[01] La Commission propose un plan ambitieux destiné à améliorer la
protection et la conservation des écosystèmes marins
La Commission européenne a présenté aujourd'hui une approche nouvelle
radicale pour protéger et conserver les écosystèmes marins et promouvoir
une utilisation durable des ressources marines. Pour faire face aux menaces
qui pèsent sur nos mers et nos océans, cette nouvelle approche vise à
développer une politique intégrée en matière de milieu marin. C'est la
première étape vers une stratégie finale s'inscrivant dans les sept
"stratégies thématiques" annoncées dans le 6ème programme d'action de l'UE
en matière d'environnement, qui préservera nos mers pour les générations
futures. Quatorze objectifs ambitieux sont exposés, ainsi qu'un certain
nombre d'actions concrètes nécessaires pour les atteindre. L'initiative de
la Commission est un élément important devant permettre de tenir les
engagements pris lors du Sommet mondial sur le développement durable de
Johannesbourg - en particulier ceux concernant la pêche et la protection du
milieu marin. Elle introduit une approche fondée sur les écosystèmes en
matière de gestion, et est très étroitement liée aux propositions de la
Commission visant à réformer la politique commune de la pêche.
[02] Commission clears acquisition of Burger King by US investors TPG III,
Goldman Sachs and Bain Capital Investors
The European Commission has cleared the proposed acquisition of US-based
fast-food chain Burger King Corp by US investors TPG Advisors III, Inc.,
The Goldman Sachs Group, Inc. and Bain Capital Fund VII, L.P. The
transaction will bring into the same group Domino's Pizza and Burger King,
but the latter will continue to face competition from a wide range of rival
food chains.
[03] Commission clears joint purchase of G&Z by Montepaschi, Intesa and
Zeta
The European Commission has granted clearance under the Merger Regulation
to the acquisition of joint control of the Italian holding company Gori &
Zucchi Spa by the Italian financial and real estate holding company Zeta 4
Srl and financial groups Banca Monte dei Paschi di Siena Spa and Banca
IntesaBCI Spa. G&Z has stakes in companies active in the manufacturing and
distribution of gold and silver jewellery. (The operation, notified on 9
September 2002, was examined under the simplified merger review procedure)
[04] Commission clears creation of joint venture between Air Liquide and
BOC in Japan
The European Commission has approved the creation of a joint venture
between Air Liquide SA of France and Britain's BOC Group Plc whereby the
two industrial gases companies will merge part of their activities in
Japan. The deal will have no impact in Europe.
[05] Commission adopts first EU report on irradiated food
The European Commission has adopted a report on food irradiation in the EU,
which includes information on whether irradiated food placed on the EU
market is correctly labelled. The report, the first of its kind, is based
on the results of checks undertaken by national authorities in the Member
States. In general, the report indicated a high level of compliance with
the requirements of the EU food irradiation Directive. However, the United
Kingdom authorities found evidence of irradiation in 42% of certain dietary
supplements. As most of these supplements cannot be irradiated legally in
the EU, the Commission has asked the other Member States to check this
particular sector.
[06] Loyola de Palacio salue l'accord sur l'efficacité énergétique dans les
bâtiments
Loyola de Palacio, vice-présidente de la Commission européenne en charge
des Transports et de l'Energie, s'est réjouie du vote en séance plénière du
Parlement européen de la proposition de directive sur la performance
énergétique des bâtiments. "Cette directive constitue une pièce maîtresse
de notre stratégie pour une meilleure sécurité d'approvisionnement: nous
devons marcher sur nos deux jambes et agir simultanément sur l'offre et la
demande. Or, plus de 40% de l'énergie sont consommés dans le secteur du
bâtiment, essentiellement pour le chauffage, la production d'eau chaude, le
refroidissement et l'éclairage. Grâce à cette directive, nous pouvons
économiser, dans de bonnes conditions d'économies et d'efficacité, environ
22% de cette consommation", a-t-elle déclaré. "Il revient maintenant au
Conseil de se prononcer formellement sur ce texte le plus rapidement
possible, mais le pré-accord entre les deux institutions devrait permettre
une adoption rapide", a-t-elle ajouté.
[07] Commission welcomes Parliament's endorsement of EU emissions trading
at company level to meet Kyoto objectives
European Environment Commissioner Margot Wallström hailed the European
Parliament's first reading on the emissions trading proposal as "a major
step forward towards implementing the Kyoto Protocol within the EU". She
welcomed the Parliament's wholehearted endorsement of emissions trading
within the EU at company level. "Use of this new instrument within a
coordinated framework throughout the EU has received the clear political
endorsement of the Parliament". The Commission disagrees with some of the
amendments approved by the Parliament, in particular the possibility, under
certain conditions, of exempting installations from participating in the
emissions trading scheme until 2008. The Commission believes that a system
which is mandatory from the outset will deliver the most in terms of cost-
effectiveness. "But the unambiguous message today is that emissions trading
is coming: that it is a key component for fulfilling the commitments made
under the Kyoto Protocol at lower costs than would be possible without this
instrument", Ms Wallström added. She concluded by saying that : "This first
reading by the Parliament puts the ball firmly in the Council's court. An
agreement in the Council is now vital before the end of the Danish
Presidency."
[08] La Commission a tenu la réunion inaugurale du Forum européen de
l'Energie et des Transports
La première réunion du Forum européen de l'Energie et des Transports s'est
tenue à Bruxelles le 8 octobre en présence de Loyola de Palacio, vice-
présidente de la Commission européenne et de François Lamoureux, Directeur
Général de la Direction Générale de l'Energie et des Transports. "Le Forum
réunit les compétences et l'expérience nécessaires pour nous aider à
aborder les grands défis auxquels sont confrontées les politiques de
l'énergie et des transports", a déclaré Loyola de Palacio. Elle a ajouté :
"Il doit s'agir d'un Forum qui puisse avancer des idées nouvelles sur ce
qui doit être fait en Europe pour améliorer les politiques de l'énergie et
des transports". Outre la présentation des grands axes des politiques de
l'énergie et des transports, cette première réunion avait pour objectif
d'élire son bureau (un président et quatre vice-présidents) et de se
pencher sur un premier dossier concret, à savoir l'examen du projet de
programme de travail en matière de recherche dans les domaines de l'énergie
et des transports au titre du sixième programme-cadre de l'UE pour des
actions de recherche, de développement technologique et de démonstration
(2002-2006).
[09] Chris Patten visits Egypt and Jordan to promote stability and reform
in the region
Chris Patten, European Commissioner for External Relations, will visit
Egypt and Jordan on 13-15th October for meetings with the highest
representatives of both countries. Commissioner Patten's stay in Egypt and
Jordan comes amidst crucial developments in the Middle East and with regard
to Iraq. It highlights the significant effort of the EU to promote
stability in the region. Mr Patten will discuss in both countries the
situation in the Middle East and underline the continuing strong commitment
of the EU to the Euro-Mediterranean Partnership (Barcelona Process). In
Egypt, he will emphasise the need for speedy ratification and
implementation of the EU-Egypt Association Agreement and the Commission's
commitment to assist Egypt in preparing its economy for seizing the new
oportunities arising from association with the EU. In Jordan, Mr Patten
will sign a series of Financing Agreements, bolstering the country's
economic reforms.
