[01] Evaluation du plan d'action pour les services financiers : la
Commission invite les parties intéressées à lui faire part de leurs
observations
La Commission européenne a publié la première partie de son évaluation
du plan d'action pour les services financiers (PASF) qui constitue la
première étape d'une analyse exhaustive de l'impact du plan. La première
partie de l'exercice porte essentiellement sur le processus d'adoption des
mesures énoncées dans le plan d'action. La Commission souhaite désormais
recevoir les avis de toutes les parties intéressées sur le déroulement
de ce processus d'adoption. Elle s'intéresse tout particulièrement aux
avis sur la manière dont le processus du PASF a été globalement perçu,
sur la consultation, sur le processus Lamfalussy et sur les enseignements
tirés du plan. La date limite pour l'envoi des observations a été fixée
au 31 janvier 2006.
[02] Bird flu - Commission earmarks €30 million for Asia
Concerns about avian influenza and the threat of a pandemic have to be
tackled not only within the EU, but by helping countries at risk to control
this disease at its source. The European Commission has earmarked up to
€30 million to assist Asian partners face up to this challenge in 2006.
The allocation of the money will be decided as soon as there has been an
international evaluation of medium and long term needs. The forthcoming
international Partners meeting on Avian and Human Pandemic Influenza in
Geneva (7-9 November) will provide an important opportunity to assess and
identify what international financial assistance is required to support
country and regional plans, particularly in Asia.
[03] La Commission alloue un montant additionnel de €5 millions aux
victimes de la tempête tropicale Stan au Salvador et au Guatemala
La Commission européenne a adopté une deuxième décision d'aide
humanitaire d'urgence, dotée de €4 millions, en faveur des victimes des
inondations et des glissements de terrain survenus au Guatemala et au
Salvador. Ces fonds s'ajoutent au montant de €1,7 million que la
Commission a déjà décidé d'octroyer le 6 octobre 2005. L'aide
supplémentaire ainsi allouée contribuera à satisfaire les besoins les
plus urgents de 30.000 familles touchées en ce qui concerne l'eau et les
équipements sanitaires, la sécurité alimentaire, la santé,
l'hébergement transitoire, les articles non alimentaires et la gestion de
l'information. Les ressources en cause seront acheminées par le service
d'aide humanitaire de la Commission (ECHO), qui relève de la compétence
du Commissaire Louis Michel.
[04] Benita Ferrero-Waldner to visit Moscow on 9 November
The European Commissioner for External Relations and Neighbourhood Policy,
Benita Ferrero-Waldner, will participate in an EU-Russia Foreign Ministers'
Troika in Moscow on 9 November together with UK Foreign Secretary Jack
Straw and EU High Representative for Foreign and Security Policy Javier
Solana. The meeting is expected to focus on EU-Russia relations and
international issues including Belarus, Uzbekistan, Moldova, Iran and the
Middle East Peace Process. The Commissioner will hold bilateral talks with
Presidential Aide, Sergey Yastrzhembsky on future cooperation on
Kaliningrad. She will also sign a Memorandum of Understanding on the
setting up of the European Studies Institute in Moscow.
[05] EU-China talks focus on Doha, market access, intellectual property
rights
Chinese Trade Minister Bo Xilai met with European Commissioners for Trade
Peter Mandelson and for External Relations and European Neighbourhood
Policy Benita Ferrero-Waldner in Brussels on 4 November. In bilateral
meetings and a formal sitting of the EC-China Economic and Trade Joint
Committee, the Commission and Chinese representatives discussed all aspects
of the ever-increasing relationship between China and the EU, with
particular attention to economic and trade matters. Talks focused on
intensive cooperation between the Commission and China in the twenty
ongoing technical 'dialogues' in areas ranging from the environment and
energy to education and intellectual property rights. Talks with
Commissioner Mandelson focussed on the Doha Round ; market access for EU
businesses in China ; the protection of intellectual property rights in
China and China's progress towards Market Economy Status.
[06] Public procurement : EU and China strengthen cooperation
The European Commission and the Chinese Ministry of Finance have agreed to
set up a regulatory dialogue on government procurement. This was confirmed
on 2 November 2005 in Beijing by the signature of an exchange of letters
between Alexander Schaub, Director General of Internal Market and Services
at the European Commission, and Assistant Minister Zhang Hongli of the
Chinese Ministry of Finance.
[07] Le Comité Economique et Social et la Commission européenne
travaillent ensemble à améliorer le dialogue sur les politiques de l'Union
européenne
José Manuel Barroso, Président de la Commission européenne, et Anne-
Marie Sigmund, Présidente du Comité Economique et Social, ont signé ce 7
novembre 2005, un nouveau Protocole de coopération entre les deux
institutions. Le nouveau Protocole permet une collaboration plus étroite
pour une meilleure communication et un dialogue avec la société civile.
Par ailleurs, il vise au renforcement de la coordination des priorités
communes, et à l'amélioration du suivi des avis du Comité par la
Commission. Mme Sigmund a déclaré que les objectifs du Protocole "sont le
signe d'une nouvelle culture de dialogue et de débat avec la société
civile et du développement de la démocratie participative ". Margot
Wallström, vice-Présidente de la Commission responsable des relations
institutionnelles, a ajouté : "J'espère que le Comité jouera un rôle
actif dans les efforts de notre Commission pour injecter plus de dialogue
et de débat dans l'UE. Le Comité a de nombreux avantages dans ce
contexte: un réseau impressionnant de contacts avec la société civile Ã
travers toute l'UE, l'expérience institutionnelle pour connecter Bruxelles
à des partenaires dans les Etats membres et un engagement de longue date
pour créer un véritable débat européen."
[08] Commission and UN hold Conference to promote gender equality and
eradicate poverty through Development policy
The European Commission and the UN Development Fund for Women (UNIFEM) will
hold a conference, from 9 to 11 November 2005 in Brussels, to assess the
effects of development cooperation on efforts to promote gender equality
and to eradicate poverty. The conference is being organised as a follow-up
to three important events in 2005 that have linked commitments to gender
equality with Millennium Development Goals : the 10-year review of the
Beijing Platform for Action, the adoption of the Paris Declaration on Aid
Effectiveness and the 2005 UN Summit. Journalists are invited to a press
briefing at the Renaissance Hotel in Brussels at 13h00 on Thursday 10
November by Lieve Fransen, Head of Unit for Human and Social Development
and Gender Equality at DG Development and Noeleen Heyzer, Executive
