[01] Don d'organes : la Commission lance une consultation publique
La Commission européenne a lancé aujourd'hui une consultation publique
sur l'action future de l'Union européenne (UE) dans le domaine du don et
de la transplantation d'organes. Cette consultation vise à recenser les
principaux problèmes rencontrés lors de dons et de transplantations
d'organes, à déterminer si des mesures devraient être prises à l'échelle
de l'UE pour contribuer à résoudre ces problèmes, et à recueillir des
idées d'initiatives que l'UE pourrait prendre en la matière. La
croissance constante du nombre d'organes donnés et de transplantations
réalisées dans l'UE ces dernières décennies s'est traduite de façon
positive par un gain en années de vie et une amélioration de la qualité
de vie. Cependant, la pénurie de donneurs, le trafic d'organes et
l'absence d'harmonisation des normes de qualité et de sécurité sont
quelques uns des obstacles qui pourraient empêcher la poursuite des
progrès enregistrés dans ce domaine de la médecine. La consultation
lancée aujourd'hui se clôturera le 15 septembre. La Commission analysera
alors les informations et réactions reçues pour décider de l'évolution
des politiques menées en matière de don et de transplantation Ã
l'échelle de l'UE.
[02] 24 Member States accept new regional aid guidelines (2007-2013) ;
Commission opens formal investigation against Germany
The European Commission has opened a formal investigation into all German
regional aid schemes following Germany's refusal to accept the Commission's
December 2005 guidelines on the application of EC Treaty state aid rules to
national regional aid from 2007 onwards. Regional aid granted by Member
States after 1 January 2007 must comply with the new rules, and Member
States were invited to close regional aid schemes operating under the old
rules by 31Â December 2006, the expiry date of the previous guidelines. All
Member States except Germany accepted the Commission's new guidelines which
are in line with EU cohesion policy and European Council requests for less
and better targeted state aid. The December 2005 guidelines re-focus
regional aid on the most deprived regions of the enlarged Union, while
allowing for the need to improve competitiveness and to provide for a
smooth transition (see IP/05/1653 and MEMO/05/491).
[03] Commission clears acquisition of Minimax by Industri Kapital
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Minimax Beteiligungs GmbH
(Minimax) of Germany, currently controlled by MIMX B.V. of The Netherlands,
by Industri Kapital B.V. Industri Kapital is a European private equity
investment firm that manages and controls investments made by its four
private equity funds. Minimax is active in the manufacture and marketing of
fixed and mobile fire protection systems and related after-sales services.
The operation was examined under the simplified merger review procedure.
[04] Environnement : la Commission se réjouit de l'accord conclu au
Conseil sur LIFE+
Le commissaire européen chargé de l'Environnement, M. Stavros Dimas,
s'est félicité de la position commune arrêtée ce jour par le Conseil
Environnement sur "LIFE+", le nouvel instrument financier pour
l'environnement. Le consensus sur le projet de règlement LIFE+ fait suite
à l'accord politique partiel conclu au Conseil en décembre dernier, qui en
couvrait tous les aspects à l'exception du budget. La position commune a
été arrêtée à la suite de l'accord conclu en avril sur les perspectives
financières générales pour 2007-2013. Conformément à la proposition
révisée de la Commission, il est prévu d'affecter à LIFE+ une enveloppe
de €2,1 milliards pour cette période, dont 40% sont réservés aux
dépenses relevant du volet "nature et biodiversité" du programme.
[05] Company taxation : Commission welcomes adoption by the Council of a
Code of Conduct on transfer pricing documentation
The Code of Conduct will standardise the documentation that companies must
provide to tax authorities on their pricing of cross-border intra-group
transactions ("transfer pricing" documentation). It will reduce
significantly the tax complications that companies face when trading with
associated enterprises in other Member States and, at the same time,
facilitate the work of tax administrations by increased transparency
regarding the group's transfer prices. It should also reduce the risk for
businesses of double taxation and exposure to documentation related
penalties. The Code is a political commitment but will not affect the
Member States' rights and obligations or the respective spheres of
competence of the Member States and the EU. Member States have now to
implement the Code as soon as possible in their legislation or
administrative practices.
[06] Les services publics en ligne sont de plus en plus interactifs: selon
le dernier rapport sur l'administration en ligne, la prochaine étape est
la "prestation intelligente"
Les services publics en ligne acquièrent chaque jour plus de maturité
dans l'UE ; ils ont atteint un degré global de sophistication tel que
l'interaction totale et réciproque entre les citoyens et les pouvoirs
publics est devenue la norme. Près de 50% des services permettent aux
administrés d'effectuer la totalité de leurs démarches en ligne, selon
la dernière étude sur l'administration en ligne réalisée pour la
Commission européenne. La fourniture de services y gagne en qualité, en
rentabilité et en efficacité. Au cours de l'année écoulée jusqu'Ã
avril 2006, l'indice de sophistication a enregistré une hausse de 6% dans
l'UE15, et surtout de 16% dans l'UE10, témoignant des efforts
considérables consentis ces dernières années. L'Autriche figure en tête
du classement des services publics en ligne, suivie de Malte et de
l'Estonie. Depuis 2001, cette étude mesure la part des services publics
entièrement accessibles en ligne dans l'UE, ainsi qu'en Islande, Norvège
et Suisse. Plusieurs milliards d'euros d'argent public pourraient être
économisés chaque année par la modernisation de l'administration dans
les 25Â Etats membres, comme le souligne le plan d'action pour l'e-
gouvernement publié par la Commission en avril 2006 (voir IP/06/523).
[07] Eradicating hunger : Commission steps up its efforts in food aid and
food security with a €197 million package
The European Commission has adopted its 2006 Annual Work Programme for
grants in the area of food aid and food security with a global budget of
€197 million. The EC approach is focused on the integration of food
security policy within the fight against poverty, hence recognizing hunger
as the basic dimension of poverty. Activities foreseen in the Annual Work
Programme aim at contributing to the achievement of the first Millennium
Development Goal : eradicate extreme poverty and hunger.
[08] Markets in Financial Instruments Directive ("MiFID") : implementing
measures close to adoption
The European Commission has welcomed the European Securities Committee's
(ESC) (unanimous) approval on 26 June of a series of technical measures
implementing the Markets in Financial Instruments Directive (MiFID), which
follows a strong endorsement from the European Parliament on 15 June 2006.
The Commission is likely to give its final approval in September 2006.
MiFID is one of the cornerstones of the Financial Services Action Plan
(FSAP) and will play a vital role in creating a robust, common regulatory
framework for Europe's securities markets. MiFID is already acting as a
catalyst for significant market changes : exchanges, multilateral trading
facilities (MTFs) and investment firms are positioning themselves in
anticipation of the much more competitive conditions which it will create.
The successful result in the ESC and the Parliament shows that the
"Lamfalussy process", under which the measures are being adopted, is
working very effectively. It shows a willingness on the part of all players
- Member States, the European Parliament, regulators, markets and consumers
- to work together constructively to achieve the right result for Europe's
financial markets, European investors and the economy as a whole.
[09] Marché intérieur : un nouveau groupe d'experts de la Commission
chargé d'identifier les entraves sur le marché européen de financement
du crédit hypothécaire
La Commission européenne a créé un groupe d'experts chargé d'effectuer
un recensement global des obstacles qui entravent les activités
transfrontalières sur les marchés de financement du crédit hypothécaire,
et de proposer des solutions permettant de faciliter l'intégration. Les
parties concernées ont toujours souligné que l'intégration des marchés
européens de financement du crédit hypothécaire était capitale pour
l'intégration des marchés hypothécaires en général.
