MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication09/12/05[01] EU company is world's largest investor in R&DA European company, Daimler-Chrysler, invests more in research and development than any company in the world. This is one of the findings of the second EU industrial R&D investment scoreboard, compiled and presented by the European Commission. The scoreboard, an analysis of industrial R&D investment trends based on corporate figures, shows that R&D investment among the top 700 EU companies grew slightly in the year to 1 August 2005 contrasting with the previous year, when spending went down. Nonetheless a wide investment gap remains in comparison with the top 700 companies outside the EU. The scoreboard shows EU companies are less present in industrial sectors which invest more than 5% of their sales in R&D, including sectors with the fastest growing R&D. At the same time, a survey of EU companies in last year's Scoreboard shows that they are positive about future R&D investment, expecting growth of about 6% per year and they have a clear preference for carrying out their research within Europe, in their home countries. Par ailleurs, la plupart des Etats membres semblent orienter leurs aides vers des objectifs horizontaux, notamment l'environnement. Par secteur, quelque €40 milliards d'aides ont été accordés au secteur manufacturier et à celui des services, 15 milliards à l'agriculture et à la pêche, 5,5 milliards à l'industrie houillère et un peu plus de 1 milliard aux transports (hors transport ferroviaire).[03] Commission approves acquisition of Helios Kliniken GmbH by Fresenius AGThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of Helios, an independent hospital operator active in Germany, by Fresenius, a multinational health company. L'opération n'entravera pas de manière significative une concurrence effective dans l'Espace économique européen ou dans une partie substantielle de celui-ci.[05] Avian influenza : ban on Ukrainian feathersA draft European Commission Decision to ban imports of untreated feathers from Ukraine, due to an outbreak of highly pathogenic avian influenza in the Crimea region, was backed by the Standing Committee on the Food Chain and Animal Health yesterday. It is to be noted that EU imports of live poultry and birds, eggs and poultry meat from Ukraine have never been authorised. No ban is therefore necessary for these products. Samples are being sent to the Community Reference Laboratory for Avian Influenza in Weybridge (UK) to determine whether it is the virus in the Ukraine is the virulent H5N1 strain. The Commission has offered further emergency technical assistance to Ukraine in tackling in the avian influenza outbreak.[06] Statement by Olli Rehn following arrest of war crime suspect Ante GotovinaThe European Enlargement Commissioner Olli Rehn welcomed on 8 December the news confirmed by the International Criminal Tribunal for the former Yugoslavia (ICTY) that war crime suspect Ante Gotovina has been arrested : "The arrest of Ante Gotovina is very good news. For reconciliation in the region of the Western Balkans and for ICTY to successfully accomplish its work, it is fundamentally important that all indictees are brought to justice. I urge the authorities in other countries, notably in Serbia and Montenegro and Bosnia and Herzegovina to step up their efforts and continue to work until full cooperation is reached and the remaining indictees, including Ratko Mladic and Radovan Karadzic are brought to The Hague."[07] Danuta Hübner pays a visit to HungaryThe new structural and cohesion funds will effectively transform the economies of the new Member States and deliver quality jobs and growth, noted today Regional Policy Commissioner Danuta Hübner, on her first official visit to Hungary. During her visit she will discuss how Hungary can best prepare to receive and make the most out of significant EU funds. Commissioner Hübner is meeting Minister of Finance János Veres, Minister responsible for European Affairs Etele Baráth, Minister of Economy and Transport János Kóka, Minister of Regional Development István Kolber and other officials responsible for the preparation for the use of the funds in the 2007-2013 period. She is also visiting project co-financed by the Structural and Cohesion Funds and opening a conference on 'Environment, Infrastructure & Urbanisation'.[08] Amérique latine : la Commission renouvelle sa stratégieLa Commission européenne propose aujourd'hui au Conseil et au Parlement européen une stratégie renouvelée visant à renforcer le partenariat stratégique entre l'Union européenne et l'Amérique latine. Dans la perspective du prochain Sommet UE-Amérique latine/Caraïbes, qui se tiendra à Vienne en mai 2006, la Commission analyse les défis actuels et émet des recommandations concrètes pour donner un nouvel élan à ce partenariat. Elle propose notamment d'intensifier le dialogue politique entre les deux régions, de stimuler les échanges économiques et commerciaux, d'encourager l'intégration régionale et la lutte contre les inégalités et d'adapter davantage sa politique de coopération et d'aide au développement aux réalités latino-américaines.[09] Centre d'information Galileo pour l'Amérique latine : la coopération entre l'UE et l'Amérique latine dans le domaine de la navigation par satellite s'intensifieCe 9 décembre 2005, le centre d'information Galileo pour l'Amérique latine a été inauguré à São José dos Campos, dans les environs de São Paulo (Brésil), en présence de personnalités du secteur public et du secteur privé de l'UE comme des pays partenaires d'Amérique latine. A cette occasion, M. Jacques Barrot, vice-président de la Commission européenne responsable des transports, a déclaré : "Lors du dernier sommet UE-Amérique latine, il a été décidé d'inscrire la navigation par satellite à notre ordre du jour commun. Il me semble que notre coopération dans le cadre de Galileo présente un potentiel immense. Le centre d'information contribuera, de manière très pratique, à intensifier nos relations scientifiques et industrielles dans ce secteur prometteur. Le centre d'information Galileo pour l'Amérique latine est le troisième centre de ce type. Les deux premiers centres ont été ouverts en Chine et dans la région méditerranéenne.[10] EU celebrates 25 years of cooperation with ASEANToday the European Union celebrates the 25th anniversary of the Cooperation Agreement with ASEAN, the Association of Southeast Asian Nations. Over the last twenty five years, there has been a strengthening of EU's relations with ASEAN and many concrete achievements. The EU's cooperation with ASEAN is comprehensive and covers political, economic and security challenges faced by both regions.[11] Third quarter 2005 compared to second quarter 2005 : production in the construction sector up by 0.2% in the euro-zone ; up by 0.1% in the EU25According to the first estimates released today by Eurostat, in the construction sector, seasonally adjusted production grew by 0.2% in the euro-zone and by 0.1% in the EU25 in the third quarter of 2005, compared to the previous quarter. In the second quarter of 2005, production rose by 2.0% in both the euro-zone and the EU25.
