  • [01] 21 initiatives pour promouvoir l'agriculture biologique

    La Commission européenne a adopté aujourd'hui le "plan d'action européen en matière d'alimentation et d'agriculture biologiques", dont l'objectif est de faciliter le développement actuel de l'agriculture biologique dans l'UE. La Commission présente une liste de 21 mesures concrètes à mettre en œuvre telles que l'amélioration de l'information au sujet de l’agriculture biologique, la rationalisation du soutien public dans le cadre du développement rural, le renforcement des normes de production ou l'intensification de la recherche. Ce plan constitue une réponse à l'augmentation rapide du nombre d'agriculteurs pratiquant l'agriculture biologique et à une forte demande des consommateurs au cours des dernières années. Il est le résultat de vastes consultations avec les Etats membres et les parties intéressées comprenant une consultation en ligne en 2003, une audition en janvier 2004, et des réunions avec les Etats membres et les groupes de parties prenantes. Le plan d'action sera présenté lors du prochain Conseil de l'agriculture.

    [02] EU mobilises €12 million from Peace Facility to support African Union peace keeping operation in Darfur, Sudan

    The European Commission welcomes the final approval by EU Member States of a proposal to mobilise €12 million in support of an African Union peace keeping operation in Darfur, Sudan. The funding will support the rapid deployment and operations of an African Union led observer mission that will monitor the implementation of the recent cease-fire agreement in Darfur. Funds will for the first time be mobilised through the recently established Africa Peace Facility. The Peace Facility provides €250 million from the European Development Fund to support African led peace keeping operations in Africa.

    [03] La Commission autorise l'acquisition conditionnelle de BSN Glasspack par le fabricant américain de bouteilles Owen Illinois

    La Commission européenne a autorisé, à la suite d'engagements pris en matière de cession d'actifs, l'acquisition du fabricant français de récipients en verre BSN Glasspack SA par son concurrent américain Owens Illinois. L'opération avait soulevé des préoccupations en matière de concurrence parce que les deux entreprises sont des concurrents directs sur plusieurs marchés régionaux de l'Union européenne où la concentration est déjà élevée. Cependant, l'engagement pris par Owens Illinois de céder deux usines de fabrication de bouteilles en verre, en Espagne et en Italie, a permis à la Commission de l'autoriser. Les récipients en verre fabriqués par les parties à la concentration sont utilisés pour le conditionnement de produits comme les boissons rafraîchissantes sans alcool, le vin, l'eau minérale, l'huile d'olive, le ketchup et d'autres produits alimentaires.

    [04] Commission evaluates the implementation of the Framework Decision on terrorism

    The European Commission has adopted a report on the measures taken by the Member States to comply with the Council Framework Decision of 13 June 2002 on combating terrorism. This is one of the measures which the European Council identified in its Declaration on the fight against terrorism adopted the 25 March 2004. The legislation ensures that terrorist activities are defined as criminal offences throughout the Union and that each Member State provides for a minimum level of criminal sanctions for these offences. This means that, once the legislation is fully implemented, there will be no safe havens anywhere in the Union where terrorists can hide from justice.

    [05] Croatia : Chris Patten to visit 10th and 11th June

    European External Relations Commissioner Chris Patten will be visiting Dubrovnik on 10th June, before travelling on to Zagreb on 11th June. The purpose of the visit is to meet leading members of the Croatian government, including President Stjepan Mesic, Prime Minister Ivo Sanader, and Minister of Foreign Affairs, Miomir Zuzul. The visit comes just a few days before the European Council will take a decision on whether to follow the Commission's recommendation, that negotiations be opened for Croatia's accession to the European Union. It will also provide an opportunity to discuss future relations between the Commission and Croatia and the content of the new European Partnership proposed by the Commission, which sets out reform priorities for the short and medium term. Commissioner Patten will also take the opportunity to visit Petrinja, to see at first hand the experience of Serb and Croat returnee families. The Commission has provided €4.33 million to this municipality through its "EU Reconstruction Programme for Return", which has reconstructed 220 houses, some public infrastructure and contributed to the de-mining process.
