  • [01] Tableau de bord pour l'innovation : des résultats mitigés

    La cinquième édition du tableau de bord européen de l'innovation (TBEI) révèle que la Suède, la Finlande, la Suisse, l'Allemagne et le Danemark sont les champions européens de l'innovation. La plupart des nouveaux Etats membres sont engagés dans un processus de rattrapage mais leur lente progression rend peu vraisemblable une convergence à court terme en Europe. En outre, si les tendances pour les 25 Etats membres se confirment, l'écart existant entre l'Europe et les Etats-Unis en matière d'innovation ne se réduira pas. Le TBEI comprend des indicateurs de l'innovation et des analyses de tendances pour l'ensemble des 25 Etats membres de l'UE, ainsi que pour la Bulgarie, la Roumanie, la Turquie, l'Islande, la Norvège, la Suisse, les Etats-Unis et le Japon. Il évalue cinq aspects clés de l'innovation : les moteurs de l'innovation, la création de connaissances, l'innovation et l'esprit d'entreprise, les applications et la propriété intellectuelle. De plus, il propose une nouvelle évaluation de l'efficacité de l'innovation et développe une approche sectorielle spécifique.

    [02] Avian influenza : Commission and Member States to discuss latest situation and future actions

    The European Commission is hosting a coordination meeting of Member States' senior communicable disease authorities in Luxembourg today, to discuss avian influenza and national pandemic preparedness. Representatives from the World Health Organisation (WHO), European Centre for Disease Prevention and Control (ECDC), World Organisation for Animal Health (OIE) and UN Food and Agriculture Organisation (FAO) will also be present at the meeting. At the top of the agenda is a discussion on the avian influenza situation in Turkey and other affected countries. Participants will receive an update on the situation regarding outbreaks of the H5N1 virus in birds in Turkey, as well as the latest epidemiological information on the human cases reported over the past weeks. Feedback will be provided by the international team of experts sent to Turkey by the Commission/OIE/FAO, ECDC and WHO to investigate the disease situation in birds and the means by which the H5N1 virus was transmitted to humans. During the meeting, Member States will have the opportunity to outline measures they are taking, or intend to take, in response to the current avian flu situation, in particular in terms of the heightened surveillance for infected birds, both within and at their borders. Also up for discussion are future preventative and preparatory actions that may be taken at EU level in relation to a possible human flu pandemic, including the potential establishment of an EU stockpile of antivirals and further discussions with vaccine manufacturers on meeting Member States' needs.     [03] L'UE contribue pour €25,5 millions à la promotion des produits agricoles

    La Commission européenne a approuvé 25 programmes présentés par 14 Etats membres destinés à fournir des informations sur les produits agricoles et à en assurer la promotion dans l'Union européenne. Ces programmes sont dotés d'un budget total de €51 millions et cofinancés pour moitié par l'Union européenne.

    [04] Des Jeux olympiques d'hiver de Torino écologiques : une réussite de l'UE

    Les XXe Jeux olympiques et paralympiques de Torino, qui se dérouleront respectivement en février et en mars, seront les premières grandes manifestations sportives véritablement écologiques jamais organisées en Europe. Cet exploit est dû à une utilisation judicieuse des instruments environnementaux volontaires de l'Union européenne, notamment le système communautaire de management environnemental et d'audit (EMAS) et le label écologique européen. M. Stavros Dimas, membre de la Commission chargé de l'environnement, a félicité aujourd'hui, au cours d'une conférence de presse, les représentants du comité d'organisation des Jeux olympiques d'hiver de Torino (TOROC) pour leur application rigoureuse des normes et instruments communautaires tout au long des travaux des sites olympiques, depuis leur planification jusqu'à leur réalisation. M. Dimas était accompagné du professeur Valentino Castellani, président du TOROC, et du professeur Mercedes Bresso, présidente de la région du Piémont. La championne de ski de fond, Manuela Di Centa, qui a remporté deux médailles d'or, deux d'argent et trois de bronze aux JO d'hiver de 1992, 1994 et 1998, a également participé à cette conférence, en tant que représentante des athlètes au sein du Comité international olympique.

    [05] EU Solidarity Fund : Commission proposes €20.35 million of aid following flood disasters in Bulgaria

    Responding to a request from the Bulgarian authorities, the European Commission has proposed a grant from the European Union Solidarity Fund (EUSF) totalling €20.35 million to help to deal with the consequences of two flood disasters that severely hit the country in May and August 2005. As soon as there is an agreement by the Budget Authority (European Parliament and Council) the money will be used to reimburse the cost of emergency measures such as rescue services, the cleaning up of disaster stricken areas and the restoration of basic infrastructures to working condition.

    [06] La Commission accorde une aide humanitaire de €2,5 millions aux populations vulnérables du Yémen

    La Commission européenne a accordé une enveloppe de €2,5 millions dans le but de faire face à des besoins essentiels en eau salubre et en soins de santé dans les régions rurales du Yémen. Ce montant permettra de venir en aide aux populations les plus vulnérables, en particulier les enfants et les femmes. L'assistance passera par les services d'aide humanitaire de la Commission, qui sont placés sous l'autorité de Louis Michel, le commissaire chargé de la coopération au développement et de l'aide humanitaire.

    [07] Galileo : EU and the Republic of Korea seal their agreement

    Following exchanges that lasted for six months, negotiations on the Republic of Korea's participation in Europe's satellite radionavigation programme reached approval today. The agreement which paves the way for the country's active participation in the programme was initialled in Brussels by Heinz Hilbrecht, Director, representing the European Commission, and by Counsellor Choi Jong Hyun, representing the Republic of Korea. Welcoming the outcome of the negotiations, Vice-President Jacques Barrot in charge of transport declared: "After the successful launch of the first Galileo Giove- A satellite, this new agreement underlines, once again, the ever growing worldwide interest for the programme".

    [08] Joe Borg visits Germany

    The European Commissioner for Fisheries and Maritime Affairs, Joe Borg, arrives in Berlin this afternoon, where he will attend the opening of the International Green Week, an annual international exhibition for the food industries. The International Green Week was established in 1926 and attracts up to half a million visitors over 10 days. On Friday morning, Mr Borg will tour the exhibition, before departing for a lunch hosted by Federal Minister of Transport, Building and Urban Development Mr Wolfgang Tiefensee. Commissioner Borg and Mr Tiefensee will discuss the progress made to date with the preparation of the Green Paper on maritime policy. Mr Borg will underline the major contribution which Germany could make to the development of this consultation document, especially in those areas in which it is an acknowledged world leader, such as basic research, transport logistics and maritime financing. After lunch, Commissioner Borg will meet with Federal Minister of Food, Agriculture and Consumer Protection Horst Seehofer, with whom he will discuss a wide range of issues relating to the Common Fisheries Policy, including the forthcoming European Fisheries Fund, possible measures to help the sector tackle the economic crisis experienced by many fleets, the outcome of the TAC and quota discussions at the December Council, and the measures proposed by the Commission for the management of eel fishing. Other topics Mr Borg will touch on are the Commission's current thinking on discards of fish overboard and on Illegal, Unregulated and Unreported (IUU) fishing, the recently launched Action Plan for the simplification of the CFP, the evaluation of the Common Market Organisation which is currently underway, and the proposed new regime on autonomous tariff quotas.

    [09] Marché intérieur : la Commission publie son rapport sur les questions d'assurance automobile

    La Commission européenne a publié un rapport destiné au Parlement européen et au Conseil sur deux aspects relatifs à l'assurance automobile - les organismes d'indemnisation et l'assurance de responsabilité civile pour les remorques. S'appuyant sur les diverses consultations des Etats membres, de l'industrie et du public organisées en 2005 (voir IP/05/747), le rapport propose des solutions éventuelles pour l'amélioration de l'indemnisation des victimes d'accidents impliquant une remorque. Ces points pourraient être examinés lors de la refonte des directives sur l'assurance automobile en 2007-2008. Le rapport conclut également que les organismes d'indemnisation opèrent harmonieusement dans l'UE et qu'aucune révision majeure des directives sur l'assurance automobile n'est nécessaire à ce stade. Le rapport a été publié sous la forme d'un document de travail des services de la Commission.

    [10] Financial markets: third meeting of the Inter-institutional Monitoring Group

    The third meeting of the Inter-institutional Monitoring Group (IIMG) was held on 20 December 2005. At this meeting, the Monitoring Group heard from a number of stakeholders closely involved in the Lamfalussy process. The meeting also focused on the main aspects to be covered by the first interim IIMG report. The Monitoring Group was re-established in 2005 (see IP/05/1002) in order to assess the progress made on implementing the extended Lamfalussy process (see IP/02/195). It is composed of six independent experts.
