  • [01] Marchés des valeurs mobilières : la Commission propose une directive visant à renforcer la protection des investisseurs et la transparence

    La Commission européenne a présenté une proposition de directive introduisant des exigences de transparence minimum pour l'information que doivent publier les sociétés dont les valeurs mobilières sont admises à la négociation sur un marché réglementé, tel qu'un marché boursier. Cette directive, qui forme un volet essentiel du plan d'action pour les services financiers, vise à renforcer la protection offerte aux investisseurs, à attirer ceux-ci sur la place financière européenne et à améliorer l'efficacité, l'ouverture et l'intégrité des marchés européens des capitaux. Elle supprimerait également certaines barrières nationales liées aux exigences de transparence, qui peuvent décourager les émetteurs de faire admettre leurs valeurs mobilières à la négociation sur plus d'un marché réglementé de l'UE. A ces fins, elle élèverait le niveau actuel et la fréquence de publication de l'information financière que les émetteurs doivent obligatoirement fournir aux marchés tout au long d'un exercice. Elle simplifierait, en outre, les obligations imposées aux émetteurs en matière de régime linguistique et de mode de diffusion de l'information. La proposition sera soumise au Parlement européen et au Conseil des ministres de l'UE pour adoption selon la procédure de codécision.

    [02] Commission approves 2003 report on the Stabilisation and Association Process for South East Europe

    The European Commission has approved the second annual report on the Stabilisation and Association Process (SAp) for the countries of South East Europe : Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia and Serbia and Montenegro. The report assesses the progress of each country in the SAp so far, identifying lessons and challenges for the future, and in particular the coming year. The report reiterates the prospect for the Western Balkan countries of an even closer relationship with the EU and ultimately membership. It points out that the pace of integration into the EU will ultimately depend on the countries of the Western Balkans themselves. Commissioner for External Relations Chris Patten said : "The second annual report shows that South East Europe continues to make progress in the reforms which will pave the way for closer integration with Europe. The key remains the political will of the region's administrations. We will offer all possible support to help the people of the Western Balkans progress towards the EU, but our resolve cannot substitute for the determination of these states themselves."

    [03] Commission proposes revised Accession Partnership for Bulgaria

    The continuing reform of the judicial system and public administration, and the pursuit of economic reform are some of the main priorities Bulgaria has to address to meet the EU accession criteria, according to a proposal for a revised Accession Partnership that the European Commission presented today.

    The reform of the public administration, the judicial system and the pursuit of economic reform are some of the main priorities Romania has to address to meet the EU accession criteria, according to a proposal for a revised Accession Partnership presented today by the European Commission.

    [05] Commission proposes an update of the Accession Partnership and a significant increase of pre-accession support for Turkey

    The European Commission has proposed a revised Accession Partnership for Turkey as well as a significant increase of the EU pre-accession financial support. As for all the other candidate countries, this partnership sets out the priority areas for further work as identified in the Commission's 2002 Regular Report on Turkey, such as the fight against torture, the alignment with the European Court of Human Rights judgements and the respect of fundamental freedoms (expression, association, religion). It is expected that Turkey, on the basis of this revised Accession Partnership, will adopt a revised national programme for the adoption of the acquis (NPAA).

    [06] Jorge de Oliveira e Sousa a été nommé Directeur Général de la direction générale de la presse et de la communication

    La Commission européenne a nommé ce jour un de ses fonctionnaires de nationalité portugaise, M. Jorge de Oliveira e Sousa, à la tête de la Direction Générale de la presse et de la communication. Le nouveau directeur général sera chargé d'élaborer et de mettre en œuvre la stratégie de la Commission dans le domaine de l'information et de la communication, en tenant pleinement compte des objectifs définis dans le programme de travail annuel. M. de Oliveira e Sousa coordonnera également les activités des représentations et des bureaux régionaux dans les Etats membres et travaillera en étroite collaboration avec le porte-parole de la Commission.

    [07] La Commission approuve l'acquisition de Tokheim par Axa

    La Commission européenne a donné son feu vert à un projet de concentration par lequel l'entreprise Française AXA Investment Managers Private Equity Europe, filiale de la société d'assurances AXA, acquiert l'ensemble des activités de la société Tokheim, hors Canada, Etats-unis et Mexique. Tokheim est active dans la fabrication, la distribution et la maintenance de systèmes électroniques et mécaniques de distributeurs de carburant. (L'opération, qui avait été notifiée le 24 février 2003, a été examinée sous une procédure simplifiée)

    [08] Commission clears proteins joint venture between Dupont and Statoil

    The European Commission has granted clearance under the Merger Regulation to a proposed joint venture between E.I. du Pont de Nemours and Co (US) and Statoil ASA (Norway) which will be active in research, development and production of bioproteins for use in fish farming and possibly other fields. (The operation, notified on 25 February 2003, was examined under the simplified merger review procedure)

    [09] Avian influenza in the Netherlands : some restrictions lifted

    The Standing Committee on the Food Chain and Animal Health voted in favour of a European Commission proposal to lift some of the restrictions put in place after outbreaks of avian influenza in the Netherlands. Under strict conditions day-old chicks can now be exported and the measures in the surveillance zone have been slightly modified.

    [10] Responsabilité sociale des entreprises : Anna Diamantopoulou va annoncer le nom des lauréats des prix européens d'excellence dans les domaines de l'éducation et la formation tout au long de la vie, de la diversité et de l'égalité entre les femmes et les hommes

    Anna Diamantopoulou, commissaire européenne chargée de l'emploi et des affaires sociales, annoncera demain le nom des lauréats d'un concours organisé au niveau de l'UE pour identifier les sociétés qui se sont distinguées dans les domaines de l'éducation et la formation tout au long de la vie, de la diversité et de l'égalité entre les femmes et les hommes. La Commission dévoile aujourd'hui les noms des 11 organisations présélectionnées en vue de l'attribution des prix. Anna Diamantopoulou et Pehr Gyllenhammar, homme d'affaires de premier plan et président du jury attribuant ces prix, annonceront le lauréat dans chacun des trois domaines précités au cours d'une cérémonie qui aura lieu à Bruxelles demain soir, le 27 mars.

    [11] Chris Patten offers his condolences following the recent massacre in Kashmir

    On 25 March, European Commissioner for External Relations Chris Patten has written to the External Affairs Minister of India, Yashwant Sinha, expressing horror at the assassination of innocent villagers, including many women and children, in South Kashmir. This was an appalling act of terrorist violence that the Commission condemns without reservation. He offered condolences to the families and loved ones of the victims, as well as to the Government of India. The Commissioner stressed that the European Union and India stand side by side in their common fight against terrorism, and even more so after such an atrocity.

    [12] Pascal Lamy in Thailand, Malaysia and Laos to strengthen EU-ASEAN trade relations

    Between 31 March - 4 April, European Trade Commissioner Pascal Lamy returns to South East Asia to promote the EU's regional and multilateral trading links. His tour will take him to Thailand, Malaysia and Laos, where he will participate at a meeting with ASEAN Economic and Trade Ministers. Before leaving to Asia, Mr Lamy said : "I am looking forward to returning to a region, which is so important for the EU both in regional and multilateral terms. I count on having fruitful discussions on the on-going WTO talks under the Doha Development Agenda, which we both consider essential to give developing countries a better deal in the world trade system. This time I will also focus on the regional dimension of the EU's trading links with South East Asia. By participating at the meeting with ASEAN trade and economic ministers I want to demonstrate the EU's commitment to a strategic partnership with this region. I am looking forward to discussing with my counterparts means to enhance our trade relations."
