Outcome of Commission meeting of 30 August 2006
[01] Governance at the heart of development cooperation: Commission
proposes measures to foster reforms
The European Commission has today adopted a communication which proposes
enhancing the means used to support governance and calls on the Member
States to harmonise their work in this area. It advocates supporting the
development of democratic institutions and processes more adapted to the
needs of ordinary citizens, even the most marginalised, in the political,
economic, social, cultural or environmental field. Poverty reduction,
sustainable development and peace can be achieved only if significant
progress is made towards democratic governance. The most important features
of the proposed measures to encourage developing countries to step up their
reform efforts are enhanced political dialogue, a common approach and a
higher level of more effective assistance. Furthermore, an incentive
envelope of EUR 3 billion has been set aside for this purpose for the
African, Caribbean and Pacific (ACP) countries.

[02] Lebanon: Commission pledges €42 million for early recovery
On Thursday 31 August, European Commissioner for External Relations and
European Neighbourhood Policy, Benita Ferrero-Waldner will participate in
the International Donor Conference on Lebanon in Stockholm, where she will
pledge €42 million as a first contribution to Lebanon’s recovery and
rehabilitation efforts. In line with the Lebanese Government’s requests
for assistance, the Commission’s package includes technical assistance to
the government for the reconstruction process, focussing on infrastructure
and environment; support for rule of law and improved internal security;
and support for the Lebanese private sector to help relaunch the economy.
This package demonstrates the Commission’s commitment to provide
assistance to Lebanon not only in immediate reconstruction work, but also
by laying the groundwork for a longer term recovery through support for
crucial political and economic reforms. Tomorrow’s pledge brings the
total made available by the European Commission in the immediate aftermath
of the recent conflict to over €100 million (including humanitarian
assistance). The Commission will continue to support Lebanon as the
reconstruction programme progresses.

Le Président de la Commission européenne, José Manuel Barroso, a ouvert
mardi 29 août en région parisienne, l'université d'été du Mouvement
des entreprises de France (MEDEF) aux côtés de Laurence Parisot,
Présidente du MEDEF. Reprenant son compte le thème des travaux de
l’université d’été proposé par le MEDEF « concilier
l’inconciliable », le Président Barroso a abordé la question de la
conciliation entre : la flexibilité et la sécurité ; la compétitivité
et la cohésion économique et sociale ; les dimensions nationale et
mondiale ; la diversité et l’unité en Europe, jugeant que l’Europe
est l’espace de conciliation par excellence dans la mondialisation.
