[01] La Commission alloue une aide d'urgence de €1 million aux victimes du
tremblement de terre en Algérie
L'aide de €1 million décidée par la Commission europénne permet de répondre
aux besoins de première nécessité des populations victimes du tremblement
de terre en Algérie, notamment dans le domaine médical, sanitaire et
d'abris temporaires. Le dernier bilan du tremblement de terre qui a frappé
le Nord de l'Algérie le 21 mai dernier fait état de plus de 2.200 morts,
9.000 blessés, 1.200 disparus et plusieurs dizaines de milliers de sans
abri.
[02] Behaviour change the key as Margot Wallström opens Green Week
Changing our behaviour and choosing a more environmentally sustainable
lifestyle are the key messages of Green Week 2003, which takes place in
Brussels from 2-5 June. Accompanied by UNEP (United Nations Environment
Programme) Executive Director, Dr Klaus Töpfer, and leading Indian
environmental campaigner Ashok Khosla, European Environment Commissioner
Margot Wallström will open this year's Green Week on 2 June, at 11 am. The
Commissioner will outline the objectives and highlights of Green Week and
she will also emphasise the significant contribution that the UN and other
stakeholders continue to make to the cause of global environmental
protection.
[03] La Commission adopte une proposition en vue d'améliorer la
coordination de la protection sociale au niveau de l'UE et de la rendre
plus visible
La Commission européenne a adopté une proposition visant à améliorer,
simplifier et rendre plus visibles le travail de l'UE en matière de
coordination des politiques de protection sociale des Etats membres -
retraites, intégration sociale et lutte contre la pauvreté, soins de santé
et soins aux personnes âgées, régimes de sécurité sociale et comment
encourager les gens à travailler (renforcer l'attrait financier du
travail). La Communication de la Commission, intitulée "Renforcement de la
dimension sociale de la stratégie de Lisbonne : rationalisation de la
coordination ouverte dans le domaine de la protection sociale", indique
comment l'UE devrait intégrer la coordination dans les domaines
susmentionnés de la protection sociale dans un cadre unique et un processus
utilisant la méthode ouverte de coordination d'ici 2006. Cette proposition
servira à renforcer la dimension sociale de la stratégie de Lisbonne en
matière de réformes économiques, sociales et de l'emploi et accroîtra
également l'efficacité des dimensions économique et de l'emploi. Le mandat
pour cette proposition a été défini par le récent Conseil européen de
printemps à Bruxelles. La proposition va maintenant être transmise au
Conseil et au Parlement européen. Elle pourrait également être présentée au
Conseil Emploi et Politique sociale le 3 juin à Luxembourg.

"Tobacco free fashion and film" is the theme of this year's World No
Tobacco Day on 31 May. Welcoming this theme, European Health and Consumer
Protection Commissioner David Byrne said : "Big tobacco uses film and
fashion as a means of promoting and marketing their products. Movie
characters smoking onscreen often look cool and glamorous doing it.
Hollywood screenwriter and film producer Joe Eszterhas ("Basic Instinct")
once said that a cigarette in the hands of a Hollywood star onscreen is a
gun aimed at a 12- or 14-year-old. I agree. And to those who are the
targets I say: Don't get fooled by the tobacco industry. See through the
plot. Feel free to say no to their deadly products. Die another day." EU
legislation bans tobacco advertising on television and is going to ban it
in print media, radio and on the internet. A Recommendation on the
"Prevention of smoking and on initiatives to improve tobacco control"
complements EU law. Addressing national governments, David Byrne said :
"One element of the Recommendation is that Member States should evaluate
expenditure by the tobacco industry on the promotion of their products. I
encourage them to do so. Looking at the presence of tobacco in fashion and
film, we need to know more about all the industry's practices directly or
indirectly addressed to promote tobacco products. In fact, such activities,
which constitute means of promoting tobacco products while circumventing
bans on direct tobacco advertising already in force for certain media,
should be specifically regulated by Member States authorities."
[05] Année européenne de l'éducation par le sport 2004 : la Commission
lance un appel à projets
Améliorer le partenariat entre monde éducatif et monde sportif, mieux
utiliser les valeurs du sport dans l'éducation et l'intégration, accroître
le volontariat sportif : ce sont quelques-uns des objectifs de l'Année
européenne de l'éducation par le sport 2004. Cette Année, qui coïncide avec
plusieurs événements sportifs majeurs comme l'Euro 2004 de football au
Portugal et les Jeux olympiques d'Athènes, entre autres, a été dotée par le
Parlement européen et le Conseil d'un budget de 11,5 millions d'€. Une
partie de ce budget ira au soutien d'actions et de projets, du niveau
communautaire au niveau local, pour lesquels la Commission vient de publier
un appel à propositions.
[06] Commission clears purchase of orthopaedics products maker Centerpulse
by Smith & Nephew
The European Commission has approved the acquisition of sole control of
Swiss manufacturer of orthopaedic products Centerpulse AG (formely known as
Sulzer Medica AG) by Smith & Nephew plc., a UK-based company active in the
same field. The Commission has concluded that although the merged entity
will become the European market leader for hip and knee devices, it will
face sufficient competitive pressure from other players in the market.
[07] La Commission autorise ThyssenKrupp à acquérir l'équipementier
automobile français Sofedit
La Commission européenne a autorisé le groupe industriel allemand
ThyssenKrupp à acquérir l'équipementier automobile français Sofedit.
L'opération ne comporte que des chevauchements limités, qui ne soulèvent
pas de graves problèmes de concurrence.
[08] La Commission autorise le groupe de construction espagnol Ferrovial à
acquérir Amey
La Commission européenne a autorisé est le groupe de construction espagnol
Ferrovial à acquérir le contrôle exclusif de la société britannique Amey
plc. Amey est un fournisseur de services intégrés d'aide aux entreprises au
Royaume-Uni. La Commission a conclu que l'opération ne poserait aucun
problème sur le marché en cause des services d'aide aux entreprises au
Royaume-Uni.
[09] Commission authorises acquisition of Royal Mail's IT division by
Computer Sciences Corporation
The European Commission has approved the acquisition of sole control over
RM Business Systems Limited the IT division of UK postal operator Royal
Mail Group plc - by the US-based IT services provider Computer Sciences
Corporation (CSC). The Commission has concluded that no competition
concerns arise from the transaction.
[10] Commission clears purchase of German utility metering company Viterra
by CVC
The European Commission has granted clearance under the Merger Regulation
to the acquisition of full control of German firm Viterra Energy Services
AG by CVC Funds from the E.On group. Viterra supplies and installs
electricity and other utility meters in Germany where it also provides
consumption-based measurement and billing of heat, electricity, gas and
water. The acquisition is being carried out through a special vehicle
created by CVC and called Meter Acquisition GmbH & Co. KG. (The operation,
notified on 22 April 2003, was examined under the simplified merger review
procedure)
[11] Commission clears ING and Sonae joint control of Lisbon shopping mall
The European Commission has granted clearance under the Merger Regulation
to the acquisition by the Dutch financial group ING Groep N.V of 50% of the
shares in Ascendente SGPS S.A., the Portuguese company which owns the Vasco
da Gama shopping centre in Lisbon. Ascendente is currently solely
controlled by Portuguese company Sonae Imobiliária SGPS, S.A. After the
deal it will be jointly controlled by ING and Sonae. (The operation,
notified on 22 April 2003, was examined under the simplified merger review
procedure).
[12] Conférence sur le projet de transport d'hydrocarbures Odessa-Brody-
Pllock : renforcer la sécurité et l'intégrité de l'approvisionnement
énergétique de l'UE
Une conférence intitulée "Odessa-Brody-Plock Oil Transportation Project" a
eu lieu le 27 mai r Bruxelles, avec la participation de Mme Loyola de
Palacio, vice-présidente de la Commission européenne, de M. Marek Pol, vice-
premier ministre polonais, de M. Vitaly Gaiduk, vice-premier ministre
ukrainien, et de représentants de l'industrie du pétrole et du raffinage,
du secteur financier privé ainsi que de la BERD et de la BEI.
[13] Turning the tide on environmental degradation : the EU examines ways
to reverse damage in the Mediterranean and Black Seas
Fifty years of intense development and exploitation have resulted in
significant change to the fragile natural resources of the Mediterranean
and Black Seas, and their coastal areas. Agreeing ways to prevent further
environmental degradation will be the focus of the "International
Conference on the Sustainable Development of the Mediterranean and Black
Sea Environment" (IASON), to be held from 28 May to 1 June in Thessaloniki
(Greece), sponsored by the Greek Presidency and the European Commission.
The conference will devise sustainable strategies for managing and
preserving marine ecosystems, also taking into consideration economic and
social factors. The event aims to strengthen the scientific and
technological collaboration between the European Union and countries in the
eastern Mediterranean and Black Sea regions, in particular candidate
countries. Researchers and policy-makers will address a range of related
issues such as climate change, sustainable land use and coastal management,
bio-diversity, biotechnology, the impact of human activities, sustainable
fisheries, aquaculture and environmental economy.
[14] Eleventh EU-Russia Summit (31/05, St. Petersburg)
The 11th Summit between the European Union and the Russian Federation will
be held in St. Petersburg on 31 May 2003. The EU will be represented by the
leaders of all twenty five current and future EU Member States, the
President of the European Commission, Romano Prodi and the Secretary
General/High Representative for Common Foreign and Security Policy Javier
Solana. The Summit will commemorate the 300th anniversary of St. Petersburg,
built as Peter the Great's 'window on Europe', and will take place against
the background of a number of significant internal and international
developments (constitutional referendum in Chechnya, developments in the
Middle East including Iraq, signature of the Accession Treaty by ten future
EU Member States and launch of the debate on Wider Europe ). In the run up
to the Summit President Prodi said : "I am confident this Summit will bring
our partnership with the Russian Federation yet one step further,
consolidating past progress and developing further avenues for
cooperation". Commissioner for External Relations Chris Patten declared :
"The Summit will bring environmental issues and Justice and Home Affairs to
the forefront of our cooperation, including our joint efforts to ensure
that the Kyoto Protocol enters into force as soon as possible and the need
to conclude a bilateral readmission agreement."
