  • [01] Ciel ouvert : la Commission présente sa politique en matière de transports aériens internationaux

    La Commission européenne a adopté un ensemble de mesures qui créeront un cadre juridique pour toutes les relations bilatérales entre l'Union européenne et le reste du monde dans le domaine des transports aériens. Ce paquet supprimera l'incertitude qui règne dans le secteur des transports aériens internationaux depuis que la Cour de justice européenne a constaté que les accords bilatéraux "Ciel unique" entre huit Etats membres et les Etats-Unis n'étaient pas conformes au Traité UE. Les mesures adoptées aujourd'hui permettront également aux compagnies aériennes de l'UE de constituer des réseaux réellement européens et internationaux en permettant à l'UE de supprimer les exigences de propriété nationale que contiennent encore la plupart des accords.

    [02] Air transport : Commission proposes clear rules to handle alliances between EU and non-EU carriers

    The European Commission has adopted a proposal for a Regulation, which would give it clear powers to review cases relating to air transport between the EU and third countries. This would end the present anomaly where the Commission has jurisdiction on an all-European alliance, but not on an alliance with a US carrier, for example. Commenting of the proposal, Competition Commissioner Mario Monti said : "Putting an end to this anomaly is all the more urgent in view of the recent European Court open-skies ruling which recognises EU competence on air transport relations with third countries and is expected to lead to more consolidation in the sector".

    [03] 32 millions d'euros inscrits au budget 2003 pour la réduction de la flotte de pêche dans le cadre de la réforme de la politique de la pêche

    Un montant supplémentaire de 32 millions d'€ destiné à une mesure communautaire concernant la démolition de bateaux de pêche, voilà l'élément principal du projet de budget rectificatif n°1 du budget 2003 présenté aujourd'hui par la Commission européenne. Cette mesure est une composante importante de la vaste réforme de la politique commune de la pêche décidée par le Conseil en décembre 2002. Cette dépense a pour objet d'adapter la capacité de la flotte de pêche aux ressources disponibles en vue de garantir l'avenir du secteur de la pêche. Mme Schreyer, Commissaire chargée du budget, a déclaré : "La réforme de la politique de la pêche décidée en décembre 2002 a pour objectif de préserver les ressources naturelles pour les générations à venir. Le montant supplémentaire de 32 millions d'€ en 2003 répond à une situation d'urgence et permet de mettre en adéquation les capacités de pêche avec une exploitation durable des stocks."

    [04] Fighting communicable diseases in developing countries : Commission strengthens action programme

    The European Commission has issued a report on the progress made in the last two years in the implementation of its Programme for Action on HIV/AIDS, malaria and tuberculosis which was adopted in February 2001. This report entitled "Update on the EC Programme for Action - Accelerated action on HIV/AIDS, malaria and TB in the context of poverty reduction" shows that despite progress made in improving the effectiveness of existing initiatives, in making medicines more affordable to poor countries and in improving investment in research and development, challenges remain great and mobilisation remains important. Since its adoption, the Commission has continued to draw attention to the threat of these diseases, particularly by bringing developing countries on board in the debate as well as in multilateral negotiations. In 2001, €450 million from the EU budget was spent in the area of health and population policies. The report also sets out future challenges and details outstanding policy issues that need to be addressed. Commenting on the adoption, Commissioner for Development and Humanitarian Aid Poul Nielson said : "Two years after its adoption, the Programme for Action remains a comprehensive, forward looking and coherent policy framework aimed at making a significant contribution towards fighting the scourge of these killer diseases. It is important to get the policy right. However, concrete, effective implementation on the ground is better. With an estimated six million people dying of HIV/AIDS, TB and malaria in 2001 alone, there is still an urgent need for large-scale collective action. Major challenges lie ahead and we are determined to play our role in facing them."

    [05] Romano Prodi expresses strong preference for accession of a united Cyprus to the European Union

    The President of the European Commission Romano Prodi repeated on 25 February his strong preference for the accession of a united Cyprus to the EU. In view of the imminence of 28th February, he gives full support to the final push of the UN and calls all parties concerned to step up their efforts to reach a solution of the Cyprus problem. Respect of this date would allow sufficient time for the planned referendum to be held on 30 March. It would also allow the united Cyprus to meet the imperative deadline of 16 April as regards the signature of the Accession Treaty. President Prodi reiterated that the acquis should not be an obstacle to a settlement. The Union is ready to accommodate the terms of a settlement in the Treaty of Accession in line with the principles on which the European Union is founded. President Prodi recalled the Commission's willingness to organize an international Donor Conference to secure financial means for the implementation of the UN Plan.

    [06] Récupération de l'aide accordée en Espagne au lin et au chanvre

    La Commission européenne peut confirmer qu'elle a envoyé une lettre de conciliation à l'Espagne la semaine dernière. Dans cette lettre, la Commission annonce une correction financière de 21 millions d'€, motivée par de graves carences dans la gestion et le contrôle de l'aide à la production de lin et de chanvre en Espagne. La lettre se réfère, pour le chanvre, aux campagnes 1996/1997 à 1999/2000 et, pour le lin, aux campagnes 1996/1997 et 1997/1998. Les corrections sont fixées à hauteur de 10% et de 25% des dépenses, suivant le produit et la campagne concernés.

    [07] Chris Patten in Washington for EU-US ministerial (27/02)

    An EU-US ministerial meeting will take place in Washington on 27th February 2003. The EU will be represented by Giorgios Papandreou, of the current Greek Presidency, Secretary General and High Representative, Javier Solana, and the European Commissioner for External Relations Chris Patten. The American delegation will be headed by Secretary of State Colin Powell. Earlier in the day a separate encounter is scheduled with National Security Advisor Condoleezza Rice. The main topics for discussion during both meetings will be Iraq, North Korea, the Middle East and Cyprus.

    [08] Symposium "La stratégie de l'Union européenne d'accès aux marchés : vers un nouveau siècle de progrès d'intégration des marchés"

    Le 27 février 2003, le Commissaire européen au Commerce, Pascal Lamy, présidera un symposium, au Palais des Congrès, sur l'accès aux marchés des pays tiers pour les exportateurs et investisseurs européens. L'accès aux marchés des pays tiers fait partie des objectifs prioritaires de la Commission. Depuis le lancement en 1996 de la stratégie de l'UE d'amélioration des conditions d'accès aux marchés, la Commission poursuit sans relâche son action dans ce domaine pour aider les opérateurs européens. L'UE est aujourd'hui engagée dans un nouveau cycle de négociations commerciales suite au lancement de l'Agenda pour le développement de Doha au sein de l'OMC. L'objectif global est de soutenir la croissance économique et le développement durable de tous les membres de l'OMC et, en particulier, dans le cas des pays en développement, en améliorant l'accès aux marchés au niveau mondial et en renforçant le cadre des règles multilatérales qui a largement contribué à accroître le commerce mondial au cours des dernières décennies. Le symposium du 27 février sera l'occasion d'examiner les progrès réalisés dans la mise en œuvre de la stratégie d'accès aux marchés et de réfléchir aux prochaines étapes. Les institutions européennes, les Etats membres, les pays candidats et les acteurs économiques sont invités à échanger leurs expériences et indiquer leurs priorités sur la manière la plus appropriée de poursuivre et de perfectionner la stratégie commune.
