MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Général Presse etbCommunication14/10/05[01] José Manuel Barroso meets US President Bush at the White HouseThe European Commission President José Manuel Barroso will meet US President George W. Bush on 18 October at the White House, the first such bilateral meeting in the White House for many years. They will discuss the WTO Doha Round, the deepening of transatlantic economic integration and the promotion of democracy in the world. President Barroso will be accompanied by Commissioner for External Relations and Neighbourhood Policy, Benita Ferrero-Waldner. Vice-President Dick Cheney and Secretary of State Condoleezza Rice will also attend the meeting. President Barroso will also deliver a keynote speech and inaugurate the EU Centre of Excellence at the School of Advanced International Studies of Johns Hopkins University.[02] Avian flu : meeting of the Standing Committee on the Food Chain and Animal HealthThe Standing Committee on the Food Chain and Animal Health (SCFCAH) is meeting today from 10h30 until 18h30 at the Centre Borschette. The Committee is expected to approve the Commission proposal on preventive measures announced by Commissioner Kyprianou, which includes a requirement for Member States to reduce the possible risk of contact between wild birds from poultry in high risk areas such as wetlands or other areas known to be frequented by migratory birds. Each Member State will define which areas are at risk and apply the necessary measures to separate wild birds from poultry. Where necessary, this could include keeping poultry indoors in high risk areas. The Commission will need to be informed on the way that Member States apply the preventive measures. The criteria and risk factors to be considered are still being discussed with the Member States in the SCFCAH and will be further developed today when experts on migratory routes, wild birds and hunting will be attending the SCFCAH. Once approved by the SCFCAH, formal adoption of the decision by the Commission will then take some days. Regarding the further tests on the samples from Romania, the dispatch of the samples to the Community Reference Laboratory has been delayed due to customs procedures which come into play for the transport of 'dangerous material'. The samples are now expected to arrive at the Community Reference Laboratory late on Friday and so results can only be expected by Saturday afternoon, not before. L'objectif fondamental est de réduire le risque d’accident dû à des dysfonctionnements ainsi que de renforcer la protection des consommateurs en éliminant les articles pyrotechniques de qualité insuffisante du marché de l'UE.[04] Car taxation : infringement procedure against HungaryThe European Commission has decided to send Hungary a formal request for information concerning the taxation rules that Hungary applies on the registration of second-hand cars brought into Hungary from other EU Member States. The rules are applied in a way that may breach the EC Treaty provisions on equal treatment of domestic products and those of other Member States. The request to Hungary is in the form of a "letter of formal notice", the first stage of the infringement procedure laid down in Article 226 of the EC Treaty. If the Commission does not receive satisfactory responses from the Member State, it may proceed with the second stage of the said procedure and ultimately bring the case before the Court of Justice.[05] Joe Borg visits FinlandThe European Commissioner for Fisheries and Maritime Affairs, Joe Borg, will travel from Sweden to Finland this afternoon, where he will begin his visit by meeting with the Prime Minister, Mr Matti Vanhanen. Their exchange will focus on progress with the Commission's Green Paper on Maritime Policy, state aid schemes and the implementation of the Baltic drift net ban. Commissioner Borg will then meet with the Minister of Agriculture and Forestry, Mr Juha Korkeaoja. Additional topics to be discussed, will include support for inland fisheries and other projects under the future European Fisheries Fund, the Commission's proposal for new rules on fish health, and the eel management measures proposed last week. On Friday morning, Commissioner Borg will have meetings with the Director of the Finnish Ship Owners' Association, Mr Mika Nykanen, and with industry representatives. As well as listening to the sector’s views, the Commissioner will welcome Finland's contribution to the setting up of the Baltic Regional Advisory Council, and will encourage the industry to participate actively in this important new forum.
