Ce rapport, intitulé "Le travail non déclaré dans l'Union élargie", indique que celui-ci varie considérablement d'un pays à l'autre, puisque, selon les estimations, il représente de 1,5% du PIB en Autriche ou 2% au Royaume-Uni à 16/17% en Hongrie et 18% en Lettonie, voire plus de 20% en Grèce. Ces chiffres, bien qu'approximatifs, constituent pour les Etats membres un outil important pour lutter contre le travail clandestin dans le cadre de la Stratégie Européenne pour l'Emploi (SEE). Depuis 2003, l'UE dispose en effet d'une ligne directrice spécifique dont le but est de régulariser l'emploi non déclaré. Pour y parvenir, les Etats membres doivent mesurer l'ampleur du problème ainsi que les progrès réalisés dans la lutte contre ce phénomène.[02] Euro-area economy gaining momentumRecent data indicate that the euro-area recovery is now proceeding on firm ground. GDP growth came in stronger than expected in the first quarter. After having sent somewhat mixed signals in the first months of the year, survey indicators are again pointing upwards on the back of a revival in business sentiment. En mai 2004 et par rapport à mai 2003, les prix à la production industrielle ont progressé de 2,4% dans la zone euro et de 2,6% dans l'UE25.[04] First review of markets in new regulatory framework for electronic communication planned for the end of 2005The European Commission will maintain - until the end of 2005 - the present list of electronic communications markets that national regulatory authorities can subject to so-called "ex ante" regulation. The list is contained in a Commission Recommendation on relevant markets and services, which was adopted on 11 February 2003 (the "Recommendation") (see IP/03/221). (L'opération, qui avait été notifiée le 1er juin 2004, a été examinée sous une procédure simplifiée).[06] Health in developing countries : Commission and WHO join forces to deliver on development goalsThe European Commission and the World Health Organisation (WHO) have today agreed on a strategic partnership to reinforce their joint efforts to reduce poverty and improve health conditions in developing countries. Particular attention will be given to : (i) improving the health of mothers ; (ii) reversing the advance of HIV/AIDS, malaria and other diseases ; and (iii) strengthening systems for generating information about the performance of health systems.[07] Georgia : €4.65 million to reinforce the rule of law and democratic processesThe European Commission has decided today to make available €4.65 million under its Rapid Reaction Mechanism (RRM) for measures to reinforce the rule of law and democratic processes in Georgia. The EC will allocate funds to policy and institutional reform in four areas : (i) penitentiary and probation service reform; (ii) organisational reform of the Ministry of Justice as well as other public institutions; (iii) parliamentary and electoral reform; (iv) confidence building among population groups affected by conflict. With this programme the Commission stresses once again the EU commitment to structural democratic reform in Georgia. The RRM programme is complementary to other projects such as the recently agreed Rule of Law mission "EUJUST THEMIS", conducted in the framework of the ESDP (European Security and Defence Policy). Most RRM-financed projects will be followed by funding under TACIS.[08] Coton : le Forum UE-Afrique définira la feuille de route pour soutenir le coton en AfriqueLe Forum UE-Afrique sur le coton qui aura lieu à Paris les 5 et 6 juillet a pour objectif de définir une feuille de route contenant des mesures de soutien aux producteurs africains de cotton. Cet évènement est organisé par la Commission européenne, en collaboration avec le gouvernement français et le CTA. Le forum s'appuiera sur le Plan d'Action pour le coton adopté par l'UE en avril 2004. Le Commissaire européen au Commerce international Pascal Lamy a déclaré : "Le partenariat UE/ACP offre un cadre sérieux pour définir des réponses communes en faveur des pays africains producteurs de coton. Nous avons l'opportunité de garantir des conditions de commerce équitables pour le coton dans le cadre des discussions en cours à l'OMC sur l'Agenda de Doha pour le développement, si des progrès substantiels sont réalisés fin juillet.
