[01] Secteur financier : la Commission prend des mesures pour améliorer le
processus d'approbation par les autorités de contrôle en cas de fusion et
d'acquisition
La Commission européenne a présenté une proposition qui rendra plus
strictes les procédures que les autorités de contrôle des Etats membres
doivent suivre pour évaluer les fusions et acquisitions (M&A) proposées
dans les secteurs de la banque, de l'assurance et des valeurs mobilières.
Les règles communautaires actuelles permettent aux autorités de
contrôle de s'opposer à un projet de fusion ou d'acquisition si elles
estiment qu'il risquerait de compromettre "la gestion saine et prudente" de
l'entreprise cible. La nouvelle directive proposée, qui modifie un certain
nombre de directives existantes dans ce secteur précisera notamment les
critères d'évaluation que doivent appliquer les contrôleurs pour
d'éventuelles fusions et acquisitions. Cette mesure améliorera la clarté
et la transparence de l'évaluation par les autorités de contrôle et
contribuera à l'harmonisation du traitement des demandes de fusion et
acquisition dans toute l'Union européenne.
[02] Rural Development : Commission finalises annual funding for Member
States for 2007-2013
The European Commission today decided on the annual Rural Development
budget for the 25 Member States for the years 2007-2013. This follows the
decision of the European Council in December 2005 on the Financial
Perspectives. The amount of money to be received by each Member State has
been decided based on the following criteria : a) some amounts are reserved
for certain regions under the Convergence Objective ; b) the historical
share for each Member State of the EAGGF Guarantee envelope for Rural
Development and Leader+ ; and c) particular situations and needs based on
objective criteria (the European Council allocated specific amounts to
eight Member States). The decision will be amended once Romania and
Bulgaria become members of the EU. Additional money is available for these
two countries.
[03] Commission clears acquisition of Géant Polska by Metro
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of undertaking Géant Polska
Sp. z.o.o. (Géant Polska) of Poland, belonging to Casino Guichard
Perrachon S.A. of France, by Metro AG of Germany. Géant Polska: operates
19 hypermarkets in Poland. Metro sells everyday consumer products under the
'Real' brand name, operates wholesale outlets through Makro Cash & Carry
outlets and sells consumer electronics through MediaMarkt and Saturn. The
operation was examined under the simplified merger review procedure.
[04] GM rice situation reviewed at the Standing Committee on the Food Chain
and Animal Health
The Standing Committee on the Food Chain and Animal Health discussed on 11Â
September the possible contamination of long grain rice imports from the
United States by the unauthorised GMO LL601. Following a presentation by
the Federation of European Rice Millers on the controls they are carrying
out, Member States updated the European Commission and each other on their
controls.

La balance des opérations courantes de l'UE25 a enregistré un déficit de
€22,5 milliards au second trimestre 2006, comparé à un déficit de €19,
5 milliards au second trimestre 2005 et à un déficit de €36,7 milliards
au premier trimestre 2006. Au second trimestre 2006, la balance des
services de l'UE25 a enregistré un excédent de €19,6 milliards,
comparé à un excédent de €17,3 milliards au second trimestre 2005 et Ã
un excédent de €11,5 milliards au premier trimestre 2006. Ces
données provisoires publiées par Eurostat, restent sujettes à révision.
