Il existe en outre des possibilitĂ©s considĂ©rables pour rĂ©aliser des Ă©conomies supplĂ©mentaires.[02] Public procurement : Commission acts to enforce EU law in Germany, Greece, Spain, Italy, Austria, Portugal and FinlandThe European Commission has decided in twenty cases against seven Member States either to refer those Member States to the European Court of Justice or to formally request them to correct breaches of EU public procurement law. Requests of this kind take the form of "reasoned opinions", the second stage of the infringement procedure under Article 226 of the EC Treaty. If no satisfactory response is received within two months, the Commission may go to the Court.[03] Greece : Commission pursues legal action in three cases for breach of EU environmental lawThe European Commission will refer Greece to the European Court of Justice in three cases involving EU environmental law. The Commission's actions are aimed at strengthening Greek law in order to provide better protection against air pollution and to clean up Lake Koronia, an internationally important wetland that has been harmed by over-abstraction of water and serious industrial and agricultural pollution. The final case aims at getting Greece to transpose the Emissions Trading Directive, one of the most important EU initiatives to combat global climate change.[04] La Commission engage des poursuites judiciaires contre le Portugal pour infractions Ă la lĂ©gislation sur l'environnementLa Commission europĂ©enne a engagĂ© des poursuites Ă l'encontre du Portugal qui s'est rendu coupable d'infractions Ă la lĂ©gislation sur la protection de l'environnement dans six cas diffĂ©rents. La lĂ©gislation concernĂ©e porte sur la protection de la nature, l'eau et l'Ă©valuation des incidences sur l'environnement et vise, notamment, Ă prĂ©server des sites naturels importants et Ă protĂ©ger les ressources en eau. La Commission a dĂ©fĂ©rĂ© le Portugal devant la Cour europĂ©enne de justice dans trois cas. Dans trois autres cas, le Portugal recevra des avis motivĂ©s, dernière Ă©tape avant l'action en justice.[05] Spain : Commission pursues legal action over breaches of EU environmental lawThe European Commission has decided to pursue infringement proceedings against Spain in five cases involving EU environment law. The legislation in question relates to waste-water treatment, disposal of waste and nature conservation. The Commission's actions are aimed at cleaning up a polluted bathing water at Sueca in Valencia, cleaning up uncontrolled landfills in AlmerĂa, and protecting important nature sites in Catalonia, Castilla y Leon, Alicante and Balearic Islands. In three cases Spain is to be referred to the Court of Justice. In the last two cases Spain will receive final warnings, the last step before Court action.[06] Taxation d'intĂ©rĂŞts et de redevances : procĂ©dures d'infraction contre la Grèce, la France, l'Italie, le PortugalLa Commission europĂ©enne a dĂ©cidĂ© d'envoyer une demande formelle Ă la RĂ©publique hellĂ©nique, Ă la RĂ©publique française, Ă la RĂ©publique italienne et Ă la RĂ©publique portugaise de lui communiquer les mesures prises par ces pays pour mettre en Ĺ“uvre la directive europĂ©enne sur le rĂ©gime fiscal commun applicable aux paiements d'intĂ©rĂŞts et de redevances effectuĂ©s entre les sociĂ©tĂ©s associĂ©es d'Etats membres diffĂ©rents (Directive 2003/49/CE du Conseil du 3 juin 2003). Ces demandes sont prĂ©sentĂ©es sous forme d'avis motivĂ©s, deuxième Ă©tape de la procĂ©dure d'infraction prĂ©vue au TraitĂ© (article 226). Si les Etats membres ne lui communiquent pas les mesures demandĂ©es endĂ©ans un dĂ©lai de deux mois Ă compter de la rĂ©ception de l'avis motivĂ©, la Commission pourra saisir la Cour de Justice europĂ©enne.[07] Assistance mutuelle dans le domaine des impĂ´ts : procĂ©dures pour non transposition Ă l'encontre de l'Italie, du Luxembourg, des Pays-Bas et du PortugalLa Commission europĂ©enne a dĂ©cidĂ© de saisir la Cour de Justice contre l'Italie pour l'absence de communication des mesures de transposition de la directive europĂ©enne (2003/93/CE) qui Ă©tend aux taxes sur les primes d'assurance les dispositions concernant l'assistance mutuelle des autoritĂ©s compĂ©tentes des Etats membres. En mĂŞme temps, la Commission a dĂ©cidĂ© de demander officiellement au Grand DuchĂ© de Luxembourg, au Royaume des Pays-Bas et Ă la RĂ©publique portugaise de lui communiquer les mesures prises par ces trois pays pour mettre en Ĺ“uvre cette directive. Les demandes sont prĂ©sentĂ©es sous forme d'avis motivĂ©s, deuxième Ă©tape de la procĂ©dure d'infraction prĂ©vue Ă l'article 226 du TraitĂ©. La Commission peut aussi assigner ces trois Etats membres devant la Cour s'ils ne communiquent pas les mesures demandĂ©es endĂ©ans un dĂ©lai de deux mois Ă compter de la rĂ©ception de l’avis motivĂ©.[08] Remise des "Prix Lorenzo Natali" par le Commissaire Louis MichelLe Commissaire Louis Michel remettra les prix Natali de la Commission EuropĂ©enne en salle de Presse du Berlaymont, lundi 17 Janvier Ă 15h00. Un point presse sera organisĂ© vers 16h30 en prĂ©sence des cinq gagnants et les membres du jury.[09] Statement of Markos Kyprianou at the WHO European Ministerial Conference on Mental HealthOn the occasion of the signing of the Mental Health Declaration for Europe at the WHO European Ministerial Conference in Helsinki,) Markos Kyprianou, European Health and Consumer Protection Commissioner, stated : "This has been my first WHO ministerial conference since taking office, and it is fitting that its subject should be such an important issue on the international public health policy agenda. Promoting mental health, preventing and tackling mental illness are central to the wellbeing of our citizens. The terrible destruction and loss of life caused by the tsunami in Asia reminds us of the danger that such natural disasters cause considerable mental distress, and could cause post traumatic stress disorder unless counselling is offered to the local populations and the families of tourists who have lost their lives in the tragedy. We should be vigilant and work together in tackling this problem. Perhaps this is an issue which the Luxembourg Presidency could put on the agenda of European Union Health Ministers for discussion at our next Health Council in March. So it is with great satisfaction that I endorse this Declaration on behalf of the European Commission. The European Commission has advised the WHO on the elaboration of this conference, this Declaration and the Action Plan. We support the priorities in this Declaration. Now we must translate this declaration into action.
