Cette année doit permettre de sensibiliser aux avantages du travail à l'étranger ou d'un nouvel emploi, et de les faire mieux comprendre. Il s'agit de la première année européenne axée à la fois sur des questions de mobilité et de travail.[02] Franco Frattini and Luc Frieden visit the External Borders Agency (Frontex) in Warsaw(! embargo 15h00 !) Vice President of the European Commission Franco Frattini, responsible for Justice, Freedom and Security, and Luxembourg Justice minister Luc Frieden, on behalf of the EU Presidency, are in Poland today for a visit to the European Agency for the Management of Operational Cooperation at the External Borders of the Member States (FRONTEX Agency). After an excursion to the Eastern border of Poland and of the European union, at the Korczowa crossing point, Mr Frattini and Mr Frieden jointly inaugurated the Agency by addressing the second meeting of the Management Board of the Agency.[03] Une Agence de l'Union européenne pour la protection et la promotion des droits fondamentaux(! embargo 15h00 !) The Commission examined the operation carefully and did not identify any serious threat to competition in the EEA or any significant part of it.[05] Commission approves acquisition of car battery producer Delphi SLI by Johnson Controls and BoschThe European Commission has approved under the EU Merger Regulation the proposed acquisition of Delphi’s car starter battery business by VB, the automotive battery joint venture of Johnson Controls and Bosch. The transaction does not raise competition concerns in the EEA or any significant part of it as other large and capable players compete in the market.[06] June 2005 : Business Climate Indicator in the euro area rises for the first time in 2005In June, the Business Climate Indicator (BCI) for the euro area rose slightly by 0.08 points to reach -0.29 points, ending the decline which had started at the beginning of the year. The positive development of the BCI in June is explained by the improvement of industry managers' assessment of production in the months ahead and of stocks of finished products. Managers' opinions on the production in recent months and on total order books remained unchanged, while their views on export order books worsened.[07] June 2005 : slight improvement of economic sentiment in the euro area, decline in the EUBusiness and consumers surveys for June suggest a bottoming out of economic sentiment. In the euro area, the economic sentiment indicator (ESI) rose slightly by 0.2 points, following its almost uninterrupted decline since October of last year. In the EU, the ESI fell slightly by 0.3 points ; but the rate of decline observed since April is continuing to slow.[08] EU curbs trade of torture equipmentFor the first time the EU is banning trade in goods that have no use other than for capital punishment or torture. Strict controls will also be imposed on multiple-use goods which could be used to inflict torture or other cruel, inhuman or degrading treatment or punishment. These measures are part of a groundbreaking trade Regulation proposed by the European Commission and agreed by the 25 Member States. The new rules reflect the EU's unequivocal rejection of torture and the death penalty.[09] Tobacco control goes global : EU ratifies WHO Framework Convention on Tobacco ControlThe European Union today completed its ratification of the Framework Convention on Tobacco Control (FCTC) when Luxembourg's Ambassador to the UN formally deposited the EU's ratification documents with the UN secretariat in New York. The FCTC is the first ever international treaty on health. It commits countries world-wide to act to reduce the toll of death and disease caused by smoking. The ratification clears the way for the EU to lead preparations for the Conference of Parties due to start as early as February 2006. Commenting on the EU's ratification of the FCTC Markos Kyprianou, European Commissioner for Health and Consumer Protection, said : "The EU and its Member States played a leading role in negotiating this treaty, so it is right that we should lead the way in ratifying it. The first such meeting was held in Bishkek (Kyrgyzstan) on 9 December 2004. "The organization of this meeting reflects the EU's commitment to promoting prosperity and stability in Central Asia," she said. "This important region is at a sensitive moment in its development and I hope we can play our part in supporting positive development." The 5 Central Asian countries represented - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan - welcomed the EU's initiative and agreed to continue discussions on issues of common interest such as the fight against terrorism, drugs and human trafficking as well as on environment, trade and economic cooperation.
