  • [01] Commission proposes €100 million global risk capital fund for developing countries to boost energy efficiency and renewables

    The European Commission today proposed creating a global risk capital fund to mobilise private investment in energy efficiency and renewable energy projects in developing countries and economies in transition. The Global Energy Efficiency and Renewable Energy Fund (GEEREF) will accelerate the transfer, development and deployment of environmentally sound technologies and thereby help to bring secure energy supplies to people in poorer regions of the world. These projects will also combat climate change and air pollution. The Commission intends to kick-start the fund with a contribution of up to €80 million over the next four years, and expects that financing from other public and private sources will take funding to at least €100 million. This means that it will contribute to the financing of investment projects of a value up to €1 billion.

    [02] Décoder les contenus médiatiques d'aujourd'hui : la Commission lance une consultation du public sur l'éducation aux médias

    Alors que les nouvelles technologies d'information et de communication rendent de plus en plus accessibles les moyens de publier, radiodiffuser ou communiquer, l'aptitude à évaluer la valeur réelle des contenus transmis par les médias et à opérer des choix conscients – l'«éducation aux médias», l'acquisition de «compétences médiatiques» – est de plus en plus importante pour l'exercice d'une citoyenneté active et pour la démocratie. Afin de cultiver et d’améliorer l'éducation aux médias à l’ère numérique, la Commission européenne a lancé aujourd'hui une enquête sur les bonnes pratiques couvrant l'ensemble de l'UE ; elle présentera ses conclusions, ainsi que des propositions, dans une communication en 2007. Le questionnaire d’enquête vise à recueillir l'avis du public sur l'éducation aux médias en relation avec les technologies numériques, ainsi que des informations sur les initiatives lancées dans les domaines des communications à caractère commercial, des œuvres audiovisuelles et du «monde en ligne». Les réponses peuvent être transmises jusqu'au 15 décembre.

    [03] Commission supports new civil society initiatives to promote dialogue and debate on EU issues

    In the framework of its Plan D for "Democracy, Dialogue and Debate", launched in October 2005, the European Commission has decided to assign €4.5 million in support of pan-European projects by non-profit civil society organisations aiming at encouraging and promoting dialogue and debate among citizens on EU issues. These projects will run during the second half of 2006 and 2007.

    [04] Food Safety : EU action against UK dairy agreed

    A European Commission proposal to take safeguard measures against a UK dairy, due to serious breaches of EU food safety rules, has been backed by the Standing Committee on the Food Chain and Animal Health today. It was agreed that all Member States will ban curd cheese produced in "Bowland Dairy Products Ltd" from their markets, and will trace and destroy any curd cheese from this dairy that may be in circulation. The safeguard measures aim at addressing a series of serious food safety and hygiene problems identified by the Food and Veterinary Office of the European Commission. The Commission is also considering infringement proceedings against the UK for its lack of action on this issue.

    [05] Le groupe de coordination pour le gaz se réunit pour évaluer la situation de l'approvisionnement en gaz avant l'hiver

    Le groupe de coordination pour le gaz s'est réuni hier à Bruxelles à la demande de M. Andris Piebalgs, membre de la Commission européenne responsable de l'Energie, pour assurer que l'Union européenne puisse satisfaire la demande de gaz au cours de l'hiver, eu égard notamment aux menaces qui ont pesé l'an dernier sur la sécurité de l'approvisionnement en gaz. Pour la première fois, le groupe a accueilli des représentants de l'Ukraine et de la Russie. M. Piebalgs a déclaré que la Commission suit de près les développements susceptibles d'affecter la sécurité de l'approvisionnement en gaz de l'UE, et qu'à une époque où la dépendance vis-à -vis de sources extérieures s'accroît, le groupe de coordination pour le gaz a un rôle important à jouer à cet égard.

    [06] Commission clears acquisition of Inco by CVRD

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Inco Limited (Inco) of Canada by Companhia Vale do Rio Doce (CVRD) of Brazil. CVRD is a diversified mining company with four main lines of business - ferrous minerals, non-ferrous mineral production, aluminium-related operations and logistics services in Brazil (railroad, coastal shipping and port handling operations). Inco is a mining and metal company with a focus on the production, processing and marketing of nickel. Inco also produces copper, cobalt, sulphuric acid and precious metals. The operation was examined under the simplified merger review procedure.

    [07] Commission supports stabilisation of Timor-Leste

    The European Commission is launching a series of urgent stabilisation measures for Timor-Leste. Following the recent visit by the Special Envoy of President José Manuel Barroso, the European Commission will intensify cooperation with Timor-Leste and is currently assessing the possibility of opening a Delegation in Dili. The Commission adopted on 31 August a €4 million short-term stabilisation programme under the EC Rapid Reaction Mechanism, to support the national dialogue in Timor-Leste and short-term youth employment-generation schemes. As the first among those measures, a member of the Club of Madrid, the former Prime Minister of Latvia Valdis Birkavs, is providing high-level external facilitation for the start of the national dialogue process in Timor-Leste, with his first mission to Dili ending this week.

    [08] Markos Kyprianou au Brésil pour faire le point sur les mesures de sécurité alimentaire à l'exportation

    Markos Kyprianou, commissaire européen en charge de la santé et de la protection des consommateurs, se rendra au Brésil du 10 au 13 octobre pour réaffirmer la détermination de l'UE au regard de la protection des consommateurs sur le plan de la sécurité alimentaire et de la santé animale. Il profitera de cette visite pour souligner le devoir qui incombe aux autorités brésiliennes de garantir que les produits destinés à l'Europe sont pleinement conformes aux règles communautaires. La Commission a déjà été amenée à devoir prendre des mesures drastiques à l'égard de certains produits brésiliens en raison de problèmes de sécurité alimentaire et de santé animale. M. Kyprianou attirera l'attention des autorités brésiliennes sur la possibilité que d'autres mesures soient prises si les problèmes constatés ne sont pas totalement résolus. Au cours de son voyage, M. Kyprianou rencontrera, entre autres, le ministre brésilien des relations extérieures, Celso Amorim, le ministre de l'agriculture, Luis Carlos Guedes Pinto, et le Secrétaire d'Etat à l'agriculture, Gabriel Alves Maciel. Il visitera aussi un laboratoire de contrôle des résidus, un abattoir, une usine de traitement de thon et une ferme d'élevage de bovins dans l'Etat de Goià s.

    [09] Benita Ferrero-Waldner to visit Malaysia (09/10)

    European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will visit Malaysia on 9th October for meetings with Foreign Minister Datuk Seri' Syed Hamid Albar and the Chair of the Association of South-East Asian (ASEAN) Eminent Persons Group Tun Musa Hitam. Discussions will cover a wide range of bilateral and regional issues of mutual concern : strengthening EU-Malaysia political and economic relations, a possible Partnership and Cooperation Agreement between the EU and Malaysia, Malaysia's role in the region, enhancing integration between ASEAN countries and ongoing global issues like interfaith and intercultural dialogue and the fight against terrorism.

    [10] Benita Ferrero-Waldner to visit Singapore (10/10)

    European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will visit Singapore on 10th October. In Singapore the Commissioner will meet with Prime Minister Lee Hsien Loong and Senior Minister Goh Chok Tong. Discussions will cover a wide range of bilateral and regional issues of mutual concern, including the strengthening EU-Singapore political and economic relations, through the negotiation of a Partnership and Co operation Agreement ; the EU's role in the region particularly its contribution to supporting integration between the countries of the Association of South East Asian Nations (ASEAN). The Commissioner's visit to Singapore follows a trip to Malaysia the previous day.

    [11] Premier chef de délégation de la Commission (ambassadeur) en Suisse

    La Commission européenne a nommé son tout premier ambassadeur en Suisse, le Dr Michael Reiterer, qui dirigera sous peu la délégation qui va s'ouvrir à Berne. La Suisse compte plus d'accords et de programmes communs avec l'UE que tout autre pays et est le deuxième partenaire de l'UE en termes d'exportations. La délégation se penchera sur tous les aspects des relations de l'UE avec la Suisse – politiques, économiques, contacts entre les peuples – et plus particulièrement sur les accords de recherche, le marché intérieur de l'UE, l'agriculture, la fiscalité, la concurrence, les transports et la coopération sur les questions onusiennes. Elle traitera également des relations de l'UE avec les organisations internationales autres que les Nations unies et l'OMC ainsi qu'avec le Liechtenstein.

    [12] Cohesion policy 2007-2013 : Danuta Hübner launches guide to innovation for growth and jobs

    Regional policy Commissioner, Danuta Hübner, launched a new guide to help regions to develop and improve their approach to innovation. The document contains practical guidance and examples of good practice drawn from 15 years of experience with innovative regional strategies and actions. Improving knowledge and innovation for growth is one of the three major priorities of the Community Strategic Guidelines for Cohesion which were adopted by the Council yesterday (see IP/06/1331), and which lay out how regional policy can contribute most effectively to the sustainable creation of growth and jobs in the programming period 2007-2013. The launching of this guide also coincides with the opening of a major event on European regional policy: the Open Days 2006, the European Week of Regions and Cities which starts in Brussels on Monday 9 October.
