[01] Les contributions au budget de l'UE encore réduites
Les contributions des Etats membres au budget de l'UE pour 2005 seront une
nouvelle fois réduites, cette fois de 526 millions d'€. C'est la
deuxième fois cette année que la Commission européenne adapte la
baisse le montant des contributions des Etats membres. Cette modification
est principalement liée la publication de nouvelles données
économiques et un excédent du Fonds de garantie des actions
extérieures provenant du dernier exercice. Dans un nouveau budget modifié,
la Commission propose des changements importants pour les Etats membres, et
notamment pour le Royaume-Uni (€909 millions) et l'Allemagne (€320
millions). Au début du mois de mai, la Commission a proposé de réduire
de €2.737 millions le montant des contributions des Etats membres en
raison d'un excédent du budget 2004. Si l'on ajoute la proposition
d'aujourd'hui, c'est la contribution de la plupart des Etats membres qui
sera réduite.
[02] Slovak storms - new aid on the table
Slovakia is to receive help from the EU's Solidarity Fund for severe storm
damage suffered in November 2004, when bad weather wreaked havoc in the
country. Following a Slovak request for such funding in January 2005, the
European Commission has proposed €5.67 million to help with the costs of
reconstruction.
[03] Commission to market test new proposals from Microsoft on
interoperability
The European Commission is to market test new proposals it has received
from Microsoft outlining how the company intends to implement the European
Commission's March 2004 Decision in the field of interoperability (see
IP/04/382). The Decision required Microsoft to disclose complete and
accurate interface documentation which would allow non-Microsoft work group
servers to achieve full interoperability with Windows PCs and servers. The
Commission is putting Microsoft's proposals to industry in order to assess
them in full. Subject to the results of this market test, work group server
developers interested in receiving interoperability information from
Microsoft will be able to develop and sell their products on a global
basis. Microsoft has also recognised the need to enhance the options
available to recipients by creating a range of packages of information from
which they can choose according to their needs. Furthermore, there will be
a category of interoperability information that will be disclosed royalty-
free. The Commission remains committed to ensuring that in due course it
will become possible to use certain interoperability information from
Microsoft in software products distributed under an open source licence.
[04] Commission clears car distribution joint venture between
DaimlerChrysler and MAV
The European Commission has cleared under the EU Merger Regulation a joint
venture between DaimlerChrysler AG of Germany and MB-Automobilvertriebs-
gesellschaft (MAV) of Austria for the distribution of cars and spare parts
on the Hungarian market. The Commission concluded that the transaction will
not significantly impede effective competition in the EEA or any
substantial part of it.
[05] Déclaration de Benita Ferrero-Waldner et Franco Frattini sur le vote
favorable du peuple suisse sur l'accord d'association l'Espace Schengen
"Au nom de la Commission européenne, nous accueillons favorablement la
décision démocratique des citoyennes et des citoyens suisses d'accepter
l'accord d'association de leur pays l'espace Schengen. La participation
de la Suisse dans Schengen va renforcer l'espace de libre circulation de
personnes sans contrôles internes aux frontières avec l'Europe. D'une
part, la libre circulation va évidemment être facilitée, d'autre part,
la coopération dans le cadre de la sécurité pourra être renforcée. De
plus, l'accord d’association sur l'acquis « Dublin » facilitera la
coopération dans l'examen de demandes d'asile. La ratification de ces
accords d'association est un pas important dans les relations entre la
Suisse et l'Union européenne. Nous espérons que, lors du référendum du
25 septembre, le peuple suisse s'exprimera également en faveur de
l'extension de l'accord sur la libre circulation de personnes suite
l'élargissement de l'Union l'année passée."
[06] "Turn a crisis into an opportunity" says Commission President José
Manuel Barroso
On 4 June, the President of the European Commission, José Manuel Barroso,
gave a keynote speech on the future of Europe at the celebrations for the
fiftieth anniversary of the Messina Conference. On 1 and 2 June 1955, the
foreign ministers of the six Member States of the Coal and Steel Community
(ECSC) decided to relaunch European integration after the breakdown of the
European Defence Community (EDC) in August 1954, creating a common market
and a nuclear-field union. In his speech, President Barroso appealed to EU
leaders to give the kind of leadership which we saw in Messina 50 years
ago. Leaders of the time - faced with what was seen as a crisis - responded
in a way which re-launched Europe and made it stronger and more capable of
effectively responding to citizens concerns. The President said : "If the
current heads of State and government show the kind of leadership which we
saw in Messina in 1955, the prospects for the future are promising and we
can turn a crisis into an opportunity. I would like to appeal here today
for us to regroup around European values, to seek to build a dynamic
consensus for a Europe which is able to adapt to the new challenges of
globalisation."
[07] Markos Kyprianou se félicite de l'accord intervenu sur les
allégations de santé
Le Commissaire européen en charge de la santé et de la protection des
consommateurs, M. Markos Kyprianou, a salué l'accord politique unanime qui
est intervenu le 3 juin lors du Conseil Santé au sujet d'une proposition
de règlement sur les allégations de santé et de nutrition. Les ministres
ont notamment approuvé une série de règles harmonisées concernant le
recours des allégations de cette nature pour des denrées alimentaires
partir de profils nutritionnels. Ils ont également accepté que les
allégations de prévention de maladies ne soient autorisées que sur la
base de preuves scientifiques.
[08] Danuta Hübner promeut la valeur ajoutée de l'Objectif 2 en France
Danuta Hübner, Commissaire européenne en charge de la politique
régionale, se rend le 6 juin Bordeaux. A l'invitation de M. Alain
Rousset, président de l'Association des Régions de France (ARE), elle
participera le matin un séminaire sur les "Perspectives financières et
la politique de cohésion pour la période 2007-2013". Elle visitera
pendant l'après-midi des projets régionaux cofinancés par les fonds
structurels. Une rencontre avec M. Alain Gehin, préfet de région, est
régalement prévue au programme.
[09] Nouvelle initiative de l'UE pour promouvoir l'intérêt du public pour
les chercheurs et leurs travaux
Le 8 juin aura lieu le lancement d'une initiative européenne intitulée
"Les chercheurs en Europe en 2005". Cette initiative vise mieux
sensibiliser le public la vie et aux carrières passionnantes des
chercheurs, qui sont des gens comme tout le monde, mais animés d'une
passion pour la science, et sans lesquels le progrès serait impossible.
Toutes sortes d'activités auront lieu entre juin et novembre 2005 pour
faire mieux comprendre au public l’importance du rôle que jouent les
chercheurs et attirer les jeunes dans des carrières scientifiques. Il y
aura des journées portes ouvertes, des expositions et des représentations
théâtrales. Le clou sera la nuit des chercheurs européens, le 23
septembre, au cours de laquelle toutes sortes d'événements auront lieu
simultanément dans des villes et des régions dans toute l'Europe. M.
Potočnik, membre de la Commission européenne, et M. Biltgen, ministre
luxembourgeois de la recherche, assisteront au lancement de l'initiative.
[10] Commission outlines EU negotiation principles for the World Summit on
the Information Society in Tunis
Preparations for the second World Summit on the Information Society (WSIS)
in Tunis (16-18 November 2005) have entered a crucial phase. This summit
should reach an international consensus on two key unresolved issues from
the first phase : Internet governance and financial mechanisms for bridging
the digital divide between developed and developing countries. The European
Commission has now adopted a communication outlining the EU's priorities
for the Tunis meeting. To promote an Information Society for all,
respectful of human rights and of freedom of expression and cultural and
linguistic diversity, the EU wishes to preserve and strengthen the sound
foundations laid during the first summit in Geneva.
