  • [01] International humanitarian law is being flouted, says Poul Nielson

    Mr Poul Nielson, European Commissioner in charge of Development and Humanitarian Aid, today delivered a sharp rebuke to countries which "ignore the basic principles of humanitarian law". Speaking at the launch of the annual review of the Commission's Humanitarian Aid Office (ECHO) for 2001, Mr Nielson pointed out that "all States are obliged to respect the Geneva Conventions". And referring specifically to the situation in the Palestinian Territories, he said that, "denying access to those who desperately need help is wholly unacceptable". The Commissioner also cited problems facing humanitarian agencies in Chechnya, saying that a worrying trend was emerging. "International humanitarian law is being respected less and less or is being interpreted in a biased way. To ignore the inalienable rights of individuals to assistance is an assault on fundamental human values and a step backwards for humanity."

    [02] Pre-accession farm aid for Czech Republic : go-ahead for €22.4 million per year Sapard programme

    The European Commission decided today to confer the management of Sapard aid to the Czech authorities. This means that the Czech Republic can now begin the implementation of its Sapard programme. Under this scheme, the Czech Republic will now be entitled to €22.4 million annually. Payment of the first advance can now be made (maximum 49% of the annual amount). This first decision on the provisional conferral of management of aid covers seven out of the nine measures which make up the Sapard Programme for Agriculture and Rural Development for the Czech Republic. These are : (i) investments in Agricultural holdings ; (ii) improving the processing and marketing of agricultural and fishery products ; (iii) improving the structures for quality controls of foodstfuffs and for consumer protection ; (iv) land improvement and reparcelling ; (v) renovation and development of villages and rural infrastructure ; (vi) development and diversification of economic activities providing for multiple activities and alternative income ; (vii) technical assistance. Taken together these measures represent around 93%of the EU contribution.

    [03] Pre-accession farm aid for Slovakia : go-ahead payments for €18.6 million per year Sapard programme

    The European Commission decided today to confer the management of Sapard aid to the Slovak authorities. This means that Slovakia can now begin the implementation of its Sapard programme. Under this scheme, Slovakia will now be entitled to €18.6million annually. Payment of the first advance can now be made (maximum 49% of the annual amount). This first decision on the provisional conferral of management of aid covers the five main measures of the Slovak Sapard programme : "Investments in agricultural enterprises", "Improvement of processing and marketing of agricultural and fish products", "Diversification activities in rural areas, only investments not involving infrastructure", "Forestry" and "Land consolidation".

    [04] Libre circulation des services : procédures d'infraction contre la Belgique, l'Allemagne, le Luxembourg et l'Autriche

    La Commission européenne a décidé de saisir la Cour de Justice à l'encontre de la Belgique et l'Allemagne pour les conditions qu'elles imposent aux employeurs communautaires qui, dans le cadre d'une prestation transfrontalière de services, souhaitent détacher des travailleurs ressortissants de pays tiers. Ces conditions sont contraires aux règles du Traité en matière de libre circulation des services (article 49 du Traité CE). La Commission a également décidé d'envoyer des demandes formelles, sous forme "d'avis motivés", au Luxembourg et à l'Autriche les invitant à modifier leur législation en la matière. L'avis motivé correspond à la deuxième étape de la procédure d'infraction prévue à l'article 226 du traité CE. En l'absence d'une réponse satisfaisante dans les deux mois suivant la réception de l'avis motivé, la Commission pourrait décider de traduire également ces deux pays devant la Cour de Justice.

    [05] Results of G8 Environment : time to move from words to deeds on world sustainable development

    The Environment Ministers of the eight major industrialised countries, and the European Commissioner responsible for the Environment, Margot Wallström, met in Banff, Canada over the weekend to discuss the upcoming World Summit on Sustainable Development (WSSD) to be held in Johannesburg, South Africa, from August 26 to September 2 2002. In addition, the G8 Environment Ministers Meeting took the opportunity to hold a discussion on climate change.

    [06] La Commission sélectionne de nouveaux projets et attribue des bourses pour une valeur de 30 millions d'€ dans le cadre du programme de coopération universitaire Tempus

    Les projets européens et les demandes de bourses que vient d'approuver la Commission européenne sur proposition de Viviane Reding, commissaire en charge de l'Education et de la Culture, en accord avec Chris Patten, commissaire en charge des Relations extérieures, concernent les pays des Balkans occidentaux et les pays d'Europe orientale et d'Asie centrale. Pour le premier groupe, les nouveaux projets et bourses sélectionnés représentent un montant de 14,1 millions d'€, tandis que pour le second groupe, le montant est de 15,3 millions d'€. Le programme Tempus consiste en des actions conjointes entre universités des Etats membres et des pays tiers participant au programme, développant ainsi des réseaux de coopération durable, ainsi qu'en l'attribution de bourses de mobilité pour des enseignants et des étudiants.

    [07] La Commission lance une consultation ouverte sur les services administratifs électroniques pan-européens

    Une consultation en ligne sur les besoins des citoyens et des entreprises en matière de services administratifs électroniques au niveau européen ("services administratifs électroniques pan-européens") a été lancée le 8 avril 2002 dans le cadre du programme IDA (échange de données entre administrations voir http://www.europa.eu.int/ispo/ida) de la direction générale des entreprises de la Commission européenne.
