  • [01] State aid: France - Commission takes final negative decision on €2 million aid for restructuring of Euromoteurs

    Following an in depth examination launched in January 2005, the European Commission has decided that the restructuring aid of around €2 million, which France intended to grant to Euromoteurs, is incompatible with the Single Market.

    La Commission européenne a autorisé, en vertu des règles du traité CE sur les aides d'État, une aide de 45,5 millions d'euros que le gouvernement allemand prévoit d'accorder FIRST SOLAR Manufacturing GmbH (FSM) pour la construction d'une usine de fabrication de modules solaires Francfort sur l'Oder, dans le Land de Brandebourg. Le coût total de l'investissement s'élèvera environ 115 millions d'euros. La Commission est parvenue la conclusion que l'aide était conforme aux règles sur les aides l'investissement régional et sur les aides aux petites et moyennes entreprises (PME).

    [03] State aid: Commission starts second investigation into preferential electricity tariff for energy intensive industries in Sardinia

    The European Commission has opened an in-depth investigation to establish whether the regulated preferential electricity tariff that Italy intends to grant to some energy intensive industries in Sardinia complies with EC Treaty state aid rules. The Commission has doubts about the compatibility of the aid, because it does not seem to fulfil the requirements of the Regional Aid Guidelines and could create a serious distortion of competition in the European market of laminated aluminium, alumina, chlorine-soda, lead and zinc, where energy is an important part of the production costs. The opening of an in-depth investigation gives interested parties the opportunity to comment on the proposed measures. It does not prejudge the outcome of the procedure.

    [04] Internet : la Commission recherche un partenariat mondial pour la gouvernance de l’internet, la liberté d’expression et la lutte contre la cyber-répression

    Pour entretenir l’élan donné par le sommet mondial sur la société de l’information (qui a eu lieu Tunis du 16 au 18 novembre 2005), la Commission européenne a énoncé aujourd’hui ses priorités pour la mise en œuvre des engagements internationaux pris lors du sommet. Elles comprennent la sauvegarde et le renforcement des droits de l’homme, notamment la liberté de recevoir des informations et d’y avoir accès. Les technologies de l’information et des communications (TIC) doivent être utilisées pour contribuer l'instauration de sociétés démocratiques ouvertes et au progrès économique et social dans le monde entier. La Commission demande que des négociations internationales se poursuivent pour améliorer la gouvernance de l'internet grâce aux deux nouveaux processus créés par le sommet : le Forum multilatéral sur la gouvernance de l’internet et le mécanisme de coopération renforcée, auquel participeront tous les gouvernements sur un pied d’égalité.

    [05] Kyprianou to discuss pandemic preparedness and HIV/AIDS with G8 Health Ministers in Moscow

    Markos Kyprianou, EU Commissioner for Health and Consumer Protection, will participate in the meeting of G8 Health Ministers in Moscow on 27-28 April. Among the main issues on the agenda of the meeting are international cooperation on communicable diseases, influenza pandemic preparedness and HIV/AIDS. Participants will look at ways to improve current global efforts to fight communicable diseases, including recognising and supporting international organisations in their work, building on current international cooperation in the field of health and implementing the International Health Regulations as early as possible. On pandemic preparedness and response, Commissioner Kyprianou is expected to promote the idea of G8 members consulting each other prior to taking any non-health measures (e.g. border closures) in the event of a pandemic. With regard to HIV/AIDS, Commissioner Kyprianou will emphasise the importance of all members taking more action at national and regional level, such as stronger prevention programmes, better education on HIV/AIDS prevention, greater focus on HIV/AIDS in women, and support for research initiatives.

    [06] Mergers: Commission authorises creation of joint venture between Burda and Hachette in Poland

    The European Commission has authorised, under the EU Merger Regulation, the proposed joint venture between Burda of Germany and Hachette of France, both active in magazine publishing. The notified concentration will result in Burda and Hachette combining their respective magazine publishing activities in Poland. The Commission concluded that the deal would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.
