[01] Présentation par Romano Prodi et Guy Verhofstadt d'idées sur Bruxelles
en tant que capitale de l'Europe
A la suite du Conseil Européen de Nice, le président de la Commission
européenne, Romano Prodi, et le premier ministre belge, Guy Verhofstadt,
ont invité un groupe d'intellectuels à deux sessions de réflexion pour
discuter des attentes, des besoins et des fonctions de Bruxelles en tant
que capitale de l'Europe. Le rapport final sera rendu public ce lundi 22
avril au cours d'une conférence de presse commune, qui commencera à 16h30
au Centre International pour la Ville, l'Architecture et le Paysage (rue de
l'Ermitage 55, Ixelles).
[02] EU-Algeria Association Agreement signed in Valencia
(! embargo 4.30 pm !) The European Union's Member States' foreign ministers
and European External Relations Commissioner Chris Patten and Algeria will
sign the EU-Algeria Euro-Mediterranean Association Agreement today in
Valencia. The text of the Agreement between Algeria and the EU will be
signed in the presence of Spanish Prime Minister Aznar and Algerian
President Bouteflika. The signing of the Agreement establishes a new
framework for deepening bilateral relations between the European Union and
Algeria. Negotiations of the Agreement had been concluded on 19 December
2001, when it was initialled by the negotiators in Brussels.
[03] Amérique latine : la Commission adopte une stratégie pour la
coopération régionale 2002-2006
La Commission européenne a adopté deux décisions importantes pour sa
coopération régionale avec l'Amérique latine. Premièrement elle a développé
une stratégie régionale de cinq ans. Les actions prioritaires de ce
programme sont la promotion de l'intégration régionale par le renforcement
des réseaux de la société civile, une initiative sociale pour contribuer à
la réduction des inégalités et un programme pour la prévention des
catastrophes naturelles. Le budget indicatif régional est de 250 millions
d'€. La deuxième décision porte sur un programme de bourses d'études de
haut niveau, doté de 45 millions d'€ pour la première phase 2002-2005
(Alßan). Saluant l'approbation de ce programme par la Commission, le
Commissaire aux Relations extérieures, Chris Patten, a déclaré : "Ce
programme ambitieux est une expression concrète du renforcement du
partenariat bi-régional, tel qu'initié au Sommet Union Européenne/Amérique
latine de Rio en 1999, à la veille du Sommet de Madrid en mai 2002. Il
constitue également une des réponses de la Commission pour aider les pays
d'Amérique latine à faire face au double défi d'une transformation
économique visant à rendre leurs économies plus compétitives tout en
assurant la stabilité des institutions démocratiques et la modernisation de
l'administration publique."
[04] The EU welcomes Oxfam campaign to Make Trade Fair, whilst setting the
record straight on its contribution to maximising benefits of trade for
poor
The EU welcomes the recent launch of an Oxfam campaign, Make Trade Fair, as
a useful contribution to the global debate on how best to combat poverty.
The analysis in Oxfam's report, "Rigged Rules and Double Standards - trade,
globalisation, and the fight against poverty" is very similar to that of
the European Commission : not only is trade crucial in combating poverty,
it is also a powerful motor for development. Commenting on the report,
Trade Commissioner Pascal Lamy said : "The Oxfam report is a substantive
and in general well-researched contribution to the debate on the link
between trade and development. I fully share the basic philosophy
underlying the report : trade has the potential to lift millions out of
poverty (and this is borne out by past experience, for instance in East
Asia), but the benefits of trade are not automatic - a lot depends on the
domestic context. Where I have some doubts about the Oxfam report is on the
figures : there are in our view factual errors and methodological flaws,
and we must set these straight. Of course this won't prevent us from
continuing to work with Oxfam and others during the WTO negotiations to
maximise the benefits of trade for the poor, as we have done successfully
with the Everything But Arms initiative freeing up trade for the world's
poorest countries."
