Le but déclaré est d'assurer prospérité, solidarité et sécurité tous les européens. Pour la première fois, la Commission propose un programme conjoint d'objectifs stratégiques en partenariat avec le Parlement européen et le Conseil. Elle estime qu'il est important que les institutions européennes arrêtent de concert les priorités et travaillent ensemble dés le départ la réalisation des objectifs essentiels de l'Union. These conclusions were drawn in key reports looking at the implementation of multi-annual targets for the economy as a whole and the internal market, employment and environment in particular. La possibilité d'accéder rapidement aux informations concernant les condamnations pénales prononcées sur le territoire de l'Union et de les prendre en compte est une priorité pour la réalisation de l'espace judiciaire européen. Le Conseil européen des 4 et 5 novembre 2004 en a souligné l'urgence. Le livre blanc propose de créer un mécanisme informatisé d'échange des informations sur les condamnations pénales entre les casiers judiciaires nationaux et suggère un programme de travail en différentes phases. Il sera suivi d'une série de propositions législatives et de réalisations opérationnelles au cours des années venir.[06] New EU Programme to promote European digital content market : Viviane Reding welcomes positive vote in ParliamentThe European Parliament today voted with only one amendment in favour of the eContentplus programme, which will support the development of multi- lingual content for innovative, on-line services across the EU. The amendment, which is the result of a compromise with the Council, sets the budget of the programme at €149 million for the period 2005-2008, and paves the way for a rapid adoption of the programme. eContentplus will tackle the fragmentation of the European digital content market and will improve the accessibility and usability of geographical information, cultural content and educational material.[07] Joe Borg stresses stakeholders' role in improving effectiveness of fisheries rulesDuring his visit to the United Kingdom, European Commissioner Joe Borg, responsible for Fisheries and Maritime Affairs, has been underlining the role of stakeholders in improving the effectiveness of fisheries measures through involvement in their formulation and correct application. He praised the active role played by UK stakeholders in the creation of the North Sea Regional Advisory (RAC), set up last November in Edinburgh. RACs bring together fishermen, scientists and other interested parties to prepare recommendations on measures for the area they cover. UK stakeholders are also actively involved in the setting up of other RACs such as that for the waters west of the UK and Ireland, for pelagic fisheries (mid-water) and for distant water fisheries. Commissioner Borg's visit began on Wednesday evening in London. Dr Borg met the Secretary General of the International Maritime Organisation (IMO), Mr Ephtimios Mitropoulos, to inform him of the setting up of a Task Force within the Commission to prepare a consultation paper on a possible Maritime Policy for the European Union. He also met with Mr Ben Bradshaw, Under Secretary of State at the Ministry for Environment, Food and Rural Affairs.
