  • [01] Getting the best from the Baltic : the EU BONUS project

    The European Commission today announced it will support a new 4-year project to improve environmental and sustainable development of the Baltic Sea. The EU contribution amounts to more than €3 million. The Baltic Sea is Europe's largest internal water basin, but joint planning of its nine bordering countries' research programmes has never taken place (Denmark, Sweden, Finland, Estonia, Latvia, Lithuania, Russia, Poland and Germany). The EU BONUS project will help to better address issues such as pollution, regional development, protection of natural resources and marine sciences. The BONUS project brings together ten key research funding organisations from eight of the countries around the Baltic Sea as well as the International Council for the Exploration of the Sea (ICES). It will create a forum for joint oversight of national or international research programmes through the pooling of resources and the consistent planning of projects to complement policies.

    [02] Politique de l'eau : la Commission engage des poursuites à l'encontre de huit Etats membres

    La Commission européenne engage des poursuites judiciaires à l'encontre de la Grèce, de la France, des Pays-Bas, de la Belgique, du Portugal, de l'Espagne, de l'Allemagne et de l'Irlande pour non respect de la législation communautaire sur la qualité de l'eau. La Commission a adressé un dernier avertissement écrit à la Grèce et aux Pays-Bas pour les enjoindre de se conformer à un arrêt de la Cour concernant les eaux destinées à la consommation humaine. Le non-respect de ces arrêts pourrait se traduire par d'importantes sanctions financières pour les Etats membres concernés. En outre, la Commission a décidé de saisir la Cour de justice à l'encontre de la France et du Portugal pour défaut de mise en oeuvre de la législation sur l'eau. L'Espagne quant à elle a récemment reçu un avis motivé l'invitant à éviter toute nouvelle pollution d'une plage à Motilla à Valence. L'Irlande a été sommée de renforcer la désignation et la protection des eaux destinées à la conchyliculture et l'Allemagne a été priée d'améliorer ses dispositions d'application des règles communautaires relatives aux nitrates. Ces avis sont d'ultimes avertissements écrits. Le non-respect de la législation risque d'entraîner la pollution de rivières, de lacs et d'eaux côtières, ce qui à terme pourrait constituer une menace pour la santé publique.

    [03] Environmental impact assessment : Commission takes legal action against Belgium, Italy, Spain and UK

    The European Commission is taking legal action against Belgium, Italy, Spain and the United Kingdom to ensure that they comply with EU legislation which requires that prior environmental impact assessments (EIA) be carried out for certain projects. It has sent Belgium an official request to comply with a 2002 ruling of the European Court of Justice that related to its failure to adopt the national legislation needed to implement EIA legislation. Continued failure to do so could result in substantial fines on Belgium. Spain is to be referred to the Court because its EIA legislation is inadequate. Final written warnings have been sent to Belgium and the UK urging them to improve their implementation of EIA legislation. The EIA Directive aims to safeguard the environment by requiring that the environmental effects of projects be studied before they are approved, and by ensuring that prior public consultation takes place. By its action, the Commission is demonstrating its determination to ensure that the environmental safeguards that the Directive provides are all put in place.

    [04] La Commission invite au dialogue les associations des collectivités régionales et locales

    En cohérence avec son livre blanc sur la gouvernance européenne et dans le cadre de la culture renforcée de consultation et de dialogue, la Commission européenne a adopté aujourd'hui une communication qui établit le cadre d'un dialogue politique qu'elle souhaite instaurer plus systématiquement avec les associations de collectivités territoriales sur l'élaboration de ses politiques. Un dialogue à travers lequel la Commission poursuit un double objectif : se doter de moyens supplémentaires pour prendre en considération les réalités et l'expérience régionales et locales mais aussi assurer une meilleure information et une meilleure appropriation des orientations de l'Union par les citoyens.
