[01] Prêts au logement : en adhérant au Code de Conduite européen, 3.600
établissements se sont engagés à mieux informer le client
A la date de son entrée en vigueur, le 30 septembre 2002, 3.600
établissements offrant des prêts au logement ont déjà adhéré au Code de
Conduite volontaire mis en place par l'Union européenne en mars 2001 (voir
IP/01/1755). L'objectif de ce Code est de garantir au consommateur la
transparence et la comparabilité des informations relatives aux prêts au
logement afin de favoriser la concurrence transfrontalière. La Commission a
exprimé sa satisfaction à l'égard de ce résultat global, malgré une
couverture géographique encore incomplète des adhésions au Code.
[02] Commission exposes illegal and mismanaged landfill sites in the EU
At a "Name, Shame and Fame" seminar on the subject of landfills organised
by the European Commission today, Environment Commisioner Margot Wallström
put the spotlight on illegal and mismanaged landfills that still operate in
the EU today. The aim of the seminar was to make people more aware of how
important it is to properly implement EU legislation on landfills, which is
designed to ensure safe and efficient handling of waste. Landfills are of
particular concern for citizens' health and the environment as they have
the potential if not properly managed - to create air emissions and odours,
pollute soil and water and contaminate the groundwater. Following numerous
complaints from citizens about landfills, the Commission has taken legal
action concerning 36 specific landfills in seven Member States. Greece and
Spain top the "shame" list (with 10 cases each), followed by Italy (with 8
cases), Ireland (5 cases), the UK, France and Germany (1 case each).
[03] Reduction of sugar quota
The European Commission has adopted a Regulation reducing for the 2002/2003
marketing year (beginning on July 1) the production quota in the sugar
sector by a quantity of 862,475 tonnes (respectively 826,988 tonnes for
white sugar, 17,173 tonnes for isoglucose and 18,314 tonnes for inulyn
syrup). This will bring the quotas to a total of 14,241,110 tonnes compared
to 15,103,585 tonnes last year. This reduction effectively represents a
linear cut of 5,71% in the existing quotas for the different sugar
products. The reduction is necessary to bring the EU in conformity with
their WTO obligations. These WTO commitments limit the budget for export
refunds to €499.1 million. Without this reduction, export would increase
and the refunds paid would exceed this limit.

Le volume des ventes du commerce de détail a augmenté de 1,4% dans la zone
euro et de 2,3% dans l'UE15 au mois de juillet 2002, par rapport à juillet
2001, selon les estimations publiées aujourd'hui par Eurostat. Par rapport
au mois de juin 2002, les ventes ont augmenté de 0,6% dans la zone euro et
de 0,8% dans l'UE15.
[05] Commission publishes indicative figures on the distribution of direct
farm aid
The European Commission has today transmitted indicative figures on the
distribution of direct farm payments by size-class of aid received for the
Financial Year 2000 to the Budgetary Control Committee, the Budget
Committee and the Agriculture Committee of the European Parliament. The
figures have been derived from the EAGGF (European Agricultural Guarantee
and Guidance Fund) payment data received from the Member States. For
obvious reasons, direct payments in the year 2000 reflect a situation
predating the Agenda 2000 reforms or the proposals of the Mid Term Review.
While in general data quality is adequate for use in the clearance of
accounts activity, care must currently be exercised over use of the data
for other, analytical purposes. Not all Member States currently employ a
"system for unique identifiers" for all beneficiaries. Therefore, at
present, the totals by beneficiary may be inaccurate, which is leading to
"indicative" and not totally precise figures. As a precaution each Member
State has been asked to confirm that the orders of magnitude of the
statistics for their country appear broadly correct.
[06] Commission welcomes Council's green light for EU research programmes
The Council of EU Ministers yesterday approved the five Specific Programmes
implementing the €17,5 billion 6th EU Research Framework Programme (FP6
2003-2006). "I welcome this key vote", said European Research Commissioner
Philippe Busquin. "All is now set for a rapid start to the research
programmes with the first calls for proposals published before the end of
this year. The rapid conclusion of the decision-making process on ambitious
EU research programmes provides an additional strong basis for creating a
true European Research Area."
[07] EU to take Korea to the WTO over unfair shipbuilding practices
Yesterday European Trade Commissioner Pascal Lamy has informed the Council
of the EU that the negotiations with Korea to find an amicable solution to
the long-standing Korean unfair shipbuilding practices have failed. The
Commission will now trigger the twin-track strategy approved by the Council
on 27 June 2002 : launch a WTO panel and authorise temporary and limited
state aid for EU shipbuilders. Mr Lamy said : "We have negotiated in good
faith to find an amicable solution to this problem with Korea but this has
not proved to be possible. The Korean delegation has indicated that there
is no support in the Korean industry for any of the proposals discussed
with the EU. Korea has left us with no option that to go to the WTO."
