MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication15/09/05[01] La Commission adopte deux propositions afin de rendre plus aisé le transit des ressortissants de pays tiers soumis l'obligation de visaLa Commission européenne a adopté fin août deux propositions de décision du Parlement européen et du Conseil instaurant un régime simplifié de contrôle des personnes aux frontières extérieures pour les ressortissants de pays tiers soumis l'obligation de visa, fondé sur la reconnaissance unilatérale de certains types de documents. Le régime de reconnaissance sera limité aux fins de transit par le territoire des Etats membres. Les propositions concernent notamment la reconnaissance unilatérale : a) par les nouveaux Etats membres des visas et des permis de séjour établis par les Etats Schengen et des documents similaires délivrés par les autres nouveaux Etats membres ; ce régime devrait être mis en œuvre pendant la période transitoire jusqu' la pleine intégration des nouveaux Etats membres dans l'espace Schengen ; b) par les Etats membres de certains titres de séjour délivrés par la Suisse et le Liechtenstein.[02] Commission proposes negotiations with Ukraine on short-stay Schengen visasThe European Commission has adopted a recommendation to the Council in order to authorize to open negotiations between the European Community and Ukraine for the conclusion of an agreement on the facilitation of issuance of short-stay visas. The scope of the agreement will be limited to short- stay visas, envisaged for no longer than three months in the Schengen territory. It is expected to cover in particular arrangements on visa fees, definition of short standard duration for processing visa applications, simplification of documentary evidence to be presented in order to obtain a visa and definition of criteria for issuing multiple-entry visas for some categories of persons.[03] La Commission s'attaque au problème de la capacité des aéroportsSelon les prévisions, les aéroports européens, de plus en plus engorgés, ne seront plus en mesure de satisfaire une partie de la demande de trafic aérien au cours des prochaines années. La Commission européenne étudie par conséquent les mesures qui permettraient de faire face au manque de capacité actuel et futur des aéroports. Dans cette optique, elle a lancé un document de consultation concernant la capacité, l'efficacité et la sécurité des aéroports qu'elle adresse aux compagnies aériennes, aux aéroports, aux fournisseurs de services de navigation aérienne et tous les autres intervenants du secteur du transport aérien. "Nous nous occupons de la gestion du trafic aérien et du ciel unique européen pour accroître la capacité aérienne. Mais si nous ne nous attaquons pas au problème des aéroports, cet effort sera vain", a déclaré Jacques Barrot, vice-président de la Commission chargé des transports. Il a ajouté que "nous devons la fois organiser la construction de nouveaux aéroports et mettre tout en œuvre pour mieux utiliser les infrastructures existantes".[04] Commission calls for coordinated action to make information and communication technologies more accessible for citizensCoordinated action by EU Member States is needed to make information and communication technologies (ICTs) more accessible to all, and particularly to people with disabilities and some older persons, said the European Commission today. In a Communication on "Electronic Accessibility" (eAccessibility), adopted today, the Commission calls upon Member States to do more to promote EU e-Accessibility initiatives in a concerted approach and to encourage uptake by industry. Under the accord, the US administration will make a proposal to Congress to change the status of EU wine names such as Burgundy, Champagne, Chablis, Chianti, Madeira, Malaga, Port, Sherry and Tokay currently considered semi-generic terms in the US, and limit their use in the US. The US will also exempt the EU from its new certification requirements, accept the main principles of EU labelling rules and pledge to seek to resolve any bilateral issues concerning trade in wine through informal bilateral consultations rather than through dispute settlement mechanisms. The two sides have also undertaken to build on the agreement by starting to negotiate a more ambitious second-phase accord 90 days after the entry into force of this agreement.[07] EU and China link up to promote the knowledge-based bio-economyA conference in Brussels today examines Europe's development towards a modern knowledge-based bio-economy, with contributions from industry representatives, academia and civil society, as well as European and national representatives. A conference on the same issue takes place at the same time in Beijing, and European Commissioner for Science and Research, Janez Potočnik and his Chinese counterpart, Xu Guanhua, Minister of Science and Technology of the People's Republic of China, will deliver a joint message to both conferences, highlighting the importance of this sector for the future.
