[01] Simplification et efficacité accrue pour le financement de la PAC
Le Conseil des ministres de l'Agriculture est parvenu à un accord politique
sur un règlement modifiant en profondeur le mode de financement de la
politique agricole commune à compter de 2007. Le financement de la PAC sera
très sensiblement simplifié grâce au regroupement des différentes
réglementations existantes en un seul règlement. Le nouveau système
renforcera et modernisera la gestion et le contrôle des finances de la PAC
et resserrera la discipline budgétaire. Il améliorera également les
possibilités de recouvrement des fonds communautaires indûment
dépensés. Le nouveau règlement met en place deux Fonds qui appliqueront
dans la mesure du possible les mêmes règles : le Fonds européen agricole
de garantie (FEAGA) et le Fonds européen agricole pour le développement
rural (FEADR).
[02] Commission proposes legislation to improve welfare of broiler chickens
The European Commission has adopted a proposal for a Directive on the
protection of chickens kept for meat production (broilers). Scientific
studies have revealed serious health and welfare shortcomings in the
intensive farming of chickens. The legislation came as a response to the
long-standing appeal of Member States and citizens for the Commission to
take action in this area.
[03] Commission clears aquisition of Polyconcept by the Investcorp group
The European Commission has granted clearance under the EU merger
regulation to the acquisition of sole control of Polyconcept Holding B.V.
('Polyconcept’, the Netherlands) by Metropolitan Management B.V.
(‘Metropolitan’, the Netherlands), belonging to the Investcorp group.
Metropolitan/Investcorp is an international group active in investment
transactions and global asset management. Polyconcept is developing,
sourcing, marketing and distributing promotional and lifestyle products
(such as pens, lighters, watches, bags, audio products and telephones). The
case was examined under the simplified merger review procedure.
[04] Commission clears acquisition of Outokumpu Copper Products Oy
The European Commission has granted clearance under the EU merger
regulation to the acquisition of sole control of of Outokumpu Copper
Products Oy (‘OCP’, Finland), currently controlled by Outokumpu Oyj
(Finland), by Nordic Capital V L.P.(‘Nordic Capital’, Jersey). OCP is a
global manufacturer of fabricated copper products. Nordic Capital funds is
active as private equity fund manager. The case was examined under the
simplified merger review procedure.
[05] Marchés des réseaux téléphoniques mobiles : la Commission salue la
décision du régulateur français d'approfondir son analyse du marché
La Commission européenne a reçu, le 30 mai, une communication de l'ARCEP,
le régulateur français des communications électroniques, selon laquelle
elle décide de continuer à surveiller le marché français de l'accès et
du départ d'appel sur les réseaux téléphoniques publics mobiles.
L'ARCEP souhaite ainsi réévaluer son analyse à la lumière des
développements récents du marché et vérifier si les contrats d'accès
au réseau pour les opérateurs mobiles virtuels ("MVNO") récemment
conclus sont de nature à animer significativement le marché de gros et de
détail et accroître la concurrence entre prestataires des services. Dans
ces conditions, l'ARCEP retire son projet de décision portant sur
l'analyse du marché de gros de l'accès et du départ d'appel mobile.
[06] Répondre aux préoccupations des jeunes en Europe : la Commission
adopte une Communication sur les politiques en faveur de la jeunesse
La Commission européenne a adopté une Communication sur les "politiques
européennes à l'égard des jeunes". Ce texte s'inscrit dans le
prolongement du Pacte européen pour la jeunesse adopté par le Conseil
européen en mars 2005, qui donnait aux jeunes une place essentielle dans
le partenariat de Lisbonne renouvelé pour la croissance et l'emploi et qui
proposait de mener une action en leur faveur dans les domaines de l'emploi,
de l'intégration et de la promotion sociale, de l'éducation et de la
formation, de la mobilité et de la conciliation de la vie familiale et de
la vie professionnelle.
[07] Flash estimate - May 2005 : Euro-zone inflation estimated at 2.0%
Euro-zone annual inflation is expected to be 2.0% in May 2005 according to
a flash estimate issued by Eurostat. It was 2.1% in April. Euro-zone
inflation is measured by the Monetary Union Index of Consumer Prices
(MUICP). To compute the MUICP flash estimates, Eurostat uses early price
information relating to the reference month from Member States for which
data are available as well as early information about energy prices. The
flash estimation procedure for the MUICP combines historical information
with partial information on price developments in the most recent months to
give a total index for the euro-zone. No detailed breakdown is available.
Experience has shown the procedure to be reliable (13 times exactly
anticipating the inflation rate, 10 times differing by 0.1 and once
differing by 0.2, in January 2005, over the last two years). Further

2001.
[08] May 2005 : the decline of economic sentiment in the EU and the euro
area continues in May
In May, the economic sentiment indicator (ESI) fell by 0.7 points in the EU
and by 0.4 points in the euro area, continuing its almost uninterrupted
decline since October of last year. However, with the rate of the decline
decelerating (EU:Â March: -2.4, April: -1.7, May -0.7 ; euro area: March: -
1.3, April: -1.0, May: -0.4), the indicator could see a stabilisation in
coming months.
[09] May 2005 : Business Climate Indicator in the euro area continues to
decline
The Business Climate Indicator (BCI) for the euro area fell in May for the
fifth month in a row. With 0.09 points the decline was, however,
significantly smaller than in the previous three months. The May decline of
the BCI is reflected in almost all underlying components. The deterioration
in industry managers' opinions was more pronounced for production
expectations and total order books than for export order books and stocks
of finished products while assessment improved slightly for the production
trend observed in the recent past.
[10] Benita Ferrero-Waldner visits the US from 1-3 June 2005
The European Commissioner for External Relations and Neighbourhood Policy,
Benita Ferrero-Waldner, will travel to the United States for a series of
high-level meetings over three days. This visit centres on the forthcoming
EU-US ministerial troika, to be held on 2nd June in Washington. At this
ministerial the EU will be represented by the Commissioner, the High
Representative, Javier Solana and the Luxembourg Foreign Minister, Jean
Asselborn. The US will be represented by Secretary of State, Condoleezza
Rice, and the Deputy Secretary for Homeland and Security, Michael Jackson.
The agenda concentrates on preparation of the forthcoming EU-US Summit on
20th June and a number of key international issues. In Washington, she will
also hold bilateral discussions with the Director of National Intelligence,
John Negroponte and with Secretary Rice, and address the US Chamber of
Commerce. On 3rd June in New York, the Commissioner will meet a number of
representatives of the UN including the Secretary General, Kofi Annan and
President of the General Assembly, Jean Ping. At these meetings the
Commissioner will underline the EU's support for UN reform and discuss the
steps towards a successful UN Summit in September.
