  • [01] Erasmus : university exchanges expand rapidly among the new Member States

    The European Commission's flagship action in the field of education, the university exchange programme Erasmus, continued to expand in the academic year 2004/05. The overall number of students taking part on Erasmus exchanges rose by over 6% on the previous year, while the number of university teachers exchanged under the scheme grew by almost 13%. The biggest impact of the scheme has been felt in the Central and Eastern European countries. Student exchanges rose on average by an impressive 36% in the new Member States, while growth in teacher mobility was even more dramatic, rising on average by almost 77%.

    [02] Fusions et acquisitions dans le secteur financier : la Commission sollicite l'avis du secteur sur la manière d'améliorer la procédure d'agrément prudentiel

    La Commission européenne a lancé une consultation pour savoir comment améliorer la procédure d'agrément prudentiel des fusions et acquisitions dans le secteur bancaire, des assurances et des valeurs mobilières. Les règles actuelles de l'UE permettent aux autorités de contrôle des Etats membres de s'opposer un projet de fusion ou d'acquisition si elles estiment que celui-ci risquerait de compromettre la "gestion saine et prudente" de l'entreprise cible. Dans une enquête réalisée par la Commission en 2005 (IP/05/1386, MEMO/05/409), le secteur des services financiers a indiqué que l'application incohérente de ces règles constituait un obstacle potentiel la consolidation transfrontalière dans le secteur financier de l'UE. Dans le cadre de l'analyse qu'elle effectue dans ce domaine, la Commission interroge présent ce secteur pour savoir comment améliorer la clarté et la transparence de ces règles et mieux en assurer l'application cohérente dans toute l'Union. Les réponses reçues serviront de base la rédaction d'un rapport paraître l'été 2006, la suite duquel la Commission pourrait proposer des modifications apporter la législation actuelle, le cas échéant. Tous les acteurs intéressés sont invités participer la consultation avant le 19 avril 2006.

    [03] Statement of Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner on latest developments in Belarus

    "The new wave of arrests of opposition leaders in Belarus over the last two days is completely unacceptable. I am dismayed by reports that Anatoly Lebedko, a prominent member of the united opposition front that I had met in Strasbourg last autumn, has been arrested along with other members of the team of the registered candidate Aleksander Milinkevich in the last 24 hours. Such arrests have no place in the conduct of free and fair elections. I call again on the Belarusian authorities to release immediately those opposition members who are currently still detained. I also deplore the fact that a delegation of MEPs who planned to follow the election in Belarus have been informed they would be denied entry to Belarus, and have had to cancel their trip. The presence of parliamentary delegations makes a valuable contribution to the evaluation of any election process and is crucial to support democracy building. I also condemn the fact that several members of NGOs have been arrested, including members of a Scandinavian team of election experts, and that a number of independent journalists and other election experts have been denied access to the Belarusian territory. Three days before the election, the Belarusian authorities should recall that the EU has made clear it stands ready to take further appropriate restrictive measures against the responsible individuals, if the elections are not conducted in a democratic manner."

    [04] Aviation blacklist agreed by Committee of national experts

    The Aviation Safety Committee, responsible for helping the European Commission to draw up the list of airlines banned in the European Union, completed its work on 15 March. The Committee's opinion is the result of a detailed assessment of the national safety measures notified by the Member States and the information provided by the airlines and the civil aviation authorities concerned. On the basis of this, the Commission will adopt a Regulation on the European blacklist within the next week. "We have just taken a decisive step", said Jacques Barrot, Vice-President of the Commission responsible for transport. "I am now in a position to ask the Commission to quickly adopt the black list, to publish it and to make sure that the companies identified in it will not have the possibility to enter Europe before they have resolved their problems."
