[01] Council formally adopts Commission recommendations on correction of
Portuguese budget deficit
The European Council of Ministers today agreed formally the European
Commission recommendations regarding the correction of the Portuguese
budget deficit. On 20 July, the Commission concluded that Portugal would
have an excessive deficit this year and made recommendations for its
correction by the end of 2008. Meeting in Manchester earlier this month
during an informal Council, Finance Ministers gave their political
endorsement to the Commission's analysis and recommendations. The formal
approval was granted as an 'A' (non-discussion) point today at the start of
the second day of the Agriculture Council. As a result, the Portuguese
government has until 19 March to take effective action in order to comply
with the recommendations.

La Commission européenne a autorisé, en vertu du règlement CE sur les
concentrations, la création d'une entreprise commune entre la société
allemande HeidelbergCement AG, agissant par l'intermédiaire de sa filiale
belge Inter-Beton NV (Inter-Beton), et la société néerlandaise De Hoop
Terneuzen BV, par le biais de l'acquisition du contrôle conjoint sur la
société belge Mermans Beton N.V. L'enquête de la Commission a montré
que le projet d'opération n'entravera pas de manière significative une
concurrence effective dans l'Espace Economique Européen ou dans une partie
substantielle de celui-ci.
[03] Commission clears acquisition of Panrico by Apax
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Panrico S.A. of Spain by
Apax Europe (Apax) of Guernsey, the Channel Islands. Apax is active in
private equity investments. Panrico is primarily active in the production
of packaged fresh bread, sandwiches and baked goods, as well as frozen
bread and bakery products. The operation was examined under the simplified
merger review procedure.
[04] Commission clears acquisition of LC by SCM
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Leman Commodities S.A.
(LC) of Switzerland by System Capital Management (SCM) of the Ukraine,
through its subsidiary Metinvest B.V. (MIBV) of the Netherlands. SCM is
primarily active in steel production. It is also active in the areas of
telecommunications, energy generation, shipping, finance, insurance and
breweries. LC trades in iron-ore material and steel products through a
network of local subdivisions in various parts of the world, including the
Russian Federation, Turkey, China, Singapore, Lebanon, Nigeria, the
Dominican Republic and Italy. The operation was examined under the
simplified merger review procedure.

La Commission ouvre une consultation publique
La Commission européenne a lancé aujourd'hui une consultation publique
sur la manière de renforcer la compétitivité de l'édition dans
l'économie de plus en plus numérisée de l'UE. Les résultats de cette
consultation, attendus pour la mi-novembre 2005, aideront les décideurs de
l'UE à mieux comprendre les besoins du secteur de l'édition en Europe et
les défis qu'il doit relever. Dès vendredi prochain, les principaux
éditeurs de huit journaux et périodiques européens venant d'Autriche, du
Danemark, de la Lituanie, du Luxembourg, de Malte, des Pays-Bas, de
l'Espagne et du Royaume-Uni se réuniront à Bruxelles à l'invitation de Mme
Viviane Reding, membre de la Commission, pour examiner comment la presse
écrite européenne traite les défis et les possibilités résultant de
la publication en ligne, de la numérisation et de la concurrence
croissante sur les marchés de la publicité. Les résultats de la
consultation seront présentés lors d'une réunion générale des
éditeurs, le 6 décembre, à Bruxelles.
[06] EU to sign first joint political declaration with Iraq
The EU and Iraq will sign a joint political declaration on 21 September in
the margins of the UN General Assembly in New York. This will be a
significant milestone in the development of EU-Iraq relations and will set
the framework for a comprehensive dialogue covering a wide range of
political issues. The Commissioner for External Relations and European
Neighbourhood Policy, Benita Ferrero-Waldner, hailed the new declaration,
saying : "The signing of this declaration will be a major step towards
closer partnership between Europe and Iraq. It will pave the way for a
Cooperation Agreement between us to cover a wide range of trade and
development issues." She added : "In discussions with Foreign Minister
Zebari here in New York, I have made clear that the European Commission
remains deeply committed to supporting Iraq's political and economic
reconstruction, and I have confirmed that preparations are under way for
the opening of a Commission Delegation office in Baghdad."
[07] Une Europe élargie pour les transports : 26 pays voisins de l'UE
envoient des projets prioritaires au groupe à haut niveau
Le Vice-Président de la Commission européenne, Jacques Barrot,
responsable des transports, a demandé à Loyola de Palacio, ancienne Vice-
Présidente de la Commission, de présider un groupe à haut niveau chargé
d'identifier et de développer des connexions prioritaires entre les
principaux axes de transport transeuropéens et les différentes régions
voisines de l'Union européenne. Composé de représentants de tous les
pays de l'UE et des pays voisins, ainsi que des institutions de financement
internationales, le groupe à haut niveau a tenu une réunion plénière Ã
Bruxelles, les 19-20 septembre, afin d'examiner les projets prioritaires
envoyés par 26 pays en vue de leur connexion au réseau transeuropéen,
avec la participation des 25 Etats membres ainsi que de la Roumanie et de
la Bulgarie. "Il s'agit d'une avancée très importante qui constitue le
résultat de discussions approfondies depuis octobre 2004", a déclaré
Loyola de Palacio. "Sur cette base, nous seront en mesure de définir les
principaux axes à développer afin de faciliter l'accroissement des
échanges et de garantir la sécurité du commerce entre l'UE et ses
voisins". Le Vice-Président Jacques Barrot a demandé au groupe à haut
niveau d'achever ses travaux et de soumettre un rapport final à l'automne
2005.
[08] Climate change : Stavros Dimas to attend informal ministerial
roundtable in Canada
Building a common understanding on future global action against climate
change will be the focus of an informal ministerial roundtable organised by
the Canadian Government 23-24 Sept. 2005 in Ottawa. The European
Environment Commissioner Stavros Dimas intends to gauge the positions of
international partners, present EU views on key issues in the debate on
future action, and help build momentum for more formal discussions at the
UN climate change conference in Montreal in Nov./Dec. 2005. On his first
visit to Canada, Mr Dimas will also discuss wider EU-Canada environmental
cooperation with Canadian Environment Minister Stéphane Dion.
