[01] Le Président José Manuel Barroso participera la commémoration du
25e anniversaire du syndicat Solidarnosc en Pologne.
Le Président de la Commission européenne José Manuel Barroso
célébrera en Pologne, Varsovie et Gdansk, les 30 et 31 août
prochains, le 25ème anniversaire de la création du premier syndicat
indépendant d’Europe de l’Est : Solidarnosc. Il soulignera cette
occasion les vertus de la solidarité pour le continent européen. Le
Président Barroso rendra un hommage appuyé aux Polonais qui ont su ouvrir,
de manière pacifique, voil 25 ans, la voie du changement démocratique en
Europe de l’Est. Au cours de sa première journée, le Président Barroso
participera, Varsovie, une conférence intitulée « De solidarité
la liberté » en présence des nombreuses personnalités du monde
intellectuel et politique. En conclusion de cette conférence le Président
reviendra sur l’importance de la solidarité comme fondement de
l’intégration européenne. La Commissaire Danuta Hübner participera
également cette commémoration.
[02] The European Commission has appointed a new Head of Representation in
Portugal
The new Head of Representation will be Ms Margarida Marques. She will take
up her duties as of 1st September. The appointment comes at a very
important time, shortly after the adoption by the Commission of the
Communication Action Plan on 20 July, proposed by Vice President Margot
Wallström. Representations are given a key role in implementation of the
Plan.

[03] Statement by Benita Ferrero-Waldner on the Iraqi draft Constitution
Le Following the presentation to the Iraqi Transitional National Assembly
of the draft constitution, Commissioner for External Relations and European
Neighbourhood Policy Benita Ferrero-Waldner said: “The political
representatives of Iraq have made great efforts to find a common framework
to accommodate the interests and aspirations of all parts of Iraqi society.
Now the Iraqi people will have their say on the constitution. I hope they
will make full use of their democratic rights and I invite all communities
to promote an active debate across the broad spectrum of Iraqi society
ahead of the referendum. The European Commission will continue to support
efforts to reach out to all Iraqis”. Preparation for the October
referendum will very much rely on effective outreach and awareness building
among Iraqis. European expertise will be mobilised for these crucial
activities. The European Commission is providing €20 million in support
for the Iraqi constitutional process, including preparation for the
constitutional referendum. This funding covers provision of European
experts, outreach activities, media and information campaigns, civic
education and promotion of public debate. The funds are channelled via the
United Nations, which, with Iraq, is coordinating international support for
the Constitution. The Iraq International Conference which took place in
Brussels last June confirmed the importance of pursuing the political
process with the drafting and approval of a constitution and the holding of
new elections in December as provided for in the UNSCR 1546 and the
Transitional Administrative Law.
[04] Commission stands ready to provide financial assistance to help
Members States cope with the consequences of this summer’s natural
disasters
The European Commission is following closely the evolution of the floods
and the fires currently affecting Europe and stands ready to examine any
request for financial assistance under the European Union Solidarity Fund.
The Commission is currently processing two requests from Bulgaria and
Romania following the Spring floods in the two countries and is in contact
with a number of other countries with a view to expected similar requests
regarding the most recent natural disasters.
