  • [01] Financial services : Commission presents an amended proposal on prospectuses

    The European Commission has presented an amended proposal for a Directive on prospectuses, taking account of the European Parliament's opinion on the original proposal put forward by the Commission on 30 May 2001 (see IP/01/759). The amended proposal, would make it easier and cheaper for companies to raise capital throughout the EU, while reinforcing protection for investors by guaranteeing that all prospectuses, wherever in the EU they are issued, provide them with the clear and comprehensive information they need to make investment decisions. A prospectus is a disclosure document, containing key financial and non-financial information, that a company makes available to potential investors when it is issuing securities (stocks, shares, bonds etc.) to raise capital and/or when it wants its securities admitted to trading on exchanges. The Directive would introduce a new "single passport for issuers". This means that once approved by the authority in one Member State, a prospectus would then have to be accepted everywhere else in the EU. In order to ensure investor protection, that approval would only be granted if prospectuses meet common EU standards for what information must be disclosed and how.

    [02] La Commission juge les aides d'Etat accordées à la filiale portugaise du fabricant de pneus Continental conformes aux règles communautaires

    La Commission européenne a informé les gouvernements suédois et portugais que son examen des aides d'Etat accordées à Mabor-Continental, la filiale portugaise du fabricant de pneus Continental, n'avait révélé aucune infraction aux règles de concurrence communautaires. La fermeture de l'usine de production de pneus Continental de Gislaved, dans le sud de la Suède, prévue pour cet été et les suppressions d'emploi qui devraient l'accompagner ont soulevé, en Suède, la question de savoir si les règles communautaires applicables aux aides d'Etat avaient été dûment observées et, en particulier, si Continental n'était pas en train de délocaliser sa production à Lousado au Portugal, en raison des avantages financiers et fiscaux promis par le gouvernement portugais.

    [03] La Commission rejette une plainte de nageurs - exclus des compétitions pour faits de dopage - contre le Comité International Olympique

    La Commission européenne a décidé que la plainte de deux nageurs suspendus pour dopage était mal fondée et que les règles antidopage du Comité International Olympique et de la Fédération Internationale de Natation Amateur ainsi que leur mise en œuvre ne constituaient pas de restrictions de la concurrence. M. Mario Monti, Commissaire chargé de la concurrence, a déclaré : "La décision adoptée aujourd'hui met en évidence que des règles émanant des organisations sportives nécessaires à assurer, de façon proportionnée, l'intégrité des évènements sportifs par un contrôle efficace du dopage échappent à l'application des règles de concurrence communautaires."

    [04] Fight against HIV/AIDS in developing countries : Commission announces €22 million programme aimed at young people

    The EU today announced a further contribution of €22 million for the fight against HIV/AIDS in developing countries. This programme is aimed primarily at young people in the areas of prevention, care and treatment. Special attention will be paid to the needs of young women who are especially vulnerable to HIV/AIDS infection. The objective of this initiative is to ensure that operations aimed at combating HIV/AIDS are made more effective, particularly by improving education and information and strengthening health systems. It comes as an additional contribution to the implementation of the Action Plan adopted last year to fight against the three major communicable diseases, HIV/AIDS, malaria and tuberculosis. This programme also forms an important part of the Commission's policy to fight poverty through improving health, in accordance with the Millennium Development Goals.

    [05] Bénin : la Commission adopte le cadre de sa coopération pour 2002-2007

    La Commission européenne a adopté un programme de coopération avec le Bénin pour la période 2002-2007. Le document de stratégie de coopération sert de cadre aux relations avec le Bénin, couvrant tous les aspects de l'assistance à ce pays. Il a pour objectif principal d'appuyer les efforts fournis par le gouvernement pour réduire la pauvreté par un développement économique et social durable et de faciliter l'intégration du pays dans l'économie mondiale. Une enveloppe indicative de 275 millions d'€ a été allouée pour soutenir ce programme pendant la période 2002-2007. Le membre de la Commission responsable de la coopération au développement et de l'aide humanitaire, M. Poul Nielson, s'est félicité de "ce pas en avant, qui place la lutte contre la pauvreté au cœur de la coopération de l'Union européenne avec le Bénin".
