  • [01] Internal Market Scoreboard : Member States need to speed up their efforts

    Member States need to speed up their efforts to implement Internal Market rules into national law, according to the European Commission's latest Internal Market Scoreboard. On average 1.9% of Internal Market Directives for which the implementation deadline has passed are not currently implemented into national law, which is an increase of 0.3% on the best- ever result of 1.6% achieved in November 2005 (see IP/06/192). This means that the positive trend of recent years has stalled and the interim target deficit of 1.5% agreed by Heads of State has not been reached. Progress is also slow in the correct application of Internal Market rules: not a single 'old' Member State has been able to deliver on its promise to reduce infringement proceedings by 50% during the period of 2003 – 2006.     [02] Davantage de concurrence et une amélioration de la qualité : la Commission veut renforcer le marché unique des transports aériens

    La Commission européenne a adopté aujourd'hui une proposition en vue de moderniser le droit du marché unique des transports aériens. Cette proposition assurera une application cohérente du droit communautaire dans tous les Etats membres, ce qui créera des conditions égales pour toutes les compagnies aériennes. Elle prévoit d'imposer la transparence des tarifs demandés aux voyageurs. Elle traite les lacunes du cadre juridique du marché unique des transports aériens pour renforcer son efficacité.

    [03] Cooperation agreement with the USA on modernising air traffic management

    Vice-President Jacques Barrot, the European Commissioner responsible for transport, and Marion C. Blakey of the US Federal Aviation Administration (FAA), recently signed a cooperation agreement that will ensure coordination between their respective programmes for the modernisation of air traffic control, SESAR on the European side, and NGATS ("Next Generation Air Transport System") on the American side.

    [04] La Commission prend des mesures pour lutter contre la pollution des eaux de surface par les substances dangereuses

    Les cours d'eau, les lacs et les eaux côtières de l'Europe, de même que la santé humaine, seront mieux protégés contre la pollution engendrée par diverses substances dangereuses grâce à la nouvelle réglementation présentée aujourd'hui par la Commission européenne. La directive proposée fixera des limites de concentration dans les eaux de surface pour 41 types de pesticides, métaux lourds et autres substances chimiques dangereuses présentant un risque particulier pour la faune et la flore aquatiques et pour la santé humaine. Le respect de ces limites est l'objectif à atteindre d'ici à 2015. La proposition va dans le sens de l'initiative de la Commission "Mieux légiférer", puisqu'elle remplacera cinq directives plus anciennes, lesquelles seront abrogées.

    [05] Protecting biodiversity in the 10 new Member States - Natura 2000 network making progress

    The biodiversity of the ten new Member States which joined the EU in 2004 is particularly rich. It is crucial for the EU to protect it in order to halt biodiversity loss in Europe by 2010. Significant progress has been achieved in implementing EU nature protection legislation in those countries but important gaps remain. Almost 11% of the territory of the new member States taken as a whole is protected under the Birds Directive and over 12% has been proposed for protection under the Habitats Directive, as part of the EU-wide Natura 2000 network of high value nature areas. However, the percentages range from less than 3% in Malta and 8% in Poland to more than 25% in Slovakia under the Birds Directive and from less than 4% in Poland to more than 31% in Slovenia under the Habitats Directive.

    [06] Commission clears acquisition of parts of RWE Solutions by Advent

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of six subsidiaries of the German RWE Solutions AG and joint control of one other by Advent International Corporation (Advent) of the US. Advent will take sole control of SAG Holding GmbH and subsidiaries, Nukem Holding GmbH, Lahmeyer International GmbH, RWE Space Solar Power GmbH, RWE Solutions France SAS and RWE Solutions Ibérica S.L. of Spain. Advent will also acquire joint control over RWE Industrielösungen GmbH (RWE Industrial Solutions) of Germany together with RWE AG (RWE) of Germany. RWE Industrial Solutions is currently solely owned by RWE. Advent is a private equity company with a number of shareholdings in various sectors, in particular information and industrial technology and pharmaceuticals. RWE is a utilities company, mainly active in energy and water distribution. The operation was examined under the simplified merger review procedure.

    [07] Nouvelle enveloppe de €2,6 millions pour les victimes de l'ouragan Stan au Guatemala

    La Commission européenne a décidé d'allouer un montant supplémentaire de €2,6 millions aux victimes de l'ouragan Stan au Guatemala. Cette nouvelle aide s'ajoute aux €3,5 millions accordés par la Commission au moment de la catastrophe, survenue au début du mois d'octobre 2005. Les fonds permettront de fournir de l'eau potable, des équipements d'assainissement, des soins de santé et une aide agricole aux 80.000 personnes qui ont perdu leur logement et leurs biens dans le désastre. Ces sommes seront acheminées par le service d'aide humanitaire de la Commission, qui relève de la compétence du commissaire Louis Michel.

    [08] Commission ring-fences €5 million for immediate humanitarian assistance to victims in Lebanon

    In response to the unfolding tragedy in the Middle East, the European Commission has announced that it has availed €5 million in humanitarian funds for possible relief action in Lebanon. Louis Michel, the Commissioner for Development and Humanitarian Aid, explained: "Innocent people are suffering as the conflict intensifies and we have a duty to ease that suffering as quickly and effectively as possible. Our funding decisions need to be based on proper needs assessments. With the blockade, it is very difficult at this stage to obtain reliable information about displaced civilians, the numbers of injured or the sectors where urgent relief is required. By earmarking €5 million, however, we can reassure our implementing partners – UN agencies, NGOs and the Red Cross/Crescent movement - that support will be speedily available to finance their emergency relief operations."

    [09] Les "OPEN DAYS – Semaine européenne des régions et des villes" de 2006 : 180 séminaires et ateliers, un "Village des exposants" et un "Café des investisseurs" attendent 5.000 participants

    La commissaire européenne à la politique régionale, Mme Danuta Hübner, et le président du Comité des régions, M. Michel Delebarre, ont dévoilé aujourd'hui à Bruxelles le programme retenu cette année pour la plus grande manifestation du calendrier régional de l'Union européenne, à savoir, les "OPEN DAYS – Semaine européenne des régions et des villes", qui se dérouleront du 9 au 12 octobre à Bruxelles et dans soixante-dix autres villes d'Europe sur le thème suivant : "Investir dans les régions et les villes d'Europe – Les partenaires publics et privés au service de la croissance et de l'emploi". Cinq mille représentants des secteurs public, privé et bancaire, mais aussi des membres des milieux politiques européens, nationaux et régionaux devraient participer à cent quatre- vingts séminaires et ateliers consacrés aux nouvelles possibilités de financement et d'investissement qu'offrent les politiques de cohésion et les politiques régionales de l'Union européenne aux partenariats entre les administrations locales et régionales et le monde des affaires.

    [10] The second Restructuring Forum looks at how to get the most out EU policies, dialogue and funding for the manufacturing industry

    The EU's main sectoral organisations from the manufacturing industry will meet with representatives from the EU, business, workers and regions at the second "Restructuring Forum". They will examine how best to exploit existing EU policies and financing that support restructuring. The aim of the twice yearly Forum is to keep in regular touch with ongoing changes and to ensure that initiatives to confront the challenges of restructuring dovetail. Each Forum focuses on a specific theme - the focus today is on the sectoral dimension of restructuring in the manufacturing industry. Much of restructuring in Europe today is sector-driven, so highlighting best practices that anticipate change is vital. During the Forum, the Commission will also present the EU's integrated industrial policy which includes both horizontal and tailor-made initiatives for specific sectors. These initiatives, such as improving sectoral skills, taking an integrated approach to research or launching studies on the ICT, food and fashion industries, aim to develop knowledge and awareness of the challenges facing industrial sectors by complementing work at Member State level. Today's Forum will be an important opportunity - for the sectoral organisations of the manufacturing industry in particular - to foster partnerships and exchange ideas and experiences in the area of restructuring.     [11] La stratégie "Emploi et croissance" en action : premier salon européen de l'emploi au mois de septembre

    Les 29 et 30 septembre, plus de 250 villes européennes participeront au tout premier salon européen de l'emploi. Ce salon, qui s'inscrit dans le cadre de l'Année européenne de la mobilité des travailleurs, permettra aux visiteurs de participer à des activités et de s'informer sur les aspects professionnels d'autres pays européens ainsi que sur d'autres professions. Les salons de l'emploi se dérouleront dans les 25 pays de l'Union européenne ainsi qu'en Islande, en Norvège, en Bulgarie, en Roumanie et en Suisse. Vladimír Špidla, commissaire européen en charge de l'emploi, des affaires sociales et de l'égalité des chances, donnera plus de précisions aujourd'hui concernant ce salon, au moment d'annoncer l'ouverture du concours sur la mobilité des travailleurs 2006.

    [12] Causes of death in the EU25 : significant differences among Member States ; two thirds of deaths due to diseases of the circulatory system and cancer

    Heart attacks, strokes and other diseases of the circulatory system are the most common cause of death in the EU25, accounting for 41% of all deaths, and 52% of deaths among the over 85s. Cancer is responsible for a quarter of all deaths and is the largest single cause of death among the middle- aged (41% of deaths amongst those aged 45-64), while external causes such as transport accidents and suicide are most frequent among the young. But, according to average figures for the three year period 2001-2003 published by Eurostat, the picture is not uniform throughout the EU25.

    [13] Investissements directs étrangers de l'UE25 : hausse des flux d'IDE de l'UE25 avec les pays tiers de 20% en 2005 ; hausse de 80% des flux d'IDE intra-UE25

    En 2005, les IDE (investissements directs étrangers) de l'UE25 dans les pays tiers (flux sortants) ont augmenté de 19%, passant de €129 milliards en 2004 à 153 milliards en 2005, alors que les IDE vers l'UE25 en provenance du reste du monde (flux entrants) se sont accrus de 23%, passant de 57 milliards en 2004 à 70 milliards en 2005. Ces chiffres, publiés par Eurostat, proviennent des résultats préliminaires sur les IDE en 2005 et des données révisées de 2004.
