[01] What’s in and what are the undesirable effects of your cosmetic
product? From now on you can ask to the manufacturer
Some cosmetic products may have undesirable effects and can, for example,
cause allergic reactions. This is why the Commission has issued guidelines
established together with Member States and stakeholders to allow more
access to information for the public. According to European Commission
guidelines published today consumers have now the choice between writing to
the company at the address mentioned on the package, to phone them or to
post a question on their website. In order to facilitate public access to
the relevant product information, industry has created a central public
directory of companies placing cosmetic products on the EU market.
Producers are obliged to inform customers upon their request on undesirable
effects that may have been reported to them regarding their products. A
second obligation for producers is to inform consumers on quantitative and
qualitative composition of cosmetic products. Member States have to ensure
that companies fulfil those obligations.
[02] Integrating third-country nationals: the Commission launches the 2006
call for proposals for projects under the INTI programme
The Commission has published the 2006 INTI call for proposals for
preparatory measures designed to promote the integration of third-country
nationals. 5 million euros have been allocated for INTI programme in 2006;
grants will cover up to 70% of the total eligible costs of the projects.

et travailler en synergie.
Le Commissaire européen chargé du développement et de l'aide humanitaire,
Louis Michel, au nom de la Commission, et le Secrétaire général de l'OIF,
Abdou Diouf, ont signé un protocole d'accord visant à renforcer la
concertation, la coopération et la coordination entre la Commission
européenne et l'OIF. Ce partenariat constitue un exemple concret de la
volonté de la Commission européenne d'unir ses forces à d'autres acteurs
du développement afin d'aider les pays partenaires à faire face aux
défis majeurs que sont la lutte contre la pauvreté, la promotion de la
démocratie et droits de l’homme, la diversité culturelle et
linguistique, l’éducation et la formation ainsi que le développement
économique et social
[04] Commission clears acquisition of United Biscuits Iberia S.L by Kraft
Foods International Inc.
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of United Biscuits Iberia S.L
by Kraft Foods International Inc. Kraft already controls the business to be
acquired through a series of veto rights, including the right to appoint
three board members and to veto the appointment of senior management and
the annual budget. As a result of the transaction, Kraft will continue to
have sole control over United Biscuits Iberia. At the same time, it will
relinquish its veto rights and other means of control over the remainder of
the United Biscuits business. Kraft Foods is involved in the manufacture
and sale of packaged food and beverages while United Biscuits Iberia
manufactures and sells biscuits, desserts, fruit juice and other
foodstuffs. The operation was examined under the simplified merger review
procedure.
[05] Commission clears acquisition of GNT Holding Oy GmbH by ALSO Schweiz
AG
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of GNT Holding Oy GmbH by
ALSO Schweiz AG (controlled by Schindler group). ALSO and GNT are both
involved in the wholesale distribution of IT and consumer electronic
products and services; the Schindler group produces, installs and maintains
escalators and elevators. ALSO Schweiz has business operations in
Switzerland and Germany, while GNT group operates in Finland, Sweden,
Estonia, Latvia, Lithuania, Norway and Poland. The operation was examined
under the simplified merger review procedure.
[06] Bluetongue: Virus serotype 8 identified as cause of recent outbreaks
The European Commission was informed by the Community Reference Laboratory
for Bluetongue in Pirbright (UK) over the weekend that the virus
responsible for the recent bluetongue outbreak in the Netherlands has been
identified, through genetic testing, as being a virus of serotype 8. This
strain of virus has never been reported in Europe before, and the disease
recently detected in the Netherlands, Belgium and Germany (see <a
href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1113&format=HTML&aged=0&language=FR&guiLanguage=fr">IP/06/1113
and <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1112&format=HTML&aged=0&language=FR&guiLanguage=fr">IP/06/1112)
is now considered to be of exotic origin. First results suggest that the
bluetongue virus serotype 8 is of a sub-Saharan lineage, although the
precise origin is not yet known, nor is the way in which the virus was
introduced into Europe. The Commission has also been informed that the
bluetongue virus was isolated in a cell culture by the National Reference
Laboratory for Bluetongue in Belgium on Friday afternoon.
An extraordinary meeting of EU laboratory experts is taking place in
Brussels today, to discuss the results of the CRL and those of other Member
States’ laboratories which have been deeply involved in the
investigations into the recent bluetongue outbreaks in north-western
Europe. The disease control measures currently being applied in the three
affected Member States and in Luxembourg (see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1114&format=HTML&aged=0&language=FR&guiLanguage=fr">IP/06/1114)
will be adapted as necessary at a meeting of the Standing Committee on the
Food Chain and Animal Health this afternoon.
