared to the previous release (14 August), the projected growth ranges are lower.
