  • [01] Sécurité routière : nouvelles obligations européennes relatives au port de la ceinture de sécurité

    La dernière Directive européenne relative au port obligatoire de la ceinture de sécurité doit être mise en vigueur dans les Etats membres à partir du 9 mai 2006. Jusqu'à présent la législation européenne avait rendu obligatoire le port de la ceinture dans les véhicules de moins de 3, 5 tonnes qui sont équipés de dispositifs de retenue. L'obligation est maintenant étendue à toutes les catégories de véhicules. Par ailleurs, cette Directive impose que des systèmes de retenue spécialement adaptés aux enfants soient utilisés.

    [02] Eurobaromètre spécial sur l'avenir de l'Europe : l'UE à l'écoute des citoyens

    D'après les citoyens de l'UE, atteindre des niveaux de vie comparables, introduire l'euro dans tous les Etats membres et avoir une Constitution commune sont les éléments les plus importants pour l'avenir de l'Europe. L'attente de plus d'Europe reste élevée, en lien avec des problèmes clés : la lutte contre le chômage, la protection des droits sociaux et la croissance économique. Voici les principaux résultats de deux enquêtes Eurobaromètre menées en février et mars 2006 dans le cadre du plan D pour Démocratie, Dialogue et Débat.

    [03] European institutions' new Web identity to celebrate Europe Day, 9 May

    The European institutions' sites will start operating under the ".eu" top level domain on 9 May 2006, Europe Day. It means that they can now use this domain to project their own web identity, as EU citizens have been able to do since 7 April 2006. The institutions' internet addresses will change to the ".eu" suffix as of 9Â May 2006.

    [04] EURES.EUROPA.EU : une nouvelle adresse Internet pour célébrer un million d'offres d'emploi

    A l'occasion du lancement du nouveau site Web Europa, lors de la Journée de l'Europe (le 9 mai), EURES, le portail européen sur la mobilité de l'emploi, adoptera également une nouvelle adresse : eures.europa.eu. Le nouveau portail EURES permet d'accéder librement à environ 1 million d'offres d'emploi dans 30 pays européens. Avec plus de 900.000 visiteurs par mois en février et mars, EURES est aussi devenu le site le plus fréquenté de tous ceux gérés par la Commission européenne.

    [05] Avian Influenza : standing committee backs a series of measures

    The Standing Committee on the Food Chain and Animal Health backed on 4 May several European Commission proposals to prolong certain measures aimed at preventing and controlling the spread of avian influenza in the EU until the end of the year. A decision to give France more time to complete their vaccination programme and a decision relating to a vaccination programme of avian species in zoos in Austria were also endorsed by the Committee.

    [06] Commission approves acquisition of joint control of OSi Europe Business by GE and Bayer

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of joint control of three current subsidiaries of General Electric (GE) active in the silicone business (together "OSi Europe Business"), by General Electric Company (GE) of the US and Bayer AG of Germany. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [07] Commission clears acquisition of Nautico Nova by Gilde

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Nautico Nova of Curaçao, Netherlands Antilles by Heiploeg Holding B.V, a company under the sole control of Gilde Buy-Out Management Holding B.V. (Gilde) of the Netherlands. Gilde is a private equity investor specialising in management buy-out investments. Heiploeg is a group active in the European shrimp industry. Heiploeg sources, processes, distributes and sells fresh (chilled/unfrozen) and frozen shrimp to retail chains, wholesale customers and industrial customers. Nautica Nova is a tropical shrimp fishing and freezing business based in the Republic of Guyana and Surinam, South America. It is only active in the fishing and freezing of tropical shrimps, which are sold frozen and unprocessed to wholesalers. The operation was examined under the simplified merger review procedure.

    [08] Commission clears acquisition of RCT by Costa, RCC and Marinvest

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Rome Cruise Terminal S.r.l. (RCT) of Italy by Costa Crociere S.p.A.(Costa) of Italy ; Royal Caribbean Cruises Ltd (RCC) of Liberia and Marinvest s.r.l. (Marinvest) of Italy. Costa is a cruise holiday operation. RCC is a global cruise holiday company based in the US, operating under the brand names of Royal Caribbean International and Celebrity Cruises. Marinvest is the holding company of MSC Crociere S.p.A., also active in cruises. The three companies intend to invest in the creation of a modern cruise terminal at the port of Civitavecchia, 100 kilometers north of Rome. The operation was examined under the simplified merger review procedure.

    [09] Commission clears acquisition of VG by DB and Lone Star

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Vivanco Gruppe AG (VG) of Germany by Deutsche Bank AG London belonging to the Deutsche Bank group (DB) of Germany and Lone Star Fund V (U.S) L.P. and Lone Star Fund V (Bermuda) L.P., collectively referred to as Lone Star. DB provides universal banking services. Lone Star is active in private equity investments. VG manufactures and distributes technical accessories for consumer electronics, telecommunications, information technology and mobile products. The operation was examined under the simplified merger review procedure.

    [10] La Commission approuve l'acquisition de Hyparlo par Carrefour

    La Commission européenne a autorisé, en vertu du règlement CE sur les concentrations, le projet d'acquisition du contrôle exclusif de l'entreprise française Hyparlo par le groupe de même nationalité Carrefour. Après avoir examiné l'opération, la Commission a conclu que l'opération n'entraverait pas de manière significative une concurrence effective dans l'Espace Economique Européen ou une partie substantielle de celui-ci.

    [11] South East Europe flying towards the EU : first steps taken for extending the Single Aviation Market

    Today in Salzburg, the European Union and Transport Ministers of eight South-East European partners (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro and the United Nations Mission in Kosovo) as well as of Iceland and Norway signed a political agreement to create a European Common Aviation Area (ECAA). The Agreement provides for new market opportunities for the European aviation industry by creating a single market for aviation consisting of 35 countries and more than 500 million people. It will ensure high and uniform safety and security standards across Europe as well as uniformly applied competition rules and consumer rights.

    [12] Commission welcomes the imminent Darfur peace deal and announces €100 million for the humanitarian and initial recovery package

    The European Commissioner for Development and Humanitarian Aid, Louis Michel, praised on 4 May the efforts of negotiating parties in Abuja as the Darfur peace talks are reaching conclusion, and announced a €100 million package covering humanitarian and immediate recovery needs for the region.

    [13] Benita Ferrero-Waldner en visite en Egypte les 6 et 7 mai 2006

    Benita Ferrero-Waldner, commissaire européen en charge des relations extérieures et de la politique de voisinage, se rendra en Egypte les 6 et 7 mai pour y tenir des réunions à Alexandrie et au Caire. A Alexandrie, la commissaire visitera la Fondation Anna Lindh et la bibliothèque d'Alexandrie où les délibérations seront centrées sur l'amélioration du dialogue interculturel et de la compréhension. Au Caire, Mme Ferrero- Waldner rencontrera le président Moubarak, le premier ministre Ahmed Nazif et le ministre des affaires étrangères Aboul Gheit, entre autres. A l'ordre du jour figurent les relations bilatérales UE-Egypte, la politique européenne de voisinage (PEN) et le rôle de l'Egypte dans la région. La situation au Moyen-Orient occupera aussi une place de choix dans les débats.

    [14] Single Euro Payments Area : joint statement from the European Commission and the European Central Bank

    European Internal Market and Services Commissioner Charlie McCreevy met on 4Â May with twenty top European bankers in order to emphasise to them the importance he attaches to the realisation of the Single Euro Payment Area (SEPA). To coincide with this, the European Central Bank and the European Commission have published a joint statement to stress their shared vision and express their continued close cooperation in relation to SEPA.

    [15] Festivités de la journée de l'Europe - 9 mai 2006

    Les festivités du 9 mai cette année se dérouleront sous le signe du plan D pour Démocratie – Dialogue – Débat. Depuis la première journée de l'Europe en 1986 organisée suite à une décision du Conseil européen réuni à Milan en juin 1985, le 9 mai est devenu plus que la simple célébration de la déclaration de Robert Schuman de mai 1950. La Journée de l'Europe est progressivement devenue l'occasion pour les citoyens européens de marquer leur appartenance à l'Europe et aux valeurs européennes.
