  • [01] Accounting standards : Commission endorses IAS 39

    The European Commission has adopted a Regulation endorsing International Accounting Standard (IAS) N° 39 on Financial Instruments : Recognition and Measurement, with the exception of certain provisions on the use of the full fair value option and on hedge accounting. This text was supported both by a qualified majority of Member States at the Accounting Regulatory Committee (ARC) on 1 October and by the European Parliament. The Commission has also adopted a political declaration stating that it expects the International Accounting Standards Board (IASB) to bring forward the necessary amendments to the current full fair value option by December 2004 and to the provisions on hedge accounting by September 2005. Use of IAS 39, apart from the 'carved-out' sections, will be legally binding for all listed companies in the EU from 1st January 2005.

    [02] Les défis de la société de l'information européenne au-delà de 2005 : point de départ pour une nouvelle stratégie de l'UE

    Dans une communication adoptée aujourd'hui, la Commission européenne expose les défis que doit relever, selon elle, une stratégie pour une société de l'information européenne jusqu'à 2010. Cette communication met en évidence la nécessité d'intensifier la recherche et les investissements dans le domaine des technologies de l'information et des communications (TIC), et de promouvoir leur adoption dans l'ensemble de l'économie. Les TIC devraient être adaptées davantage aux besoins et aux attentes des citoyens, pour leur permettre de participer plus facilement à des communautés virtuelles socialement épanouissantes et créatives du point de vue culturel. Les défis comprennent l'intégration dans la société de l'information et l'exercice de la citoyenneté, le contenu et les services, les services publics, les compétences et l'activité professionnelle, les TIC comme secteur industriel essentiel, l'interopérabilité des réseaux et des applications des TIC, la confiance et la fiabilité, les TIC pour les processus d'entreprise. Cette communication est le point de départ d'un processus de réflexion qui conduira à l'adoption d'une nouvelle stratégie en 2005.

    [03] BSE : formal lifting of restrictions on Portuguese exports

    The European Commission today adopted a Regulation lifting the embargo on Portugal and removing all restrictions on the export of cows, beef and related animal products. The export embargo was adopted in November 1998 because of the high rate of BSE (bovine spongiform encephalopathy) in Portugal. Since then, Portugal has taken firm risk management action and the incidence of BSE has consistently decreased. Therefore, the Commission in September proposed to the Member States to lift the embargo (See IP/04/1118). The Regulation has today been formally adopted, will be published in the Official Journal tomorrow and enters into force on 21 November.

    [04] Commission approves IBM's acquisition of Maersk Data and DMdata

    The European Commission has authorised, under the Merger Regulation, IBM's proposed acquisition of Danish Information technology (IT) service providers Maersk Data and DMdata. The Commission's investigation has indicated that the IT services sector will remain competitive and that end- users will continue to have access to multiple sources of supply.

    [05] Commission clears Jabil Circuit's acquisition of Philips subsidiary in Poland

    The European Commission has cleared, under the Merger Regulation, a proposed concentration whereby Jabil Circuit Netherlands B V, a subsidiary of Jabil Circuit Inc (USA), acquires control of the whole of Philips Consumer Electronics Industries Poland Sp.zoo. Jabil provides electronic manufacturing services to electronics services. PCEP assembles colour televisions. (The operation, which was notified on 14 October, was examined under a simplified procedure).

    [06] Commission clears acquisition of VNU's World Directories by Apax and Cinven

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of VNU World Directories, currently a subsidiary of Dutch-based global information and media company VNU, by the pan-European investment fund Apax and the UK owned venture capital business Cinven. (The operation, notified on 20 October, was examined under the simplified merger review procedure).

    [07] Marchés des valeurs mobilières : la Commission lance une consultation sur le fonctionnement du processus Lamfalussy

    La Commission européenne lance une consultation sur un document de travail qui conclut que des progrès importants ont été réalisés dans la mise en œuvre de l'approche Lamfalussy à quatre niveaux pour la régulation des marchés des valeurs mobilières (voir IP/02/195). Ce processus et son extension aux secteurs des banques, des assurances et des retraites professionnelles (voir MEMO/04/110 et IP/03/1507) devraient donc se poursuivre. Le document contient également des suggestions pratiques pour améliorer encore l'approche Lamfalussy.
