[01] La Commission impose la collecte et le recyclage de toutes les piles
La Commission européenne a adopté une proposition de nouvelle directive qui
imposera la collecte et le recyclage de toutes les piles mises sur le
marché de l'UE. Cette directive vise à éviter l'incinération ou la mise en
décharge des piles et donc à récupérer les différents métaux qui entrent
dans leur composition. En effet, en raison des métaux qu'elles contiennent,
les piles posent des problèmes écologiques lorsqu'elles sont incinérées ou
mises en décharge. De plus, comme la fabrication des piles exige des
milliers de tonnes de métaux différents, leur collecte et leur recyclage
contribueront grandement à préserver les ressources naturelles. La
directive proposée vise à instaurer, au niveau de l'UE, un cadre régissant
les plans nationaux de collecte et de recyclage et assurera le bon
fonctionnement du marché intérieur. En préparant cette proposition, la
Commission a réalisé une analyse d'impact approfondie qui a permis
d'établir que les mesures proposées sont les solutions politiques les plus
durablement valables du point de vue environnemental, économique et social.
[02] Company taxation : Commission reviews progress on removal of cross-
border tax obstacles
An overview of the European Commission's efforts to remove the tax
obstacles affecting businesses operating across frontiers within the
Internal Market has just been presented by the Commission. In it, the
Commission confirms its commitment to its 2001 strategy (see IP/01/1468)
for a series of legislative proposals and initiatives to address specific
tax obstacles in the short term, as well as for work on a more wide-ranging
long-term solution of allowing companies to use a single company tax base
(taxable profits) for all their EU-wide activities. Good progress has been
achieved on targeted initiatives with new legislative proposals under
discussion in the EU's Council, more proposals and guidelines planned and a
forum in place to tackle transfer pricing tax problems. With regard to the
longer term, the Commission presents ideas for a pilot scheme that would
allow small and medium-sized enterprises to use the tax rules of their home
state for computing their EU-wide taxable profits. It also announces plans
for work with Member States and businesses on using financial accounts as a
starting point for a single tax base (taxable profits) and on possible
arrangements for apportioning a single base between different Member
States. The Commission's report will be discussed at a Company Tax
Conference in Rome on 5-6 December (see IP/03/1395).

La Commission européenne a décidé de transmettre au Conseil et au Parlement
européen une proposition de décision, à l'initiative du Commissaire chargé
de la Justice et des Affaires intérieures, M. António Vitorino, qui a pour
objectif d'établir un réseau d'information et de coordination sécurisé
accessible sur le web pour les services des Etats membres chargés de la
gestion des flux migratoires.
[04] Weakening growth in investment and increasing brain drain : two major
threats to the European knowledge-based economy
Today in Brussels European Research Commissioner Philippe Busquin presented
two new publications on Europe's position in research and innovation. The
"Key figures 2003-2004 for science, technology and innovation", and the
"Brain drain study - Emigration flows for qualified scientists" display a
bleak picture. The March 2000 Lisbon European Council's call to turn Europe
into a world-class economic powerhouse, and the subsequent March 2002
Barcelona Council's objective of boosting EU spending on R&D from 1,9 to 3%
by 2010, are far from being met. Progress is slow and in some areas we are
even losing ground. The growth rate of investment in the knowledge-based
economy is declining ; the R&D investment gap between the EU and the US is
increasing in favour of the US and 'brain drain' is on the rise. The two
new publications highlight an overall deterioration of Europe's scientific
and technological performance.
[05] La Commission approuve le rachat de Transiciel par Cap Gemini
La Commission européenne a donné son feu vert à un projet de concentration
par lequel la société française Cap Gemini, active dans les technologies de
l'information, acquiert le contrôle unique du groupe français Transiciel,
actif dans le même secteur d'activité par voie d'une offre publique
d'achat. (L'opération, qui avait été notifiée le 22 octobre, a été examinée
sous une procédure simplifiée).
[06] Space : EU and European Space Agency sign cooperation agreement
On the heels of the launch of the White Paper on Space, European space
policy took another leap forward as the European Community (EC) and the
European Space Agency (ESA) have successfully completed negotiations on a
new Framework Agreement. The Agreement was signed today in Brussels by
European Research Commissioner Philippe Busquin, ESA Director-General Jean-
Jacques Dordain and Letizia Moratti, Italian Minister for Education,
University and Research. Fields of cooperation include science and
technology, earth observation, navigation, communication by satellite,
human space flight and micro-gravity, launchers, and spectrum policy
related to space. The EC and ESA will launch and fund joint projects,
participate in each other's schemes, create common management agencies,
carry out studies and jointly organise conferences and training of
scientists, exchange and share experts, equipment and materials, and access
to facilities.
[07] EU-India Summit : an opportunity to strengthen relations
On 29 November 2002, the 4th EU-India Summit will take place in New Delhi
to review the state of the bilateral relationship and examine means to
further strengthen ties. Attending the summit will be Mr Atal Bihari
Vajpayee, Prime Minister of India, accompanied by his Minister for External
Affairs Yashwant Sinha and their EU counterparts, the Italian Prime
Minister Silvio Berlusconi in his capacity as President of the European
Council, assisted by High Representative for the CFSP Javier Solana,
President of the European Commission Romano Prodi and Commissioner for
External Relations Chris Patten, will participate in the Summit meeting.
Commissioner Patten will also be visiting India from the 27th November with
a programme in Chennai (Madras) and New Delhi, including meetings with a
number of senior members of the government.
[08] Mario Monti launches competition dialogue with China
On 24 November, European Competition Commissioner Mario Monti signed with
the ministerial authorities responsible for the drafting of the new Chinese
competition law a declaration, which marks the beginning of a competition
policy dialogue between the Commission and the Chinese authorities. It is
the first time that China has embarked on such a dialogue. The event took
place during a visit to China which covered such issues as the role of
competition policy in a modern economy and how cooperation between the EU
and China in this field can be improved.
[09] Commission and Lebanon hold their second economic dialogue meeting
On 24 November 2003 the European Commission hosted will host the 2nd EC-
Lebanon economic dialogue in Brussels. On the Commission side the
discussions were led by Christian Leffler, Directorate General External
Relations, and Alexander Italianer, Directorate General Economy and
Finance. Marwan Hamadeh, Minister of Economy and Trade, headed the Lebanese
team. The agenda included : Lebanon's economic perspectives and performance,
EU economic situation, Lebanese industrial competitiveness under the new
free trade agreement, and the impact of enlargement on the Lebanese
economy. The two sides agreed to deepen coordination on implementation of
the Association Agreement and accepted the idea in principle of
establishing an experts group to examine areas of concern to Lebanon, such
as high energy and production costs facing industry. The EU policy for
Wider Europe featured prominently in the discussions, including Lebanon's
expressed enthusiasm to fully participate in it. Contacts on trade matters
will continue through the network of trade coordinators set up earlier this
year.
